There are localities that have not promoted teachers for decades, the Ministry of Education and Training requires a review.

The Ministry of Education and Training requested localities to review and continue to implement the work of promoting teachers' professional titles, pointing out that in the past 10 years, some localities have not organized promotions for teachers.

The document sent to the provincial People's Committees by the Ministry of Education and Training stated that since 2015, the Ministry has completed the issuance of guiding documents on codes, standards, appointments, and salary classification according to professional titles. At the same time, it stipulates standards, conditions, contents, and forms of examinations/examinations for promotion of professional titles of teachers at all levels according to assigned authority, as a basis for localities to organize implementation.

However, through inspections at localities and educational institutions as well as surveys and information from reporting sources, the Ministry of Education and Training found shortcomings in the work of promoting teachers.

Specifically, some provinces (according to the old administrative division) have never organized teacher promotion in the period 2016 - 2025. Some provinces have developed a teacher promotion project for the period 2024 - 2025 but have not approved it or have approved it but have not implemented it.

Some provinces organize teacher promotion asynchronously between educational levels and between administrative units.

To ensure the rights of teachers who have devoted time and met all conditions and standards according to current regulations, the Ministry of Education and Training requests the Provincial People's Committee to direct the review of the current status of teacher promotion work in the locality and report to the Ministry of Education and Training before November 30.

The Ministry of Education and Training also requested localities to continue to organize the examination and promotion of professional titles of public preschool and primary school teachers in the province according to current legal regulations.

As Thanh Nien reported, in April 2025, the Ministry of Education and Training announced administrative procedures in the state administrative system in the field of regimes and policies for teachers under the management of the ministry, clearly stating the procedures for teachers and lecturers to register for promotion consideration.

In particular, the list of internal administrative procedures under the authority of local authorities includes administrative procedures for considering promotion of professional titles for the positions of high school teachers grade II, high school teachers grade I, middle school teachers grade II, middle school teachers grade I, primary school teachers grade II, primary school teachers grade I, preschool teachers grade II, preschool teachers grade I, teachers of primary pedagogical colleges (grade II), teachers of senior pedagogical colleges (grade I).

The Ministry also provides specific regulations on registration documents for professional title promotion and believes that publicizing and standardizing procedures will increase transparency and reduce time and costs for educational institutions and teaching staff in the process of promoting professional titles.

However, teachers in many localities also reported that for a long time the government has not considered and approved promotions for teachers to meet the job position requirements, significantly affecting the rights and legitimate needs of teachers.

There are currently 1.05 million preschool and primary school teachers nationwide receiving salaries from the state budget. Teachers are ranked in professional titles from level III (lowest) to level I (highest). Each level has 8-10 salary levels with the difference between adjacent levels currently being about 700,000-800,000 VND/month.

Statistics from the Ministry of Education and Training show that nearly 9% of teachers from preschool, general education, continuing education, and university preparatory levels currently hold the title of senior teacher (grade I); about 88% of the teaching staff hold the title of grade III.
