Delegates proposed abolishing high school graduation to reduce the burden on the education sector, arguing that education should not chase after achievements.

During the discussion on the Education Law in the working group on the afternoon of October 22nd, many National Assembly deputies argued that the high school graduation exam should be abolished to reduce the burden on society and eliminate the pursuit of achievements in the education sector.

Representative Nguyen Hoang Mai, Vice Chairman of the Committee on Culture and Social Affairs, expressed the view that the high school graduation exam should not be held because it is costly for the whole country. Graduation should be assessed through the issuance of certificates confirming completion of the high school program.

Exam pressure is costly.

Regarding university admissions, Mr. Mai believes that each university has a different method of assessing aptitude, based on its training needs. In fact, many countries around the world do not hold high school graduation exams; instead, universities conduct entrance exams and assess aptitude.

Representative Tran Van Sau ( Dong Thap ) also argued that the purpose of the exam is to screen and select, but 98-99% of candidates pass. Meanwhile, organizing the exam is costly and puts pressure on families and society.

"It would be more reasonable to use a selection process similar to that of secondary schools, while higher education institutions that want to recruit students should use a selection process and entrance exams. In reality, the pressure on the high school graduation exam is immense, from printing and copying exam papers to ensuring security, traffic safety, and food safety... it's very stressful," Mr. Sau stated.

Expressing the view that solutions are needed to achieve the goal of genuine learning and testing, and not to chase after achievements, the Standing Deputy Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Quang Binh province, Dang Ngoc Huy, frankly pointed out that there is a tendency to chase after achievements in education.

Accordingly, he argued that this viewpoint needs to be emphasized by state management agencies, schools, and students alike, and also agreed that there is no need to organize a high school graduation exam. Graduation assessment should be left to schools to evaluate and issue high school diplomas, while universities should organize entrance exams and assessments according to their needs.

Mr. Huy also pointed out the current pressures from the high school graduation exam, while the pass rate reaches 98, 99%, or even 100%. There is even a situation where people bribe to inflate their scores to get into prestigious schools... Therefore, he agrees that instead of holding a graduation exam, schools should issue diplomas based on entrance and graduation requirements.

Abolish graduation exams, focus on improving quality.

"Too many exams are costly and exhausting," remarked Quan Minh Cuong, Secretary of the Cao Bang Provincial Party Committee. He noted that in some advanced countries, students don't have to take exams after completing lower and upper secondary school, only receiving transcripts, yet their educational quality remains higher.

"My personal view as a National Assembly representative is to reduce the number of exams and focus on improving quality," Mr. Cuong emphasized, citing the reality in Cao Bang, "although they win very high awards in exams, Cao Bang province always ranks last in the provincial education rankings."

From there, delegate Cuong emphasized that "there's no need to skim off the top," but rather raising the people's intellectual level is what's important," as only then will we have the human resources and workforce to accomplish the tasks.

Also agreeing that the high school graduation exam should not be held, delegate Pham Van Hoa (Dong Thap) raised the issue: "The graduation exam is like an entrance exam, and if 100% pass rate, what's the point of the exam, while it wastes state budget and people's money? Every year the results are always the same, so the Ministry of Education should reconsider whether it should even be held."

Accordingly, Mr. Hoa suggested that the education sector should carefully research and evaluate the feasibility of discontinuing the high school graduation exam, and develop a plan for universities to use entrance exams or admissions based on academic records to suit the current reality.

In the draft Law on Education (amended) presented earlier by Minister of Education and Training Nguyen Kim Son, it was stated that the draft law would abolish the procedure for issuing junior high school graduation certificates and entrust the school principal/head of the institution implementing the junior high school education program with verifying the completion of the junior high school program in the academic transcript...
