When first implementing the National Target Program on New Rural Development, Tay Son district had a relatively low starting point. The average number of criteria achieved by each commune in the whole district was only 7-8 criteria, the average income per capita was about 15.8 million VND; the rate of poor and near-poor households was over 15%, and rural infrastructure development was not synchronous. Tay Son district had one particularly difficult commune with over 90% of ethnic minorities living there.
After nearly 13 years of implementing the National Target Program on New Rural Construction, the socio -economic development of Tay Son district has made remarkable progress. The rural appearance has improved a lot, along with the urban appearance of Phu Phong changing and developing in a modern direction, creating new vitality and a new look for Tay Son homeland. Up to now, in the district, 14/14 communes have met the New Rural Standards, 2 communes have met the Advanced New Rural Standards and 1 town has met the civilized urban standards.
By the end of 2023, the total product value of the district will reach over 7,000 billion VND; the average annual economic growth rate by product value will reach 6.3%; the economic structure will shift in a positive direction, with the proportion of industry, trade and services accounting for nearly 74%. The district's annual budget revenue will reach and exceed the provincial estimate; the average income per capita will reach over 47 million VND (3 times higher than in 2011). The multidimensional poverty rate in the district will decrease to 3.57% (down nearly 13% compared to 2011).
The total mobilized capital for building the new rural area is 17,200 billion VND. The socio-economic infrastructure is focused on upgrading according to the general planning, ensuring synchronization and modernity. Rural infrastructure is invested in and built to meet the standards of the new rural area and advanced new rural area. The whole district has 12 industrial clusters, with a total area according to the approved planning of 472 hectares serving local economic development.
With the efforts and determination of the entire political system and people in the district, Tay Son has created a new image, new momentum, and completed the set targets. Recognizing these results, Deputy Prime Minister Tran Luu Quang signed Decision No. 854 dated August 16, 2024, recognizing Tay Son district as meeting the NTM standards in 2023.
Speaking at the announcement ceremony, Deputy Prime Minister Ho Duc Phoc congratulated and commended the achievements and results that the Party Committee, government and people of Binh Dinh province in general and Tay Son district in particular have strived and achieved in the past time.
Deputy Prime Minister Ho Duc Phoc suggested that Binh Dinh province promote the achievements it has made; mobilize the participation of the entire political system and encourage all classes of people to join hands and contribute to building the new rural area, building a rich, beautiful, civilized and modern homeland. Focus on developing model new rural communes, striving for very practical targets such as: no poor households, no drug addicts, no one who cannot go to school, no one who affects the environment, no one who disrupts security and order, etc.
“These are very high criteria but this is a long-term goal. Ensure that households become rich, those who are capable can become rich, and pull the poor along. Build modern infrastructure for electricity, roads, schools, stations, wastewater, garbage, and domestic water, ensuring convenience,” said Deputy Prime Minister Ho Duc Phoc.
