The Management Board of specialized transport projects of Ba Ria - Vung Tau province has just issued Decision No. KQ2400616426_2503271048 on approving the results of online contractor selection of Package No. 35: Construction and installation from Km3+498 (T74 pillar of the viaduct) to the end of the route of Component Project 1 connecting road to Bien Hoa - Vung Tau expressway (from National Highway 56 to Vung Van intersection).
Accordingly, both contractors submitting bidding documents for Construction Package No. 35 are the Contractor Consortium for Package No. 35 and the Construction Consortium for the Road Connecting to Bien Hoa - Vung Tau Expressway. The Contractor does not meet the requirements on capacity and experience stated in the E-HSMT.
Thus, the specialized transport project management board of Ba Ria - Vung Tau province will continue to organize the selection of contractors for Construction Package No. 35.
According to information on the national bidding network, Construction Package No. 35 was widely bid online and the bidding documents were issued on January 7, 2025 under the one-stage, one-envelope method.
The bid opening minutes stated that there were two contractors submitting bid documents: the Bien Hoa - Vung Tau Expressway Construction Joint Venture and the Contractor Joint Venture for Package No. 35.
Of which, the joint venture for the construction of the connecting road to Bien Hoa - Vung Tau expressway has a bid price of 1,619.737 billion VND, proposing a contract implementation time of 596 days; The joint venture for package 35 has a bid price of 1,741.357 billion VND, proposing a contract implementation time of 598 days.
It should be added that this is not the first time that Construction Package No. 35 has failed to select a contractor and had to cancel the bid and re-bid.
Previously, this package was also widely bid online with the same method and the bidding documents were issued from September 19, 2024. After many extensions, this package was opened for bidding at the end of October 2024 but there was only one bidder participating in the bidding and it did not meet the requirements in the bidding documents.
The inability to select a contractor and having to re-bid for Construction Package No. 35 will certainly affect the progress of the Bien Hoa - Vung Tau Expressway Connection Road Project (from National Highway 56 to Vung Van Intersection).
The Bien Hoa - Vung Tau expressway connection project has a total length of 15.7km including 3 component projects, of which Component Project 1, the section from National Highway 56 to Vung Van intersection, with a route length of 6.7km, is designed according to the standards of an elevated urban expressway with a speed of 100km/h, a scale of 4 expressway lanes and 2 emergency lanes, with a total investment of about 6,707 billion VND.
