Attending the conference were comrades: Bui Quoc Dung, Deputy State Auditor General; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Quang Hung, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Dang Thanh Giang, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council.
At the conference, the State Audit representative announced the audit decision and audit plan for construction activities and the management and use of investment capital for the project to build a road from Thai Binh city to Nghin bridge under the public-private partnership form (BOT contract) and the project to build a coastal road in Thai Binh (abbreviated as the projects).
Regarding audit content, including: Investment capital, investment costs of projects; compliance with laws, investment management regimes, construction, finance, accounting and related legal policies for projects.
Regarding the scope of audit: Investment project to build the coastal road in Thai Binh province from October 1, 2023 to July 31, 2025 and related periods before and after; Investment project to build the road from Thai Binh city to Nghin bridge under the form of public-private partnership (BOT contract) from January 1, 2021 to July 31, 2025 and related periods before and after. Audit period is 45 days from the date of announcement of the audit decision.
The audited units include: Construction Investment Project Management Board No. 2 of Hung Yen province; Land Fund Development Center No. 2 of Hung Yen province, branches in regions 6 and 7; Thai Binh Province Coastal Road PPP Investment Company Limited; Thai Binh Cau Nghin Investment Joint Stock Company.
Speaking at the conference, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said: The audited projects are key transport projects, contributing to promoting the socio-economic development of the province. During the implementation process, the projects encountered a number of difficulties and problems, but with the attention and direction of the Central Government and the drastic participation of the locality, they were gradually resolved to implement and speed up the progress of the projects. The Chairman of the Provincial People's Committee said that the audit of the above two projects is necessary, helping the province gain more experience and lessons learned in implementing investment projects, especially investment projects in the form of public-private partnerships.
The Chairman of the Provincial People's Committee requested the audited units to fully understand the meaning and importance of the audit, strictly comply with the decisions of the State Audit, arrange professional staff to work with the audit team; provide full records, documents, and explain related issues as requested by the audit team.
Speaking at the conference, Mr. Bui Quoc Dung, Deputy State Auditor General, requested Hung Yen province to direct the audited units to arrange staff, provide documents and coordinate promptly with the audit team; at the same time, request each member of the audit team to closely follow the objectives and contents of the approved audit plan to implement the work, work impartially and objectively in accordance with the provisions of the State Audit Law.
