The lives of the ethnic people in the district have been increasingly improved, many households have escaped poverty. This is considered a bright spot in social security work, implementing the Party and State's policies in implementing the National Target Program on Sustainable Poverty Reduction in the locality.
In the period of 2021-2024, in the face of advantages and difficulties, the People's Committee of Lak district has focused on directing and implementing drastically and comprehensively the tasks of socio-economic development, focusing on a number of key and key tasks such as: New rural construction program, planning, investment attraction, poverty reduction... so the socio-economic situation in the period of 2021-2024 continues to be maintained and has a good growth. Cultural, educational, health, population and family planning work has achieved many encouraging results, social security is ensured, national defense and security are maintained, and people's lives are improved. Based on the number of poor households each year, analyzing the current situation and causes of poverty of poor households in communes, towns and areas affecting poverty reduction, the District People's Committee has proposed positive solutions to promote the combined strength of the entire political system and the potential advantages of the district to effectively implement the annual poverty reduction program and plan.
Coordination between levels and sectors in the implementation of the National Target Program on Sustainable Poverty Reduction:
In the process of performing its tasks, the District People's Committee has closely coordinated with the provincial departments and branches, and the district's socio-political organizations; At the same time, it has directed the district's departments and branches to proactively coordinate synchronously and effectively implement poverty reduction mechanisms and policies to improve the living conditions of the poor, linking the Poverty Reduction Target Program with the criteria for building new rural areas and social security policies; linking the Vocational Training Program for rural workers with job creation after training and sending workers to work abroad under contracts; minimizing the increasing inequality in income and living standards between rural and urban areas, taking care of policy families, meritorious people and protecting children and poor women.
Agencies, units, and People's Committees of communes and towns have coordinated with each other to deploy and organize the implementation of Projects, Sub-projects, and activities of the Program.
The Steering Committee has assigned agencies and units, based on their assigned functions and tasks, to develop plans and organize the implementation of inspection, supervision and evaluation of program implementation results.
Results of implementing the goals of the poverty reduction program for the period 2021-2024:
Applying Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, Lak district has issued many documents to effectively implement the tasks of the National Target Program on Sustainable Poverty Reduction. Since then, many remarkable results have been achieved.
Infrastructure serving production development and people's lives in districts, communes, villages and hamlets with special difficulties is invested in accordance with population planning and production planning, ensuring effective service for people's lives and production development. Currently, 90% of communes have roads to the commune center that have been asphalted or concreted to ensure standards and technical levels according to regulations of the Ministry of Transport ; 70% of villages and hamlets have hardened traffic routes that ensure standards and technical levels of the Ministry of Transport. 100% of communes meet national criteria on health, 100% of commune health stations are qualified for medical examination and treatment with health insurance. 100% of communes have a network of kindergartens, general schools, and community learning centers sufficient to meet the learning needs and disseminate knowledge to people. 75% of households have access to clean water. Small irrigation works meet 80% of irrigation needs for annual crop areas.
Vocational training and orientation education support for more than 1,000 workers from poor, near-poor, and ethnic minority households. 100% of cadres in charge of poverty reduction work at the commune level. Cadres in villages, hamlets, and residential groups have been trained in basic knowledge and skills in management, organization, implementation of poverty reduction policies and projects, participatory planning, and community development planning. 100% of commune-level cadres working in information and communication have been trained to improve their skills and expertise in information and propaganda. 95% or more of households in communes have access to and are provided with information on policies and laws of the Party and State, production experience, and the socio-economic development situation of the country through mass media.
Plan and goals for implementing the National Target Program for Sustainable Poverty Reduction in 2025 of Lak district:
Strive to reduce the poverty rate according to multidimensional standards for the period 2021-2025 in the whole district by 50% compared to the beginning of the period; Reduce poverty in a rapid and sustainable manner, improve the material and spiritual life of the poor, especially in particularly difficult areas, narrow the gap in living conditions of people between urban and rural areas, between Kinh people and ethnic minorities.
Ensure full, timely and effective implementation of policies and projects to support poverty reduction as prescribed. Increase access to basic social services for the poor, linked to indicators measuring the level of shortage of basic social services. 100% of people in poor households, ethnic minorities living in areas with difficult socio-economic conditions and people living in areas with especially difficult socio-economic conditions are supported by the State budget to buy health insurance cards. 100% of poor households, near-poor households, and households escaping poverty who are eligible and in need of loans to develop production and business have access to preferential credit sources; poor people of working age who want to learn a trade are supported with vocational training, given priority in job referrals to have stable jobs, and given opportunities to work abroad to increase income, contributing to sustainable poverty reduction.
