On the Party's mass mobilization work.
On October 15, 1949, President Ho Chi Minh wrote the work "Mass Mobilization" published in the Truth Newspaper, affirming: "All benefits are for the people. All powers belong to the people. The work of innovation and construction is the responsibility of the people ... In short, power and strength are in the people" (1) . The work not only affirms that revolution is the cause of the people, by the people and for the people, but is also considered an important handbook of mass mobilization work. With concise and profound instructions on the purpose, objects, tasks and methods, the work provides essential guidance for cadres, party members and organizations in response to the requirements of our country's revolutionary cause. Not only limited to propaganda andeducation activities, mass mobilization work also includes understanding and responding to the thoughts and aspirations of the people; at the same time, creating a favorable environment for the people to exercise their mastery in all areas of social life. Mass mobilization work is considered a sustainable bridge between the Party, the State and the people, thereby ensuring unity of thought and action among all social classes.
The 13th National Party Congress, with a vision towards the country's development in the mid-21st century, has completed and supplemented many new issues on mass mobilization work. The documents of the 13th National Party Congress affirm the central role and subject of the people in the national development strategy, as well as in the process of building and defending the socialist Vietnamese Fatherland. The Party emphasizes the promotion of socialist democracy, along with ensuring the people's right to mastery according to the Constitution and law, through the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" (2) ; at the same time, the mechanism of "Party leadership, State management, Fatherland Front and socio-political organizations as the core for people to be masters" (3) is established for people to exercise their right to mastery. The documents of the Congress also clarify the requirement to tighten the close relationship between the Party and the people, affirming the need to rely on the people to build the Party. Furthermore, it is necessary to create a strong change in the awareness and actions of Party committees and the political system towards mass mobilization work, as well as establish mechanisms to promote the role of the people in building a strong and clean Party and political system in the new context.
The role of mass mobilization work in preventing and repelling degradation and manifestations of "self-evolution" and "self-transformation" within the Party.
Decision No. 99-QD/TW, dated October 3, 2017, of the Secretariat, "Issuing the Framework Guidelines for Party Committees and Party organizations directly under the Central Committee to continue promoting the role of the people in the fight to prevent and repel degradation, manifestations of "self-evolution" and "self-transformation" within the Party, mass mobilization work is not only a bridge between the Party and the people, but also plays an important role in mobilizing people to participate in contributing opinions to the process of building and implementing the Party's policies and guidelines; especially in the work of Party building and rectification, giving opinions to Party Committees, Party organizations and cadres and Party members; on preventing and combating corruption, negativity and waste; on practicing democracy and promoting democracy at the grassroots level... This affirms that the people are active subjects in the process of Party building and rectification. Mass mobilization work is one of the important activities that helps the Party listen to the opinions and aspirations of the people, thereby adjusting guidelines, policies and resolutions in a timely and practical manner. Thanks to that, the Party can detect early signs of degradation, manifestations of "self-evolution" and "self-transformation" and take timely and effective preventive measures.
One of the particularly important functions of mass mobilization work is to create a democratic environment where people can participate in the process of contributing opinions directly or indirectly, comprehensively and in an organized manner. This work does not stop at gathering opinions, but also creates a truly democratic forum, where people can frankly express their views and opinions on issues directly related to the political, economic and social life of the country. Through the implementation of mass mobilization forms, such as organizing conferences, seminars, listening to opinions from meetings, and directly or indirectly polling people from all walks of life, Party committees and organizations collect important and profound reflections and recommendations from the grassroots. In the process of implementing the National Target Program on New Rural Development since 2010, the local government’s proactive listening and acceptance of people’s opinions has played an important role in determining development priorities, thereby building economic development plans, infrastructure and cultural life in accordance with the characteristics of each locality. This not only helps change the face of the countryside, improve the material and spiritual life of the people, but also strengthens solidarity in the whole society, creating a solid foundation for maintaining political stability, preventing risks of degradation, manifestations of “self-evolution” and “self-transformation” right from the grassroots.
