The Ministry of Industry and Trade today (March 29) organized a conference to implement Decree No. 03/2023/ND-CP of the Government stipulating the functions, tasks, powers and organizational structure of the National Competition Commission and the decision of the Prime Minister and the Minister of Industry and Trade on the personnel work of the National Competition Commission.
At the conference, the Ministry of Industry and Trade announced and awarded the Prime Minister 's decision to appoint 8 personnel as Chairman and members of the National Competition Commission.
Accordingly, the Prime Minister decided to appoint Mr. Le Trieu Dung - former Director of the Department of Trade Defense, Ministry of Industry and Trade - to hold the position of Chairman of the National Competition Commission.
The leaders of the Ministry of Industry and Trade also presented the decision to the Vice Chairmen of the National Competition Commission, namely: Ms. Nguyen Quynh Anh - Deputy Director of the Department of Competition and Consumer Protection; Ms. Nguyen Thi Quynh Nga - Deputy Director of the Multilateral Trade Policy Department; Mr. Ngo Duc Minh - Deputy Director of the Legal Department.
Also according to the Prime Minister's decision, there are 7 members of the National Competition Commission appointed this time, including: Mr. Ngo Duc Minh - Vice Chairman of the National Competition Commission; Ms. Nguyen Thi Quynh Nga - Vice Chairman of the National Competition Commission; Mr. Trinh Anh Tuan - Director of the Department of Trade Defense; Mr. Nguyen Anh Son - Director of the Legal Department - Ministry of Industry and Trade.
Along with that are Ms. Le Thi Hoang Thanh - Deputy Director of the Department of Civil Law (Ministry of Justice); Ms. Ho Phuong Chi - Deputy Director of the Department of Industrial Economics (Ministry of Planning and Investment) and Mr. Phan Duc Hieu - Member of the Economic Committee of the National Assembly.
According to the Ministry of Industry and Trade, the National Competition Commission is a special agency model, the only one in the current system of executive agencies that simultaneously performs state management, litigation and adjudication functions. The Chairman of the Commission is appointed and dismissed by the Prime Minister at the proposal of the Minister of Industry and Trade, for a term of 5 years.
The National Competition Commission was established on the basis of reorganizing the Department of Competition and Consumer Protection, the Council and the Office of the Competition Council. This is an agency under the Ministry of Industry and Trade with the function of conducting competition proceedings, controlling economic concentrations, deciding on exemptions for prohibited competition-restricting agreements, resolving complaints about decisions on handling competition cases; advising the Minister of Industry and Trade on state management of competition, protecting consumer rights and managing multi-level business activities.
