At the press conference of the Ministry of Home Affairs on April 28, Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Home Affairs), said that the Ministry of Home Affairs is currently asking localities to summarize the number of surplus commune-level officials and civil servants, including the number of part-time workers at the commune level.
According to the provisions of Decree No. 33/2023/ND-CP on commune-level cadres, civil servants and part-time workers at the commune level, in villages and residential groups, the number of part-time workers at the commune level is calculated according to the type of commune-level administrative unit, specifically as follows: Type I is 14 people; Type II is 12 people; Type III is 10 people.
The Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model has decided to end the use of part-time workers at the commune level from August 1, 2025.
"Currently, the Ministry of Home Affairs is researching the regime and support policies for part-time workers at the commune level. It is expected that there will be a Government Decree related to the regime, policies and arrangements for this group," said Mr. Phan Trung Tuan.
In addition, the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model assigned local authorities to consider and possibly arrange and assign non-professional workers at the commune level to meet the requirements of the tasks to participate in work in villages and residential groups and implement policies and regimes for cases where work is not arranged according to regulations.
Continue to identify villages and residential groups as self-governing organizations of residential communities, not administrative levels. For now, the existing villages and residential groups will be maintained. After completing the arrangement of administrative units at all levels, the Government will assign the Ministry of Home Affairs to study and provide guidance under the direction of competent authorities on the arrangement and reorganization of villages and residential groups in a streamlined manner, directly serving the lives of residential communities in the area.
Thus, localities can also arrange for non-professional commune-level cadres to work in villages and residential groups as non-professional activists in villages and residential groups.
Mr. Tuan also affirmed that the termination of activities applies to part-time workers at the commune level. Part-time workers in villages and residential groups continue to operate and there is no policy from competent authorities to terminate the activities of this subject.
Regarding long-term orientation, the Ministry of Home Affairs is researching and plans to submit to the Government next year a Decree on the organization and operation of villages and residential groups, which stipulates the regime and policies for part-time workers in villages and residential groups.
"At the same time, we will also consider the arrangement and reorganization of villages and residential groups in the next 5 years in a streamlined manner. This streamlining will be associated with the regulation of standards and titles of non-professional workers in villages and residential groups, along with accompanying policies and regimes. The Ministry of Home Affairs will synthesize and report to the Government for comprehensive consideration of this issue," said Mr. Phan Trung Tuan.
