On the afternoon of August 15th, the General Department of Meteorology and Hydrology issued a report assessing the meteorological and hydrological situation nationwide from September 2023 to February 2024. Currently, the atmosphere and oceans are under El Nino conditions.

Natural disasters occurred in Mu Cang Chai district ( Yen Bai province ) in August 2023. Warnings are issued for increased risk of natural disasters during storms.

Forecasts indicate that El Nino will continue to persist over the next three months with a probability of approximately 85-95%. From the second half of August to November 2023, 5-7 typhoons or tropical depressions are expected to appear in the East Sea, with about 2-3 of them directly affecting Vietnam's mainland. "Be prepared for typhoons with complex trajectories and intensities," the meteorological agency warned.

According to Mr. Hoang Phuc Lam, Deputy Director of the National Center for Meteorological and Hydrological Forecasting, hot weather will continue in the Central region during the latter half of August 2023, with a higher number of hot days than the average for the same period in previous years. In September, hot weather is still possible in the Central region, but with gradually decreasing intensity and not lasting long.

In September 2023, due to the influence of the Southwest monsoon, offshore areas of provinces from Khanh Hoa to Binh Thuan and in the central part of the East Sea experienced waves 2-3m high and rough seas.

From September to November 2023, the southeastern coastal region experienced five periods of high tides: the first from September 1st to 3rd, the second from September 29th to October 3rd, the third from October 27th to November 1st, the fourth from November 13th to 18th, and the fifth from November 25th to 30th.

Specifically, the high tide from October 27th could reach 4.2m. If combined with the Northeast monsoon, this high tide poses a risk of flooding in low-lying areas and areas outside the dikes of coastal provinces in the Southeast region.
