Evaluate the pros and cons
The purpose is to comprehensively and comprehensively evaluate the implementation results and impacts of the implementation of Decision No. 263/QD-TTg dated February 22, 2022 of the Prime Minister on approving the National Target Program on New Rural Development for the 2021-2025 period (the Program), focusing on evaluating the results achieved by the Program for the 2021-2025 period (advantages, shortcomings, difficulties, limitations, causes and lessons learned).
Assess the context, requirements and propose goals, contents, tasks, solutions, central budget capital needs, resource mobilization capacity and support mechanisms and policies, implement the Program for the period 2026-2035 and organize to honor and reward outstanding collectives, individuals and movements implementing the emulation movement "The whole country joins hands to build new rural areas" for the period 2021-2025.
According to the Plan, at the Central level, ministries and branches in charge of the components of the Program and criteria and targets in the set of new rural criteria at all levels for the 2021-2025 period are assigned by the Prime Minister to: Organize the assessment and summary of the implementation of the components of the Program for the 2021-2025 period, criteria/targets; propose directions, goals, mechanisms, policies, tasks and solutions for implementation in the coming period.
Central ministries and branches participating in the implementation of the Program: Evaluate the results of the direction, administration, and urging of localities to carry out the tasks of the Program for the 2021-2025 period within the scope of State management and assigned functions and tasks; propose implementation for the next period.
The Ministry of Agriculture and Environment presides over and coordinates with relevant central ministries and branches to help synthesize and develop a comprehensive assessment report on the Program and the set of new rural criteria at all levels for the 2021-2025 period; directions, goals, mechanisms, policies, tasks and implementation solutions for the coming period.
Continue to maintain and improve the quality of criteria
At the local level, the assessment of the results of the Program implementation for the period 2021-2025 includes: The process of implementing the Program in the locality (favorable, difficult); results of implementing the Program for the period 2021-2025; results of implementing emulation movements, campaigns in promoting democracy, mobilizing resources and inspecting and supervising the implementation situation at the grassroots level; the impact of the Program; the effectiveness of communication work on new rural construction associated with propaganda, raising awareness of the entire political system and people participating in the implementation of the Program and lessons learned during the implementation process and necessary proposals and recommendations to sustainably maintain the results achieved by the Program.
At the same time, develop the orientation for implementing the Program for the period 2026-2035. The plan clearly states: Based on the results achieved after 15 years, the requirement to promote new rural construction after 2025, especially in the context of localities implementing the arrangement, reorganization and building a 2-level local government organization model; the requirement to continue maintaining and improving the quality of the achieved criteria in the period 2021 - 2025 to ensure substance and sustainability, contributing to improving the material and spiritual life of the people, proposing and clearly defining a number of contents: Context, requirements set forth in new rural construction for the period 2026-2035; guiding viewpoints; names of the Program contents; goals and targets for the coming period; mechanisms and policies for resource mobilization; launching emulation movements to mobilize resources and people to participate in implementing the Program...
The plan requires that based on the actual situation, the assigned ministries and central agencies proactively research and organize a summary and evaluation of the implementation results of the components and specialized programs to support new rural construction in the 2021-2025 period; the provinces and centrally run cities research and organize a summary of the Program for the 2021-2025 period.
For provinces that have not yet organized a review of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, research and organize a review of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.
The Central Steering Committee will organize a National Conference to summarize the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period. At the same time, commend and reward collectives and individuals with outstanding contributions to new rural development to honor and reward them in implementing the Movement "The whole country joins hands to build new rural areas".
