Comprehensive digital transformation of the social insurance sector

Implementing Project 06/CP of the Government, the provincial Social Insurance has completed the ecosystem serving connection, exploitation, supplementary sharing between the national database on population and the national database on insurance; deployed the development of non-cash payments in pension and social insurance benefits payment, promoted comprehensive digital transformation in the field of social insurance, bringing many benefits to social insurance and health insurance participants.

Previously, at the Examination Department of Bac Yen Regional General Hospital, there always had to be a Social Insurance officer directly assessing, verifying records and resolving issues related to paper health insurance cards for patients. Now, everything is done on the software connecting the hospital with the Social Insurance agency.

Ms. Hoang Thi Ha, Social Insurance appraiser at Bac Yen facility, said: Currently, health insurance appraisal and assessment are carried out on the social insurance industry's public service portal; health insurance examination and treatment registration are all done by ID card instead of paper health insurance card. Therefore, my current job is mainly to coordinate with medical examination and treatment facilities to standardize data and information of health insurance patients on the system, ensuring compliance with regulations.

Coming to the Bac Yen Regional General Hospital for a medical examination, Ms. Dinh Thi Theu, Nguon village, Bac Yen commune, only needed to present her chip-embedded ID card to quickly complete the registration for health insurance examination and treatment. Ms. Theu was excited: Now going to the hospital for a medical examination is very convenient, only needing an ID card to be able to examine and treat with health insurance, saving time for people. In addition, I can also monitor the medical examination and treatment process and the level of health insurance benefits on the VssID or VneID application.

Instead of having to go to the post office or the ward cultural house, on the first day of every month, Mr. Lo Hong Son, a retired cadre of Panh village, Chieng An ward, receives a text message via phone transferring his pension to his personal account. Mr. Son shared: I have been retired for more than 10 years. For the past 3 years, I have switched to receiving my pension through my bank account, I don't have to travel much, I don't have to worry about mistakes, errors, and my spending is better controlled.

As of September 30, the whole province had 1,163,127/1,166,249 people participating in social insurance and health insurance synchronized with the national population database, reaching a rate of 99.73%; connecting birth registration, permanent residence registration, and issuing health insurance cards for 13,264 children under 6 years old; receiving and processing 32 applications for voluntary social insurance registration. There were 226/226 health insurance examination and treatment facilities receiving patients using CCCD cards for medical examination and treatment, with 990,930 searches; there were 13 health care facilities connecting driver's health examination certificates, with a total of 25,835 records; 16 health care facilities generated records to connect data of 8,378 records for birth certificates; 5 health care facilities generated records to connect data of 82 death certificate records.

In addition, the provincial Social Insurance also promoted the payment of non-cash insurance benefits, with 27,394/42,798 beneficiaries of social insurance and unemployment benefits receiving them through personal accounts, reaching a rate of 63.3%. Deploying electronic health books, the provincial Social Insurance directed 11 grassroots Social Insurance, Health Insurance Regime Department, IT & Digital Transformation Department to coordinate with medical examination and treatment facilities to digitally sign data and transfer to the data receiving portal of the Health Insurance Assessment Information System to ensure timeliness and compliance with procedures.

However, the implementation of Project 06 of the Social Insurance sector still faces some difficulties, such as the software system for performing birth registration procedures, permanent residence registration, and issuing health insurance cards for children under 6 years old is still congested, leading to untimely results. There are still 3,122 people participating in social insurance, health insurance, and unemployment insurance that are not synchronized with the national population database, because some newborn children have not registered for permanent residence; in some cases, participants have discrepancies between population data and information on the issued CCCD card. The implementation of non-cash pension and social insurance benefits is still difficult for the elderly, remote areas with limited banking facilities...

Mr. Dinh Thanh Tung, Deputy Director of the Provincial Social Insurance, said: In the coming time, the Provincial Social Insurance will continue to update and enrich the national database on insurance, coordinate with the Provincial Police to review, update, and verify information for 100% of participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies and regimes with the national database on population. Coordinate with the Department of Health to deploy electronic health books, referral papers, and re-examination appointment papers on the VNeID application; support the connection of driver health examination papers, birth certificates, and death certificates. Strengthen communication so that people can use CCCD and the VNeID application to go for health examination and treatment under health insurance.

Continue to promote the payment of monthly pensions and social insurance benefits through non-cash payment methods throughout the province; guide people to perform essential services on the Vietnam Social Security Public Service Portal and the National Public Service Portal. Focus on deploying interconnected public services on the National Public Service Portal. Strengthen propaganda on the use of personal identification numbers/ID cards to replace social insurance codes, increase data synchronization rates, management efficiency and simplify administrative procedures. In addition, the provincial Social Security focuses on improving the quality of training programs and fostering of cadres, civil servants and public employees, better meeting the requirements of the digital transformation process...

With digital transformation efforts, the social insurance sector continues to affirm its pivotal role in the social security system, making important contributions to the sustainable development of the locality.
