Ministry of Construction: Target to open expressway from Cao Bang to Ca Mau by 2025

(Chinhphu.vn) - The Ministry of Construction has set a target of completing the expressway from Cao Bang to Ca Mau by the end of 2025, following the direction of the Prime Minister.

The Minister of Construction said that the goal is to open the expressway from Cao Bang to Ca Mau by the end of 2025 according to the direction of the Prime Minister.

Urging localities to complete 15,423 social housing units

At the April work briefing and May 2025 key task deployment conference of the Ministry of Construction, Mr. Nguyen Tri Duc, Chief of Office of the Ministry of Construction, said: Up to now, 26/26 localities have established and approved the Housing Support Project for poor and near-poor households in the area with a total of 92,088 households (newly built more than 60,300 households, repaired nearly 31,800 households), the provinces have provided support to about 64,352 households (reaching a rate of about 70%), an increase of more than 7,000 households compared to the 3rd meeting of the Steering Committee for Eliminating Temporary and Dilapidated Houses.

Regarding the development of social housing and workers' housing, the Ministry has urged localities to complete 15,423/100,000 units, an increase of 6,320 units compared to March 2025.

Regarding public investment disbursement, out of the total of more than VND 83,700 billion assigned, by April 30, 2025, the Ministry of Construction had disbursed more than VND 13,200 billion, reaching nearly 16% of the plan assigned by the Prime Minister .

19 projects to start in 2025

Mr. Le Quyet Tien, Director of the Department of Economics - Construction Investment Management, said that in 2025, the Ministry plans to start 19 projects.

Up to now, 6 projects have started construction, including: Cam Ly railway bridge, Kep - Ha Long railway line; Upgrading and expanding a number of bridges and tunnels on National Highway 1 (Xuong Giang, Gianh, Quan Hau bridges and Deo Ngang tunnel); Expanding the Cao Bo - Mai Son expressway section; The route connecting Noi Bai - Lao Cai expressway with Tuyen Quang - Phu Tho expressway; Cho Moi - Bac Kan route and the project to upgrade National Highway 46, Vinh City - Nam Dan Town.

For 13 projects that have not yet started construction, 5/13 projects have been approved, including: Renovation of weak bridges and connecting bridges on national highways phase 2; La Son - Hoa Lien expressway expansion project; Construction of Ninh Cuong bridge over Ninh Co river on National Highway 37B; My An - Cao Lanh expressway project phase 1; Dau Giay - Tan Phu expressway project.

The remaining eight projects are scheduled to start construction in 2025. Currently, there are 5 projects expected to use the increased revenue from the central budget in 2024 that have not yet approved investment policies, including: Investment in completing Than Vu tunnel; Investment in completing Cu Mong tunnel; Investment in completing Nui Vung tunnel; Upgrading the road connecting Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway into an expressway in Hung Yen province and to the end of Thai Ha intersection; Quy Nhon - Pleiku expressway construction project.

3 projects are completing procedures for project approval including: Lao Cai - Hanoi - Hai Phong railway; Expansion of Ho Chi Minh City - Trung Luong - My Thuan expressway; Expansion of Cam Lo - La Son expressway.

Sharing more at the conference, Mr. Nguyen Tri Duc, Chief of Office of the Ministry of Construction, said that in 2025, along with 19 projects that have been started, 42 projects are also planned to be completed. Up to now, 2 projects have been completed: renovation of weak bridges and connections on national highways phase; Terminal T3 - Tan Son Nhat International Airport.

The goal of opening the expressway from Cao Bang to Ca Mau

Minister Tran Hong Minh said that over the past 4 months, the Ministry of Construction has achieved many positive results. The Ministry has opened 4 component projects on the North-South route with a length of 221km, bringing the total length of the expressway to 2,242km and completed Rach Mieu 2 Bridge. At the same time, he requested investors and contractors to continue to work "3 shifts, 4 teams" to complete ongoing projects.

"The goal is to open the expressway from Cao Bang to Ca Mau by the end of 2025 as directed by the Prime Minister. To do so, difficulties in ongoing projects must be resolved soon, especially in the 11 local component projects that are currently being managed by the competent authority, which have only reached about 40% (while projects managed by the Ministry have reached over 80%). If achieved, by the end of this year, the whole country will have more than 3,300 km of expressway," the Minister requested.

Minister Tran Hong Minh requested the deputy ministers to focus on directing the removal of obstacles for projects, especially projects on 3,000 km of expressway in 2025; Long Thanh International Airport; Speeding up procedures, ensuring conditions for starting the Lao Cai - Hanoi - Hai Phong railway project to ensure the commencement in 2025.

Regarding the issue of norms and unit prices, the Minister requested units to research and refer to international norm systems to develop and apply them appropriately to Vietnamese practice.

Linking disbursement work to project implementation, the Minister requested heads of units to consider disbursement work as one of the top political tasks, and to have solutions to promote progress from the field to internal work.

Paying special attention to the work of building and perfecting legal institutions, Minister Tran Hong Minh assessed that in recent times, the system of legal documents continued to be built and issued according to plan. The upcoming trend will be to rearrange the apparatus, administrative units and organization of 2-level local governments. To respond to practical changes, the Ministry of Construction is tasked with researching and proposing amendments to 7 laws, about 30 decrees, and more than 100 circulars on planning, construction, and architecture.

"Participating units must be aware that 'they are both drafters and users'. Laws and legal documents must be easy to read, easy to understand, and associated with new trends. The focus is on decrees on: decentralization and division of authority in legal documents in the fields of construction and transportation; Specific mechanisms and policies in establishing, approving, and adjusting zoning plans for dynamic urban areas when implementing the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model...", the Minister requested.

In the coming time, the Ministry of Construction will continue to review and implement decentralization and delegation of authority in project management and investment. At the same time, it will arrange and organize project management boards in accordance with practical requirements.
