Digital transformation: The driving force for new breakthroughs for Quang Ninh

In the context of digital transformation and innovation becoming the pillars to promote development globally, Quang Ninh has identified science, technology, innovation and digital transformation (S&T) as the key driving force for the new acceleration phase. With high determination and methodical approach, the province is gradually forming the foundation for a strong breakthrough in the coming period.

Transforming from awareness to action

In the past time, Quang Ninh has synchronously deployed many key tasks in the first half of 2025. The system of directive documents was issued in a complete and timely manner; digital infrastructure, operating apparatus and management software were reviewed directly at the grassroots level, especially in the process of organizing a two-level government model.

Localities are required to establish a Steering Committee for Digital Transformation and complete the implementation plan soon. By the time of assessment, most communes and wards had assigned a focal point, many localities had established steering committees, support teams and issued action plans. Reporting and updating progress on the monitoring system is done daily, helping to closely monitor the implementation effectiveness.

In the past 6 months, the province continued to manage 28 transitional science and technology tasks and approved 7 new tasks, focusing on strategic areas such as marine economy , renewable energy, manufacturing, digital transformation, digital economy and healthcare. All tasks have units committed to receiving research results after acceptance, ensuring practical application requirements.

Promote digital transformation application in factories.

Science and technology have brought many concrete values, from developing new plant varieties to preserving endemic genetic resources, helping to increase productivity, product quality and raise people's income. This is a testament to the approach of considering science and technology as a direct solution to serve socio-economic development.

At the same time, the province has implemented a program to attract high-tech investment, support science and technology enterprises and build a science and technology market by 2030. The number of science and technology enterprises continues to increase, putting Quang Ninh in the leading group of localities in the country. The work of improving the Local Innovation Index (PII) has been vigorously implemented through close coordination between departments, branches, localities and central agencies.

Comprehensive and substantial digital transformation

Digital transformation is one of the key tasks that Quang Ninh is strongly implementing in 2025. The province has completed 7/22 planned targets, the remaining targets are being implemented on schedule; most of the tasks in the digital transformation plan are within the deadline.

The province's key information system is operating stably, effectively supporting the direction, management and professional work at agencies. Of the 2,023 administrative procedures, 1,874 procedures are eligible for online public service provision, of which the rate of online services throughout the process reaches more than 80%. This is an important foundation for people and businesses to conveniently access services, reducing time and costs.

The two-level government model is supported by a shared operational management system, deployed synchronously in 54 communes, wards and special zones with nearly 1,900 user accounts. The commune-level public administrative service centers are fully equipped with facilities. The rate of document editing and digitization continues to increase, demonstrating the determination to build a unified database to serve effective management, search and exploitation.

In addition to the achievements, Quang Ninh still faces many challenges. Some regulations related to science and technology management are outdated compared to the Law on Science and Technology 2025, causing difficulties in task management and operation of support funds. The application of research results is still slow, and it is necessary to continue to promote to limit the situation where research only stops at theory.

In the field of innovation, many businesses face difficulties in terms of revenue from science and technology products, leading to the risk of losing incentives. Procedures for accessing credit and land policies are still complicated; to date, no business has been able to access credit incentives. Lack of high-quality human resources and unsynchronized infrastructure, especially co-working spaces, incubators and laboratories, also affect the ability to develop a startup ecosystem.

Regarding digital transformation, the lack of specific guidance on a shared digital platform makes it difficult to connect data between the central and local levels. Many commune-level units have not fully complied with the reporting regime; infrastructure and equipment are still lacking, and some localities have not arranged enough staff at the Public Administration Service Center. Some key tasks are still behind schedule, requiring more focus and stronger solutions.

To maintain results and create new breakthroughs, Quang Ninh has identified six key tasks by the end of 2025: completing digital infrastructure to serve two-level government; increasing the rate of using online public services; training digital skills for officials and people; implementing the high-tech park project; issuing the science and technology task program for the 2025-2030 period; promoting the science and technology market and startup ecosystem. The province also promotes the construction of a shared database, opening data and bringing digital platforms to each household through a network of community digital technology groups.

It can be affirmed that science and technology and digital transformation continue to be the core driving force for Quang Ninh to maintain its pioneering position. This not only helps improve the quality of state management, but also creates an opportunity for people to enjoy convenient public services, businesses to improve productivity, innovate production models and the entire political system to become more modern.

With unified leadership, proactiveness of agencies and consensus of the people, Quang Ninh is gradually consolidating the foundation for rapid, sustainable development and strong integration in the digital age.