Grassroots contributions are a vivid expression of social reality, helping the Party grasp clearly and truthfully the actual situation of the country, and are a key factor in building, shaping and perfecting policies. The process of amending the 2013 Constitution is a clear demonstration of the importance of listening to and absorbing opinions from the people through widely soliciting opinions from all walks of life, including experts, scientists and people directly affected by legal regulations. The proactive and active participation of the people not only helps to perfect the new Constitution in a comprehensive way, more suitable to the practical situation and aspirations of the people, but also creates a broad social consensus, enhancing trust in the leadership of the Party and the management and administration of the State. At the same time, it contributes to preventing and repelling signs of degradation in political ideology, morality, lifestyle, as well as signs of "self-evolution" and "self-transformation" right from the earliest stage, when people clearly see their role and responsibility in the process of building and perfecting the legal system.
In addition, mass mobilization work also plays an important role in consolidating and developing the close and close relationship between the Party and the people. When people realize that their voices are listened to, respected and taken seriously in the policy-making process, they will always have faith in the Party, thereby being willing to participate and contribute more positive and proactive opinions to the cause of building and developing the country.
This is clearly demonstrated through the movement “All people unite to build a cultural life”, where people not only contribute ideas on building a civilized lifestyle, but also actively participate in the process of cultural and social development. This close combination changes people’s awareness of their role in preserving and promoting traditional cultural values and creates an important shield against the risk of degradation, manifestations of “self-evolution” and “self-transformation” in society. The Party’s acceptance of people’s contributions is not only a manifestation of democracy and openness, but also a way for the Party to self-adjust, self-improve, enhance its prestige, leadership capacity and better perform its comprehensive leadership role in all aspects of social life. The close connection between the Party and the people through mass mobilization work is the key factor to maintain political stability, promote sustainable socio-economic development and prevent degradation, manifestations of "self-evolution" and "self-transformation" from within and negative impacts from without. Thereby, the Party has both affirmed its leadership role and created firm trust in the people, contributing to building and developing a prosperous and happy country in the new era, the era of national development.
Mass mobilization work plays an essential role in promoting the right to participate in state and social management, participating in discussions and making recommendations to state agencies on issues of the grassroots, locality and the whole country, especially in the context of our Party continuing to promote the prevention and combat of ideological, moral and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" and accordingly, the people have the right to supervise and give opinions to Party committees, Party organizations and cadres and Party members throughout the Party, contributing to protecting the purity and strength of the Party.
Mass mobilization work is also an effective tool to organize and guide people to exercise their right to participate in state and social management, to participate in discussions and recommendations to state agencies on issues of the grassroots, locality and the whole country in a systematic, effective and correct manner. Through organizing activities for people to participate, as individual citizens or through representatives such as the Vietnam Fatherland Front and socio-political organizations, and grassroots communities (community investment supervision boards, people's inspection boards, etc.), mass mobilization work has helped people have the opportunity to detect and reflect on problems, signs of violations or weaknesses in the implementation of the Party's policies and guidelines by Party committees, Party organizations, or individual cadres and Party members. The active participation of the people in state and social management, participation in discussions and recommendations to state agencies on issues of the grassroots, locality and the whole country is an important basis for competent agencies to review and adjust policies, in order to promptly ensure the legitimate rights of the people.
The role of the people is not only a measure to enhance the accountability of Party committees, Party organizations, cadres and Party members, but also creates the need for cadres and Party members to strictly adhere to revolutionary ethical principles, stay away from signs of degradation in political ideology, morality and lifestyle; at the same time, effectively prevent signs of "self-evolution" and "self-transformation". The close supervision of the people in recent times has helped detect and strictly handle negative behaviors of a number of degraded cadres and Party members; thereby, contributing to strengthening people's trust in the Party and the government, while creating an important premise to prevent other degradation phenomena in society.
In the current context, when the world and regional situation is undergoing many complex changes, requiring the Party's strict and correct leadership, the role of the people becomes even more important. Mass mobilization work, by creating a multi-dimensional information channel, helps people access information in a transparent, complete and accurate manner, thereby contributing to the implementation of people's power in an objective, accurate and fair manner.
