The Prime Minister's working trip was a great success, achieving all goals and tasks at a high level.

Reporter: Could you please tell us about the results of the working trip of the Prime Minister and the Vietnamese high-ranking delegation to attend the High-level Debate of the 78th Session of the United Nations General Assembly and conduct bilateral activities in the United States?

Minister Bui Thanh Son: The working trip of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation to attend the High-level General Discussion of the 78th General Assembly and bilateral activities in the United States was a great success, achieving all goals and tasks at a high level with 113 hours of continuous activities, practically implementing the foreign policy of the 13th National Party Congress.

This year’s United Nations General Assembly session was attended by more than 150 leaders from various countries. The visit also took place right after Vietnam and the United States established a comprehensive strategic partnership for peace, cooperation and sustainable development. In that context, the visit achieved the following main results:

Firstly, through the Prime Minister's speeches at the meetings, especially the High-level Discussion Session, we have conveyed important messages about Vietnam's specific viewpoints and policies to implement the foreign policy of the 13th National Party Congress and Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy to 2030.

Second, we present the image of a Vietnam that cherishes the value of peace and stability, is developing strongly in terms of economy and society, and has an increasingly enhanced role, position and prestige in the international arena.

Third, we have made the most of the working trip to further develop and open new relations with countries and international organizations. Prime Minister Pham Minh Chinh and members of the official delegation had dozens of meetings with leaders of countries and international organizations. At the meetings, the partners all expressed their respect for Vietnam's position, role and active voice, agreed to increase delegation exchanges, political-diplomatic cooperation, economics-trade, science-technology, labor, tourism, education and training, people-to-people exchanges as well as support each other at regional and international forums. Leaders of many countries support the importance of peacefully resolving disputes in the East Sea on the basis of international law, including the 1982 UNCLOS, ensuring security, safety, freedom of navigation and aviation in the East Sea.

On this occasion, we established additional diplomatic relations with Tonga, bringing the total number of countries having diplomatic relations with Vietnam to 193. Vietnam is also one of the first countries to sign the Agreement on the High Seas (BBNJ), an international treaty regulating the exploitation, benefit sharing and conservation of marine genetic resources in international waters.

For the United States, this is the first working trip of our key leaders after the two countries established the framework of the Comprehensive Strategic Partnership, contributing to the implementation of the agreements reached during President Biden's visit to Vietnam. The Prime Minister had dozens of meetings and attended events in San Francisco, Washington DC and New York, with the presence of senior officials of the government, the federal Congress, states, businesses, intellectuals, long-time friends and the Vietnamese community in the United States.

The US partners all affirmed that they attach importance to Vietnam and that developing the bilateral relationship has strong bipartisan support, and are highly unanimous on the need to urgently implement the new framework of relations to soon achieve concrete results, especially in key areas such as economics-trade-investment, science-technology, innovation, education-training, overcoming the consequences of war, health-environment, people-to-people exchange... The US side responded positively to our high priorities on recognizing market economy status, limiting trade defense measures, further opening the market for some Vietnamese export products, supporting Vietnam in building a semiconductor ecosystem and participating more deeply in the global supply chain, supporting Vietnam in overcoming the consequences of war...

The US business community affirmed to continue expanding investment and business in Vietnam. Many cooperation agreements in the fields of infrastructure, digital transformation, green transformation, and high technology have been signed and exchanged.

Reporter: Could you tell us about the results of Prime Minister Pham Minh Chinh's official visit to the Federal Republic of Brazil?

Minister Bui Thanh Son: The official visit to Brazil by Prime Minister Pham Minh Chinh and the high-ranking delegation of the Vietnamese Government is a practical step in implementing the foreign policy of the 13th National Party Congress, including strengthening relations with traditional friendly countries, of which Brazil is a leading important partner. The visit takes place at a very meaningful time, when the two countries are looking forward to celebrating the 35th anniversary of diplomatic relations and the 16th anniversary of the establishment of comprehensive partnership in 2024. At the same time, this is also a journey following in Uncle Ho's footsteps, when in 1912, Uncle Ho stayed in Brazil while searching for a way to save the country.

Brazil welcomed Prime Minister Pham Minh Chinh and the high-ranking delegation with respect, thoughtfulness and warmth. The visit achieved substantial and comprehensive results in all channels of the Party, government, parliament, people-to-people exchange and many areas of cooperation in politics, diplomacy, economics, trade, investment, defense, security, agriculture, education and training, science and technology, people-to-people exchange, culture, tourism, sports, etc. and at the same time opened up opportunities for cooperation in a number of new areas such as green economy and digital economy.

During the visit, the two sides issued a Joint Communique, an important document, demonstrating the stature of the cooperative relationship between the two countries, while also orienting cooperation towards an increasingly substantive and effective framework, towards a new and suitable relationship in the coming time.

Brazil highly appreciates Vietnam's growing position and role in the region and the world, as well as the prospects for cooperation not only bilaterally, but also regionally and internationally between Vietnam and Mercosur, South-South cooperation, coordination within the framework of FEALAC, WTO, ASEAN...

Reporter:   Could you please tell us about Vietnam's priorities in participating in the United Nations as well as in relations with the United States and Brazil in the coming time?

Minister Bui Thanh Son: Promoting the above results, in the coming time, we will focus on the following priorities:

With the United Nations, we continue to promote in-depth relations to maximize international support and assistance in terms of resources, technology, capacity building for national development, as well as ensuring a peaceful, stable environment and compliance with international law in the region. In addition, we need to continue to increase our proactive, active, and responsible participation, with initiatives and contributions commensurate with our role, position, and the expectations of the international community, hosting many events, and participating in many important agencies of the United Nations.

With the United States, the two sides need to closely coordinate and actively implement the agreements and commitments of the two countries' senior leaders within the framework of the new relationship, soon achieving concrete results, contributing to the development of the relationship in an increasingly substantial and extensive manner. Accordingly, the two sides will prioritize the fields of effective, harmonious and sustainable economic - trade - investment, consider science - technology and innovation as breakthrough cooperation areas, continue to cooperate in education - training, focusing on training high-quality human resources, and cooperate in responding to climate change.

With Brazil, the two countries will coordinate to carry out many diverse activities to celebrate the 35th anniversary of diplomatic relations and the 16th anniversary of the comprehensive partnership; increase the exchange of high-level delegations and all levels. In terms of economy and trade, we have a great opportunity to increase bilateral trade to 10 billion USD by 2025 and 15 billion USD by 2030; promote labor and investment cooperation. We expect Brazil, a founding member and currently the rotating chair of the South American common market Mercosur, to continue to support and promote the early launch of FTA negotiations between Vietnam and Mercosur. The two sides will continue to negotiate to sign a number of cooperation agreements in the fields of technical cooperation, diplomacy, investment, security, people-to-people exchange, and local cooperation.
