In the press release related to Mr. Le Huy Lan - former General Director of Coma 18 Joint Stock Company from 2006 to 2016, who was prosecuted and arrested on March 24, Deputy Director of Coma 18 Joint Stock Company Nguyen Dinh Anh said that in July 2013, Mr. Le Huy Lan, then General Director of Coma 18 Joint Stock Company, signed a joint venture cooperation contract with Lai Chau Private Enterprise No. 1 to implement the VP6 Linh Dam project (Hoang Mai, Hanoi ). At that time, Coma 18 was a state-owned joint stock enterprise under the Construction Mechanical Corporation, under the Ministry of Construction .
Therefore, the leaders of Coma 18 affirmed that this incident happened 10 years ago, in 2013, under the authority and responsibility of the officials at the stage when Coma 18 Joint Stock Company was a state-owned enterprise.

According to this leader, in June 2016, Coma 18 Joint Stock Company officially became a 100% private joint stock company. Since 2017, Mr. Le Huy Lan has no longer held any position or responsibility at Coma 18 Joint Stock Company.
"The arrest of Mr. Le Huy Lan does not affect the production and business activities of Coma 18 Joint Stock Company," said the leader of Coma 18.
Previously, on March 23, Mr. Le Huy Lan was prosecuted and detained by the Hanoi Police Security Investigation Agency to investigate the crime of violating regulations on management and use of state assets, causing loss and waste. Mr. Lan's specific violations have not been announced.
The VP6 Linh Dam land was transferred by Coma 18 from the Housing and Urban Development Corporation (HUD). Coma 18 then transferred the above project in the form of investment cooperation to Dien Bien Province Construction Private Enterprise No. 1 under Muong Thanh Group.
Regarding the VP6 building, in early 2019, the Government Inspectorate, the Ministry of Construction Inspectorate and the Hanoi Inspectorate issued 12 inspection conclusions related to construction works violating construction order in Hanoi. In which, the inspection agency determined that the mixed-use building of office services, commercial services and high-end housing VP6, Hoang Liet ward (Hoang Mai) had built 10 floors beyond the planned level.
According to the conclusion of the Ministry of Construction Inspectorate, the purpose of use from the 2nd to the 9th floor of the VP6 building has been changed from commercial services and offices to apartments. The floors from 26 and above are not included in the approved planning, the investor has arbitrarily changed the purpose of use and built beyond the floors.
