Prime Minister Pham Minh Chinh , Chairman of the National Committee on Digital Transformation, has just requested Ministers, heads of sectors, and Chairmen of People's Committees of provinces and centrally-run cities to directly direct digital transformation tasks, prioritize resources, and synchronously deploy tasks and solutions on digital transformation that have been set out in the spirit of saying what is said must be done, committing to it must be done, and having done it must have specific products and results.

In recent times, digital transformation has become a movement, a trend, an objective requirement and a strategic choice. Accordingly, the direction and management of sectors and localities have become more experienced, closer to reality, and more effective. The organization and implementation work from the central to the grassroots level has been deployed more synchronously and actively. The results have been more practical and positive. From there, people and businesses have supported, accompanied, and participated more actively. It must be affirmed that digital transformation has reached "every alley, every house, every person". The trust of all levels, sectors, localities, people and businesses has been consolidated and raised, contributing to inspiring and creating new development momentum. Implementing the Resolution of the 13th National Party Congress, the Prime Minister's Decision on the National Digital Transformation Program to 2025, with a vision to 2030, Binh Thuan province is among the top 20 provinces and cities in the country in digital transformation. Identifying digital transformation as an inevitable trend and objective requirement, with increasingly strong impacts on all areas of economic and social life. In the past time, Binh Thuan province has built and approved the Binh Thuan Provincial e-Government Architecture, version 1.0, ensuring requirements and synchronization in the spirit of the Ministry of Information and Communications ' e-Government Architecture Framework guidelines. Building and putting into operation the provincial-level ESB (a component project of the provincial e-Government Architecture Framework) in the form of service rental to deploy interconnection and data integration of the two systems. For processing records in the network environment, the province has deployed document management and administration software, associated with the application of digital signatures. Up to now, most documents in the province have been received, transferred for processing, reviewed, approved and issued and processed in a closed network environment (except for confidential documents). The Provincial Data Integration Center also deploys virtualization software and cloud computing using open source technology to manage and optimize server infrastructure and network equipment... To promote digital transformation in the province, the Provincial Party Committee also issued a Resolution on digital transformation by 2025, with a vision to 2030, emphasizing the common goal of synchronous and comprehensive digital transformation, focusing on the development of digital government, digital economy and digital society. Fundamentally and comprehensively innovate the methods and ways of leadership and direction of the political system, state administration, enterprises and the way people live and work through digital transformation. Developing the digital economy contributes to promoting higher economic growth in the province. In addition, the following goals are also identified: from now to 2025, strive to achieve 100% of administrative procedures that meet the conditions prescribed by law to be provided in the form of online public services at level 4. By 2030, strive for 100% of work records at the provincial level, 90% of work records at the district level and 70% of work records at the commune level to be processed online. By 2025, our province strives to achieve the goal of digital economy accounting for 20% of the province's GRDP, the proportion of digital economy in each industry and field reaching at least 10%. Annual labor productivity increases by at least 7%, the rate of enterprises, cooperatives and business households using digital transformation platforms reaches 75%. By 2030, strive for the digital economy to account for 30% of the province's GRDP, the proportion of the digital economy in each industry and field to reach at least 20%, annual labor productivity to increase by at least 8%, the rate of enterprises, cooperatives, and business households using digital transformation platforms to reach 90%. The goal is also set for 2025, with fiber optic broadband network infrastructure covering 80% of households, schools, and hospitals, the rate of universalization of 4G/5G mobile broadband services reaching 100%, the rate of population aged 18 and over with electronic payment accounts reaching 50%, the rate of population with digital identity reaching 100%, the rate of people aged 14 and over with the ability to use basic digital skills reaching 70%. By 2030, fiber optic broadband network infrastructure will cover 100% of households, schools, and hospitals, the rate of universal 4G/5G mobile broadband service will reach 100%, the rate of population aged 18 and over with electronic payment accounts will be over 80%, and the rate of people aged 14 and over with the ability to use basic digital skills will reach 90%.

The development of the 4.0 revolution is having many great impacts on socio- economic development and digital transformation is an inevitable trend to promote strong economic development, so correctly recognizing the role of digital transformation in the current period is an important issue, so determining the digital transformation goals by 2025 and orientation to 2030 is a necessary and appropriate thing, as a basis for quickly and effectively implementing digital transformation in all areas of our province today. To achieve the set goals, it is required that all levels, sectors and localities must strengthen the leadership of Party committees and authorities, promote propaganda to raise awareness of digital transformation. At the same time, perfect mechanisms and policies associated with human resource development to serve digital transformation. Mobilize resources to invest in developing digital infrastructure to meet digital transformation requirements. At the same time, promote the development of digital government, digital economy, digital society and priority areas for digital transformation. Strengthen management, ensure network safety and security during the digital transformation process.
