Innovation Portal: Securing intellectual property, securing data, and tracking progress online

On November 1, 2025, the Minister of Science and Technology issued Decision No. 3463/QD-BKHCN on promulgating the Regulation on building, managing, operating and handling initiatives on the Science, Technology, Innovation and Digital Transformation Initiative Portal (STEMI). This Regulation regulates the building, operation and handling of proposals and initiatives submitted to the Initiative Portal; the process of sending, receiving, classifying, processing, responding, publishing and monitoring the processing results to create an environment for organizations and individuals to share and nurture ideas to promote the development of STEMI.

The Regulations apply to agencies and units under the Ministry of Science and Technology and organizations involved in the implementation, reception, processing, evaluation and replication of initiatives on the Initiative Portal. At the same time, organizations and individuals who need to propose, apply, support the implementation or look up information on initiatives and solutions for science and technology development can do so through the Portal.

The Regulations clearly explain the concepts used in innovation management. Accordingly, an innovation is an idea, solution, business model, method of applying new technology or existing technology to solve practical problems or create added value in the field of science, technology, innovation and digital transformation. A breakthrough innovation is an idea with open strategic orientation, high creativity and integration, capable of creating change to lead the transformation of the development model and bring about outstanding results. The Innovation Portal is a system built, managed and operated by the Ministry of Science and Technology to receive, classify, forward and publicize the results of processing proposals and initiatives.

Each initiative will be given an initiative tracking code to track progress and results. The initiative subject is a Vietnamese citizen who submits the initiative to the Portal. The Portal administrator is the unit assigned by the Ministry to manage, in which the National Fund for Science and Technology Development is assigned to preside over the construction, operation, reception, evaluation of validity and announcement of the initiative.

The regulations stipulate principles for receiving and processing initiatives that must ensure compliance with the law; publicity and transparency; protection of intellectual property rights; assurance of network information security; protection of personal data and respect for privacy. The processing of initiatives must be within the authority, within the time limit and ensure coordination between relevant units.

The Initiative Portal has functions for initiative submitters (submitting initiatives, submitting legal support proposals, strategic technology proposals, international cooperation needs, funding support proposals); progress tracking functions; functions for receiving units (reviewing, classifying, rejecting, transferring files, publicizing results); functions for processing units (receiving, evaluating, publicizing initiatives, reporting statistics); functions for administrators (managing, granting permissions, tracking access logs, monitoring).

The Innovation Portal also connects and integrates with the information system for receiving feedback, recommendations and science, technology and innovation initiatives of the Central Party Office and related information systems.

The fields that the Ministry of Science and Technology receives initiatives in include: Postal services; digital economy , digital society; international cooperation and integration; atomic energy, radiation and nuclear safety; national digital transformation; building and developing e-Government, digital Government; information technology industry, digital technology industry; innovation and technology market development; creative startups and science and technology enterprises; Intellectual property; radio frequencies; scientific activities, application and technology development in the fields of science, technology and technology; scientific research activities, experimental development in the fields of social sciences, humanities, natural sciences; information and statistics on science, technology and innovation; telecommunications; standards, measurement, quality; electronic transactions; development of science, technology and innovation potential. In case of new fields arising, the National Science and Technology Development Fund will synthesize and report to the Minister for consideration and adjustment.
