Hoa Binh is one of the pioneering provinces implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". The province strictly implements the Central's direction on reorganizing the apparatus in the political system in accordance with the spirit that the Central does not wait for the provincial level, the provincial level does not wait for the district level, and the district level does not wait for the grassroots level.

On April 17, 2025, the Provincial Party Executive Committee Conference agreed on the policy of arranging and merging commune-level administrative units. Accordingly, 151 commune-level administrative units under 10 districts and cities will be arranged and merged into 46 commune-level administrative units under the province (including 42 communes and 4 wards), reducing 105 communes, wards and towns, equivalent to 69.5%.

Based on the orientation and guiding principles of the arrangement of administrative units, not simply merging small units into large ones, but rather a comprehensive restructuring towards regional linkage, promoting potential and comparative advantages, while meeting historical and cultural requirements, localities in the province have developed plans to organize administrative units at the commune level to meet the requirements.

Hoa Binh City is the political, economic and cultural center of the province, implementing the policy of arranging commune-level administrative units, from 19 commune-level administrative units to form 5 new commune-level administrative units (4 wards and 1 commune), structured into the central area and suburban areas. It is expected that Hoa Binh Ward will be merged with 7 wards located in the central area of ​​the city. This is an important location in the urban area, suitable for practice, planning and development space in the coming time. Basically, people agree and support. According to Mr. Nguyen Van Long, group 16, Tan Thinh Ward, the plan to organize and arrange commune-level administrative units of the province, as well as Hoa Binh City, is scientifically calculated and suitable. For the planned communes and wards of Hoa Binh City, the reorganization ensures a very large space for future development; there is open space, connecting strategic traffic infrastructure such as Hoa Lac - Hoa Binh road, bridges across the Da River; Many strategic projects on urban, industrial and service areas are being implemented. The communes are expected to have the opportunity to develop according to the strengths of each region, such as Ky Son ward developing high-quality agriculture, associated with tourism; Thinh Minh commune developing urban and eco-tourism; Mong Hoa ward is expected to develop industry, urban and tourism... In the whole province, the commune-level units are expected to be reorganized to meet the requirements and have a very large development space. In the 4 Muong regions of the province, Bi, Vang, Thang, Dong, when reorganized, there will still be communes according to the Muong regions.

According to Resolution No. 60-NQ/TW, dated April 12, 2025 of the Party Central Committee; the draft project to merge the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh will form Phu Tho province. After the merger, the new Phu Tho province will have a natural area of ​​9,437.46 km2, a population of about 3.6 million people, the administrative and political center of Phu Tho province is located in the current Viet Tri city. It is expected that the new Phu Tho province will have many favorable conditions for development. It has a synchronous transport infrastructure, convenient connections with the Capital Region and the Northwestern provinces, and is an important transit point between the mountainous region and the plains. Phu Tho has a rapid industrial development speed, has been forming a system of large-scale industrial parks, urban areas, tourism and services, becoming one of the important growth poles of the Northern midland and mountainous region. Phu Tho has a developed health, education, sports and cultural system, capable of serving the people of the whole region; sports and tourism centers contribute to creating a solid foundation for the comprehensive development of the new province. Merging the three provinces will increase budget revenue, create jobs, and improve people's lives. The formation of a large province with a larger economic scale will enhance its position, management capacity and competitiveness in attracting investment capital, technology, and high-quality human resources.