In particular, when the country is facing many major challenges from both inside and outside the country, through mass mobilization work, people's participation in state and social management, discussion and recommendations to state agencies on issues of the grassroots, localities and the whole country is increasingly affirmed as a decisive factor for the success or failure of the cause of building and protecting the Party. Mass mobilization work needs to be further promoted to ensure that people have sufficient information, tools and means necessary to exercise their right to participate in state and social management, to participate in discussion and recommendations to state agencies on issues of the grassroots, localities and the whole country. Mass mobilization work contributes significantly to protecting the purity and strength of the Party, but also to strengthening social consensus and consolidating people's trust in the Party and the State. Furthermore, promoting the role of the people through mass mobilization work also helps the Party promptly identify degradation, manifestations of "self-evolution" and "self-transformation" right from the grassroots, thereby proposing timely and effective solutions. This not only enhances the effectiveness of the Party's leadership, but also contributes to strengthening the people's trust, creating a solid foundation for the country's sustainable development, ensuring security, national defense and maintaining political stability in all circumstances.
Some solutions to continue improving the effectiveness of mass mobilization work, contributing to preventing and repelling the degradation of political ideology, morality, lifestyle and manifestations of "self-evolution" and "self-transformation" in the new development stage.
Firstly, increasing the provision of information and making it public is an effective solution to exercise the people's right to participate in state and social management, to participate in discussions and make recommendations to state agencies on issues at the grassroots, local and national levels. Information needs to be provided fully, promptly and accurately, especially information related to policies, important decisions or sensitive issues affecting people's lives. This content not only helps people better understand the Party's policies and guidelines, but also creates conditions for people to participate in state and social management, to participate in discussions and make recommendations to state agencies on issues at the grassroots, local and national levels. In the context of strong development of information technology as today, the use of modern communication channels to provide information needs to be focused on. Online platforms, official websites of the Party and State, as well as reputable social networking sites need to be used effectively to convey information to the general public, thereby helping people to more easily grasp and understand the Party's guidelines and policies and the State's laws.
Second, establishing a regular relationship between the Party Committee at the workplace and the Party Committee and the people where the cadres and Party members reside is an important solution. This relationship helps the Party Committee at the workplace grasp the actual situation of ethics and lifestyle of cadres and Party members in the specific social environment. The Party Committee at the place of residence acts as a feedback channel on the behavior and lifestyle of cadres and Party members, thereby providing necessary information for the Party Committee at the workplace to make a more comprehensive and accurate assessment of cadres and Party members. Through this relationship, violations, degradation, and manifestations of "self-evolution" and "self-transformation" can be detected early and handled promptly, avoiding prolonged violations and becoming more serious. This helps cadres and Party members always maintain their ethical qualities and healthy lifestyles; at the same time, enhancing the responsibility of cadres and Party members towards the community where they reside. In addition, close coordination between the Party Committee at the workplace and the Party Committee at the place of residence also helps to enhance the spirit of solidarity and attachment between cadres, Party members and the people, contributing to strengthening the people's trust in the Party and the State.
Third, build a mechanism to listen to and receive truly effective comments from the people, assigning specific responsibilities to agencies and organizations in receiving comments most fully and effectively. To do that, it is necessary to first create diverse and rich channels to receive comments, ensuring easy and convenient participation and contribution of comments from all classes of people. Conferences, seminars, and forums for direct dialogue with the people need to be organized regularly, not only at the central level, but also at the local and grassroots levels. In addition, indirect forms of collecting comments via the internet, email, and suggestion boxes need to be strongly implemented. However, listening to comments does not stop at receiving, but must have a serious and transparent processing and feedback process. This not only helps to detect early degradation, manifestations of "self-evolution", "self-transformation", but also helps the Party have appropriate orientations to adjust and perfect policies and guidelines.
Mass mobilization work plays an important role in connecting the Party with the people, contributing to building a clean and strong political system. With its important role, mass mobilization work is not only a "tool" for the Party to listen to people's opinions, but also a "means" for people to exercise their right to participate in state and social management, participate in discussions and make recommendations to state agencies on issues of the grassroots, locality and the whole country, contributing to preventing and repelling the degradation of political ideology, ethics, lifestyle, as well as degradation, manifestations of "self-evolution" and "self-transformation" among cadres and party members. In the current context, mass mobilization plays an especially important role. Through mass mobilization, people can actively participate in the activities of the State and society, contributing to maintaining the purity and strength of the political system at all levels./.
