Delegates of the Dak Lak Provincial People's Council voted to approve the Resolution on the policy of changing the purpose of using 6.94 hectares of forest to other purposes for the additional area to implement Component Project 2 of the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1 (section passing through Dak Lak province).

Component project 2 of the Khanh Hoa-Buon Ma Thuot Expressway Construction Project Phase 1 is a group of important national projects, decided to be invested by the National Assembly . The project is invested by Project Management Board 6 - Ministry of Transport (now the Ministry of Construction). The project has a total investment of more than 10,436 billion VND.

The project implementation location is in Ninh Hoa town, Khanh Hoa province and M'Drak, Krong Bong, Ea Kar districts, Dak Lak province .

According to the leader of the Department of Agriculture and Environment of Dak Lak province, the Central Highlands in general and Dak Lak province in particular are a region rich in economic development potential with advantages in natural resources; have many advantages in trade, transit of goods from the provinces of Southern Laos, Northeastern Cambodia to the sea; have a multi-cultural identity with many scenic spots with favorable conditions for tourism development; have a strategic position in terms of national defense and security...

Although the transport infrastructure system connecting the Central Highlands with the South Central Coast has been formed such as National Highway 19, National Highway 24, National Highway 25, National Highway 26, National Highway 28B, National Highway 29, it only meets the normal transportation needs, there are no expressways connecting quickly with the South Central Coast and Southeast regions; there are no conditions for developing waterway and maritime transport; the development of railway transport is ineffective due to the large difference in altitude...

Therefore, it has not become a premise and driving force to exploit the potential and inherent advantages of the Central Highlands and the Nam Van Phong economic zone. Thus, the early implementation of the "Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1" is urgent and necessary to complete the East-West corridor, effectively and synchronously connecting with the country's strategic transport infrastructure such as the North-South Eastern Expressway, Van Phong Economic Zone, Cam Ranh International Airport...; meeting the increasing transportation demand in the region; contributing to hunger eradication and poverty reduction, ensuring national defense and security; contributing to the implementation of the goals set by the Politburo and the Government in building Buon Ma Thuot city into a central urban area of ​​the Central Highlands in Conclusion No. 67-KL/TW dated December 16, 2019.

Location and area proposed to change the purpose of forest use to another purpose for the additional area to implement Component Project 2 of the Khanh Hoa - Buon Ma Thuot Expressway Construction Project Phase 1, including a total of 60 forest lots, of which 30 are natural forests and 30 are planted forests that have not changed the purpose of forest use in 22 plots, 12 sub-areas on the administrative boundaries of 3 communes of 2 districts: Krong Bong district and M'Drak district, Dak Lak province.

Specifically, in Krong Bong district, there are 3.50 hectares, of which in Cu Dram commune, there are 0.57 hectares including 2 lots in compartments 1 and 3 of sub-compartment 1165.

Cu Pui Commune has 2.93 hectares including 29 lots in plots 3, 4, 5, 6, 7 of sub-area 1141; plot 1 of sub-area 1153; plots 5, 6 of sub-area 1154; plot 1 of sub-area 1164.

M'Drắk district has 3.44 hectares including 29 lots located in Cu San area, at plot 6 of sub-area 813; plots 6, 7, 8 of sub-area 817; plot 2 of sub-area 818; plot 11 of sub-area 819A; plots 1, 2, 4 of sub-area 820; plot 2 of sub-area 821.

In the area of ​​6.94ha of forest use purpose changed to other purposes for the additional area to implement Component Project 2 of the Khanh Hoa - Buon Ma Thuot Expressway Construction Project Phase 1, there are 6.78ha with the function of production forest and 0.16ha of non-forestry.

The origin of the formation is natural forest and planted forest. Specifically, natural forest is 2.34ha, of which 1.4ha is located in Cu Pui commune, Krong Bong district and 0.94ha is located in Cu San commune, M'Drak district.

The planted forest area is 4.60ha, of which 2.10ha is located in Krong Bong district, including 1.53ha in Cu Pui commune and 0.57ha in Cu Dram commune; M'Drak district has 2.50ha, mainly located in Cu San commune.

The conversion of forest use to other purposes is based on the provisions of Article 14 and Article 15 of the Forestry Law.
