Program to eliminate temporary and dilapidated houses: More drastic to speed up progress

With the goal of completing the elimination of all temporary and dilapidated houses in the area by the end of October 2025, Dak Lak province is urgently and resolutely inspecting, monitoring and implementing many solutions to remove difficulties and speed up the implementation progress.

According to the report of the Steering Committee for Eliminating Temporary and Dilapidated Houses in the Province (referred to as the Steering Committee), as of June 6, the whole province has deployed support for the construction and repair of 4,634 houses (equal to 63.53% of the plan), including: 3,860/5,891 new houses, 774/1,403 houses repaired; 2,530 houses have been handed over for use (34.69% of the plan).

In particular, in addition to Krong Pac district, which has completed 400 houses (224 newly built, 176 repaired) and is currently continuing to implement 13/39 replacement and supplementary houses (37 newly built and 2 repaired), there are 3 localities in the province that have implemented slowly, not reaching 50%, including: Buon Ma Thuot city 9/25 houses, M'Drak district 190/546 houses and Cu Kuin district 36/81 houses.

In particular, the implementation of support for each target group in many localities has been quite slow, and some localities have not yet implemented it. For example, the Housing Support Program for People with Meritorious Services to the Revolution has only started construction and repair of 65/176 houses. In particular, in addition to 5 localities that have reviewed and have no subjects with housing difficulties, including Buon Ma Thuot City, Cu Kuin, Ea H'leo, Krong Pac and M'Drak districts, up to now, Cu M'gar district has 11 households in need of construction but has not yet implemented it. Other localities that have implemented it but are behind schedule include Lak district, which has only implemented 2/29 houses, Krong Nang district, 8/20 houses, and Ea Sup district, 13/30 houses.

The Provincial People's Council's supervision delegation inspected the work of eliminating temporary and dilapidated houses in Cu Kuin district.

With the National Target Program under Decision No. 90/QD-TTg, M'Drắk district has only completed 146/354 houses. With the National Target Program under Decision No. 1719/QD-TTg, Buôn Ma Thuột City has a need to build 16 houses, Krông Bông district 75 houses but have not yet completed them; localities that have completed less than 50% of the construction are: Krông Búk district has just started construction on 7/36 houses, Buôn Hồ town 6/22 houses.

Regarding support for poor and near-poor households under the Program to eliminate temporary and dilapidated houses, localities that are slow in building new houses include: M'Drak district 15/67 houses, Cu Kuin district 27/68 houses and Krong Nang district 69/155 houses; for households repairing, Ea H'leo district has 41 houses but has not yet implemented; 5 localities that are slow in implementing (less than 50%) include: M'Drak district 8/104 houses, Ea Sup district 84/337 houses, Buon Ho town 2/8 houses, Buon Don district 6/21 houses and Cu M'gar district 19/43 houses.

In the Program to eliminate temporary and dilapidated houses, some districts such as Krong Pac, Cu Kuin and Cu M'gar have registered to complete by June 30; Krong Bong and Ea H'leo districts have registered to complete by July 30 and the remaining districts and towns have completed by August and September. Thus, after more than 5 months of implementation, the construction progress in the province in general is quite slow.

In order to promptly remove difficulties and speed up the progress of the Program to eliminate temporary and dilapidated houses in the province, the Provincial People's Council and the Steering Committee have organized many inspection teams to inspect the results of the program implementation in localities. According to reports from the districts, the reasons for the slow construction progress, in addition to land issues, lack of construction materials and changes in support objects, the issue of unallocated funds has also made the implementation difficult.

Specifically, as of June 6, the Central Government has not yet allocated funds to support the construction of houses for groups of people with revolutionary contributions; the support fund from the local budget according to the resolution of the Provincial People's Council has not been allocated nearly 279 billion VND.

Faced with this situation, the Steering Committee has provided guidelines to support localities in resolving land and material issues. In particular, it has recommended that the Central Government promptly provide additional funding for the province to implement the Project to support people with revolutionary contributions and martyrs' relatives to build new or renovate and repair houses in the province in accordance with regulations. At the same time, it is requested that the Department of Finance urgently advise competent authorities to allocate funding for Project 5, Program 90 and Resolution No. 01/2025/NQ-HDND, dated April 25, 2025 of the Provincial People's Council; departments, branches and localities monitor, urge and urgently implement to ensure the overall progress of the province...

Prime Minister Pham Minh Chinh once emphasized that each house is "a gift", "a love", "a meaningful home", demonstrating the responsibility, love, comradeship, compatriotism, sense of responsibility, sharing of the whole community; demonstrating the trust and excitement of the people, especially the poor, the disadvantaged, people in remote areas, ethnic minorities... This realizes the Party's policies and guidelines; demonstrates the goals, the good nature, and superiority of our regime, our Party with the ideology of "People are the root", "No one is left behind"; arouses and strengthens the people's trust in the leadership of the Party, the management of the State... Therefore, units and localities in the province need to be more determined and urgent to be able to achieve the goals and reach the finish line on time.
