The Government has just requested the Ministry of Education and Training to develop a project to organize high school graduation exams and university entrance exams on computers from 2026.

This is the content of the Government's action program, implementing Resolution 71 of the Politburo on breakthroughs in education and training development.

50 years of the high school graduation exam with its cumbersome paperwork, rulers, and strict exam rooms, the most important exam for Vietnamese students is on the threshold of transitioning to the digital age.

Clearly, this is a major turning point, a groundbreaking policy. If we dare to look directly at the shortcomings that have plagued the paper-based exam for decades, we can see that this change is not only necessary but even mandatory.

Waste, bloat, errors, fraud... have become "chronic diseases", so only a comprehensive, radical transformation can hope to cut off these problems at their roots.

Just like the way we are living in a "digital literacy" that happens every day. When a farmer who is used to plowing all year round and is shy in front of the camera can now confidently livestream to introduce agricultural products, when older people are still patiently learning to master smartphones, then the generation of students born in the digital age will certainly be able to adapt to computer-based exams.

Digital transformation and artificial intelligence applications have now penetrated every person, every business, every school, every agency. If we don’t want to be left behind, we must adapt and move forward.

If computer-based testing is properly planned, it can completely remove many of the old bottlenecks. Technology allows for quick grading, almost instantaneous results, avoiding errors caused by manual score entry.

The question bank can also be expanded: from adaptive questions to simulations, situation handling or data analysis... - things that paper exams are almost "powerless" to do.

At that time, students will no longer have to rely on "memorization" but will be forced to think, react, be flexible, and apply. And that is exactly the quality we need in a generation of digital citizens.

Of course, preparations for implementing this policy must be extremely thorough and perfect.

Computers, transmission lines, power sources, software, backup systems... everything must be like a "standard digital examination room". A national exam that has a great impact on millions of families in Vietnam cannot be gambled on the luck of the network line, an old laptop or an unstable power source...

From students, teachers to supervisors and technical staff must all be trained and familiarized with the new process.

The training does not stop at computer operations, but more importantly, it changes the mindset about digital transformation, trains monitoring skills and builds a long-term, systematic strategy in the development of education and training of high-quality human resources.

There is also a need to build a monitoring mechanism and legal framework. Artificial intelligence itself can also become a monitoring tool, a technological shield from identifying abnormal behavior to detecting infringing content.

Finally, it should be implemented on a pilot basis, starting from large developed cities such as Hanoi, Ho Chi Minh City... and applied to central wards first. Through each phase, experience will be gained, limitations will be overcome, and then expanded to the suburbs and rural areas.

Only when concerns about infrastructure, fairness, and oversight are addressed can digital exams become a real step forward.
