"Carrying" capital up the mountain

Ethnic minorities in Tam Chung commune are able to borrow policy capital for effective economic development.

To effectively promote policy credit capital, the Muong Lat Social Policy Bank Transaction Office (Muong Lat Social Policy Bank) always closely follows the direction of the superior bank and localities, focuses on mobilizing financial resources, promptly transferring capital to the right beneficiaries. At the same time, strengthen the review of subjects, synthesize capital needs and synchronously implement solutions to increase outstanding loans; strengthen inspection work for entrusted units, savings and loan groups and customers. Ensure the unit's operations are absolutely safe for people, assets and there is no negativity in policy credit activities. The coordination between the Social Policy Bank and entrusted socio -political organizations has contributed to the good implementation of democratic and fair evaluation work for households borrowing preferential loans. By the end of October 2025, the total outstanding balance of policy credit programs of Muong Lat Social Policy Bank reached nearly 340 billion VND, with nearly 5,000 households borrowing capital. Currently, the unit is managing 14 lending programs, many of which have high outstanding balances such as loans for poor households, near-poor households, newly escaped poverty households, ethnic minorities, clean water and environmental sanitation...

Not only do they lend money, the staff of Muong Lat Social Policy Bank are also the ones who directly propagate policies, guide people on how to use capital effectively, help them avoid falling into the situation of borrowing and then "leaving it there" or investing for the wrong purpose. Just like that, the staff of Muong Lat Social Policy Bank are always as persistent as the policy capital, every day coming to each village, each roof, lighting up dreams of changing lives from the very difficult places.

Having been involved in policy credit in the highland border communes for many years, each regular business trip of Director of Muong Lat Social Policy Bank Nguyen Duc Thuong to the savings and loan groups with ethnic minorities are meaningful trips to bring policy credit capital and sentimental capital closer to the people.

Mr. Thuong shared: “The area is large, the mountain passes are winding, so each business trip to remote communes is extremely difficult. In the rainy season, some communes take half a day to reach, some villages have to go around nearly a hundred kilometers to get there. During the months of heavy rain, rocks and soil are ready to slide, sometimes we have to walk for kilometers. However, we are not discouraged because of that. Not only is there traffic difficulty, language differences, and educational level differences... propagating policies to make preferential capital sources effective for people to understand is also equally difficult. In order for villages and hamlets to become more prosperous, and for people to know how to use capital sources to develop the economy and escape from traditional customs, the role of policy credit officers is very important.”

In these highland border communes, there are still people who need to borrow capital but are afraid of not being able to pay back the interest and principal; some people, after borrowing capital, do not use it for the right purpose and do not promote efficiency; some customers often go far away to work, causing difficulties in collecting outstanding interest and overdue debts... Therefore, each officer of the Muong Lat Social Policy Bank must persevere in staying in the village, eating and living together, thereby grasping the thoughts and feelings of the people; guiding and mobilizing people to use capital properly to have more income.

For Ms. Do Thi Nhat Le, a credit officer at the Muong Lat Social Policy Bank, even though she is a woman and her house is in Dong Tien ward, more than 200 kilometers away from her workplace, she knows every road to the villages in Tam Chung and Pu Nhi communes by heart like the way home.

Ms. Le shared: “The economy of the people in the communes I am in charge of is still facing many difficulties, and awareness is limited, so accepting the policies of the Party and the State requires a process of “slow and steady wins the race”. With the motto “Transactions at home, disbursement and debt collection at the commune”, although we are women, in order for people to understand and access policy capital, we have to eat and live with the people to review their needs and promote policy credit; at the same time, we have coordinated with associations, unions and prestigious people in the locality to mobilize and support people to complete loan procedures in the most convenient way. It is a bit difficult, but when we see people happy when signing the loan and investing in effective economic development, all our fatigue disappears”.

Stemming from the passion for the profession, understanding and sharing, the staff of the Muong Lat Social Policy Bank have tirelessly "carried" capital to people in remote areas. Then, from preferential policy capital, more and more households have escaped poverty, effective economic models, solid houses have been built... contributing to bringing prosperity to people in border communes.
