Carefully prepare conditions for operating a two-level government

BAC GIANG - On the morning of June 20, at Bac Giang ward (a new administrative unit after merging the wards: Hoang Van Thu, Ngo Quyen, Tran Phu, Tho Xuong, Xuong Giang, Dinh Ke, Dinh Tri of the current Bac Giang city), the People's Committee of Bac Giang province and the People's Committee of Bac Ninh province jointly organized a conference to disseminate and deploy tasks to operate and test the two-level local government system of the new Bac Ninh province.

The conference was held in a combination of in-person and online formats to the newly reorganized wards and communes of the new Bac Ninh province.

Also attending were Mr. Vu Tri Hai, Member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the Bac Giang City People's Council; leaders of Local Department 1 (Central Organizing Committee), departments and branches of the two provinces and leaders of Bac Giang ward and the new Yen Dung ward. Pursuant to Resolution No. 1658/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Bac Ninh province in 2025, Bac Giang ward was established on the basis of merging 7 wards of the old Bac Giang city including: Tho Xuong, Ngo Quyen, Xuong Giang, Hoang Van Thu, Tran Phu, Dinh Ke and Dinh Tri.

After its establishment, Bac Giang Ward has an area of ​​over 23 km2 (422% of the regulation); the population is 123,000 people (585% of the regulation) and is the central ward with a large population and high population density of the new Bac Ninh province. Bac Giang Ward has 97 residential groups.

In a morning of urgent work, Bac Giang ward conducted a trial meeting of the Standing Committee of the Bac Giang Ward Party Committee; operated the Public Administration Service Center of the ward. At the meeting of the Standing Committee of the Ward Party Committee, the Party Secretary thoroughly grasped the contents that need to be implemented immediately from now until June 30, 2025; the conferences must be held on July 1, 2025; the contents of the work that need to be done to ensure the operation of the Public Administration Service Center to serve people and businesses on July 1, 2025. At the same time, tasks were assigned to the members of the Standing Committee of the Ward Party Committee.

Bac Giang Ward determined that on July 1, 2025, it will hold 10 conferences to establish the organizational apparatus of the Party Committee, government, and Fatherland Front of the ward and issue documents and plans to implement the socio-economic development tasks in 2025. At the conference, delegates discussed and contributed opinions.

On that basis, Comrade Dang Dinh Hoan, Chairman of the People's Committee of Bac Giang city, who was appointed by the Standing Committee of the Provincial Party Committee to hold the position of Secretary of the Party Committee of Bac Giang ward, concluded the conference. He requested that cadres and civil servants proactively study to grasp the documents on the arrangement of administrative units of the Central Executive Committee, the National Assembly, the Government; central ministries, branches and the province; new legal documents on the organization of local government, decentralization of tasks to the commune level. The Party Committee, People's Council, People's Committee, Fatherland Front Committee and socio-political organizations of the ward must register the unit's seal sample. Make a list of agencies, units and individuals requesting the Department of Science and Technology to create an operational management account (Document Management System) for specialized agencies and support agencies of the ward. At the same time, make a list of agencies, units, and individuals requesting the province and the Government Cipher Committee to provide digital signatures for specialized agencies, assisting the Party Committee, the Political Center, the Vietnam Fatherland Front Committee, and socio-political organizations.

Focus on preparing well the facilities, office, office and working equipment. Review and make a list, hand over all files and documents of unfinished work to agencies and units to continue to handle according to decentralization... The tasks must be completed before June 30. Based on the content of the conferences that will take place on July 1, the comrade requested the ward's civil servants and public employees to focus on implementation. Prepare all conditions for the Public Administration Service Center to operate smoothly from July 1.

Concluding the conference, Comrade Mai Son acknowledged the active, thoughtful and urgent preparation of the locality and related units. He suggested that the leadership of the 99 communes and wards (new) take the initiative to meet and assign specific tasks to the staff of their units to study and learn from the sample operation session and draft documents, and plan the script for the July 1 meeting of Bac Giang ward to prepare the content for the meetings of the Party Committee and the commune-level government on July 1, 2025. At the same time, plan the list of staff participating in resolving and processing on the 3 shared systems of the new province: the Administrative Procedure Information System, the Document Management and Operation System, and the Official Email System; send the draft to the Department of Science and Technology of the two provinces.

The comrade assigned the Standing Committee of the Party Committee of Bac Giang Ward to complete the detailed set of documents of local government meetings at the commune level and send them to the Provincial Party Committee's Organization Board and the Department of Home Affairs for review before June 23. Then, they will be sent to other wards and communes in the whole Bac Ninh Province before June 25.

The departments and branches of Bac Ninh and Bac Giang provinces coordinate and agree to draft relevant decisions. Develop scenarios and organize trial operations of the three shared software systems mentioned above from June 23 to June 27. Based on that, make preliminary assessments and make timely adjustments to meet smooth operations from July 1.

The provincial People's Committee Office shall publicize the address of the headquarters and the list of administrative procedures to be received and results returned at the provincial Public Administration Service Centers; the district People's Committee shall publicize the reception location and the list of administrative procedures at the commune-level Public Administration Service Centers before June 25, 2025 to facilitate individuals and organizations to access and carry out procedures from July 1, 2025. Establish and publicize the hotline to receive and process administrative procedures of the province and wards and communes. Focus on resolving unfinished administrative procedures, striving to complete them before June 30. In cases where they cannot be completed in time, they must be fully handed over to the new receiving agency or unit.

The Department of Science and Technology of the two provinces maintains a technical support team on site and via zalo group to provide technical support during the trial operation and the initial period when the two-level government system officially comes into operation. Prepare conditions to fully integrate the province's online public services into the National Public Service Portal on June 30, ensuring technical conditions to close the provincial public service portal interface as directed from July 1.

Immediately after the conference to thoroughly grasp the tasks to operate and test the two-level local government system in the new Bac Ninh province, comrade Nguyen Thi Ngoc, current Deputy Chief of Office of the Bac Giang Provincial People's Committee, said: "As planned, I was assigned by the Standing Committee of the Provincial Party Committee to work in Yen Dung ward, the new Bac Ninh province. Through this conference, I have visualized how the operation will be in the coming time. All documents and procedures are carefully instructed. With the consensus of the comrades chairing the conference today, we will convene key personnel, expected personnel, and the Standing Committee of the Yen Dung Ward Party Committee to meet on June 21 and assign specific tasks to operate the apparatus smoothly from July 1, absolutely not to interrupt work".

According to Mr. Nguyen Van Phuong, Deputy Director of the Department of Home Affairs of Bac Giang province, based on the Resolution of the Standing Committee of the Provincial Party Committee introducing key positions and proposals from districts, towns and cities, the Department will soon issue a decision to mobilize cadres and civil servants of communes and wards so that the units can operate in accordance with the direction of the province. The Department of Home Affairs has advised the Chairman of the Provincial People's Committee to establish 5 working groups to prepare facilities, hand over documents and other tasks to prepare for the communes and wards to operate in the coming time. The inspection process will incorporate instructions for the wards and communes to perform their tasks well; especially the selection of the central headquarters for public administration services and the appropriate arrangement of personnel.
