The North-South high-speed railway project through Ha Tinh is about 103.42km long, with 3 stations, including 2 passenger stations located in the central administrative area of ​​Ha Tinh province (currently Ha Tinh city) and in Vung Ang economic zone. The cargo station is expected to be located in Hung Tri and Ky Trinh wards (Ky Anh town). According to the preliminary review results of the Department of Agriculture and Environment, to serve the project site, Ha Tinh must reclaim and compensate for an area of ​​more than 764 hectares of land. Of which, about 84 hectares of residential land need to be considered for resettlement.

To prepare the best conditions for the project's commencement and construction, in early June 2025, Ha Tinh province established a Steering Committee and a Working Group to assist the Steering Committee for Site Clearance (GPMB) of the North-South high-speed railway project through Ha Tinh, with Provincial Party Secretary Nguyen Duy Lam as Head of the Committee and Chairman of the Provincial People's Committee Vo Trong Hai as Permanent Deputy Head of the Committee.

The main task is to closely and promptly coordinate with the Ministry of Construction , the investor, and the Railway Project Management Board in resolving related procedures to promptly implement compensation, support, resettlement, and handover of project site to ensure the prescribed schedule; support and create favorable conditions for the project section through Ha Tinh to be implemented to ensure the schedule as required by the National Assembly, the Government, and the Prime Minister.

According to the report, the total number of households expected to be resettled to serve the project is more than 1,300, with the need to build 35 resettlement areas. After initial review, Ha Tinh province has so far selected a suitable location to build a resettlement area in Lien Vinh village, Thach Dai commune (belonging to Ha Huy Tap ward after administrative boundary arrangement).

This location is assessed to fully meet the conditions of detailed planning, land use and infrastructure, with an area of ​​about 6 hectares, belonging to the detailed planning project 1/500 serving the Ham Nghi extended road project, approved by the Provincial People's Committee in 2023. This land is located about 1km away from the planned station center, the current status is mainly agricultural land and public land managed by the commune, convenient for site clearance work.

It is expected that on August 19, 2025, Ha Tinh will start construction of the first resettlement area in the area to serve relocation and resettlement to make way for the national key project of the North-South high-speed railway. For the remaining 34 areas, localities with projects passing through are urgently preparing and approving detailed construction planning tasks before July 15, 2025, completing the investment project before October to be on time for construction and handover of the site by the end of 2026.

Mr. Tran Bao Ha, Vice Chairman of Ha Tinh Provincial People's Committee, said that in parallel with carefully preparing conditions for resettlement and land acquisition, Ha Tinh province has also proactively reviewed and prepared necessary conditions to implement the project on schedule. In particular, from the project's pre-feasibility study report, in the face of possible problems that may occur during the implementation process, affecting the local socio-economic development, Ha Tinh province has also sent a document to the Ministry of Construction, requesting adjustments to some planned items.

Specifically, for the Viet Xuyen Maintenance Station at Km320+500 in Thach Ha district, the planned location has been approved by the Prime Minister for the investment policy of the Bac Thach Ha Industrial Park Infrastructure Construction and Business Investment Project (Phase 1) in Decision No. 1003/QD-TTg dated August 29, 2023 (VSIP Ha Tinh Industrial Park), so Ha Tinh province proposed to move the Station location from the left side of the route to the right side of the route. Or the planned location of Ky Tan Maintenance Station, Ky Anh district at the current route of about Km384+900, which is currently crossing National Highway 1A, may cause difficulties in technical solutions and implementation costs, so it is possible to consider moving the location to the North.

Regarding the high-speed railway route through Cam Xuyen district at the route from Km346+00 to Km352+400, Ha Tinh province also proposed to study the relocation of the high-speed railway route to ensure the safety corridor of roads and railways according to regulations. According to the planned plan, this route is too close to the North-South expressway, the eastern branch of which has been under construction, some sections overlap the corridor between the road and the railway, and the railway cuts through the area of ​​the expressway rest stop in Cam Hung commune, Cam Xuyen district.

This not only affects the function of the Rest Stop but also causes difficulties in organizing technical space and ensuring traffic safety. The high-speed railway line through Hong Linh town from Km303+600 to Km303+900, according to the Ha Tinh provincial government, also needs to consider moving the centerline of the railway line to minimize land acquisition for the historical and cultural relic area of ​​​​Den Ca province and affect the infrastructure of the 110kV Hong Linh transformer station.

Mr. Tran Quang Tuan, Director of the Ha Tinh Department of Construction, added that the North-South high-speed railway project is of utmost importance in the local socio-economic development strategy, so Ha Tinh province has seriously, cautiously and urgently prepared all necessary and sufficient conditions to ensure the project starts construction and operates as soon as possible.

In particular, the arrangement of 2 passenger stations in the center of the province and Vung Ang Economic Zone, along with 1 cargo station will ensure synchronous connection with Vung Ang Economic Zone - the economic locomotive of the province. Currently, according to the project's pre-feasibility study report, comparing the planned location of the land fund at the stations with the planning in Ha Tinh, the development space around the planned passenger station is being affected by previously planned projects. Ha Tinh province has promptly proposed to adjust the investment policy of projects within the boundary with a total area of ​​about 550 hectares to ensure that the construction of these stations is not affected.

The North-South high-speed railway project was approved by the National Assembly in November 2024 with a total preliminary capital of about 1.7 million billion VND (equivalent to 67 billion USD). The railway line is 1,541 km long, starting from Ngoc Hoi station (Hanoi) and ending at Thu Thiem station (Ho Chi Minh City), passing through 15 provinces and cities, with a design speed of 350 km/h. There are 23 passenger stations and 5 freight stations on the railway line. The total preliminary land use demand for the project is about 10,827 hectares, with about 120,836 people to be relocated. The Government aims to start the project before December 31, 2026, striving to basically complete it by 2035.
