A boost for GRDP growth

The GRDP “growth contract” level for localities in the second half of 2025 to bring the economy to a growth rate of 8.3 - 8.5% this year has been officially finalized. Now is the time for localities to take action to achieve the set goals and tasks.

Urgently build new growth scenarios

The new “growth allocation” for localities has been officially finalized. And it is understandable, when the new allocations set by the Government in Resolution No. 226/2025/NQ-CP on growth targets for sectors, fields, localities and key tasks and solutions to ensure the country's growth reaches 8.3 - 8.5% are all higher than the figures set in Resolution No. 25/NQ-CP. The higher the target, the greater the effort.

“Localities need to achieve a growth rate higher than the target in Resolution No. 25/NQ-CP, especially localities that play the role of locomotives and growth drivers of the whole country,” Minister of Finance Nguyen Van Thang affirmed.

Looking at the new GRDP growth targets, this can be seen very clearly. For example, Ho Chi Minh City must grow 0.4 percentage points higher than before; Hanoi 0.5 percentage points higher; Quang Ninh 1 percentage point higher; Thai Nguyen 0.5 percentage points higher...

Of the 34 localities after the merger, 8 localities are assigned to achieve GRDP growth of 10% or more in 2025, the highest being Quang Ninh (12.5%), followed by Hai Phong (12.2%), Bac Ninh (11.5%), Ninh Binh (10.6%); while Phu Tho, Hue, Quang Ngai and Can Tho must all achieve a growth rate of 10%.

The remaining localities, for the most part, must grow by 8-9%. Of which, the two economic locomotives, Ho Chi Minh City and Hanoi, must grow by 8.5%; Thanh Hoa, Nghe An, and Da Nang must all grow by 9%; Tay Ninh must grow by 9.3%; Khanh Hoa must grow by 8.5%; Ha Tinh must grow by 8.7%; Hung Yen must grow by 9%... Only 3 localities are assigned a growth rate of less than 8%: Lai Chau, Dien Bien, and Lam Dong, with the same contracted rate of 7.5%.

This is a considerable pressure, in the context of many socio-economic difficulties. At the regular Government meeting in July 2025, Prime Minister Pham Minh Chinh also requested localities to soon develop growth scenarios to carry out assigned tasks.

According to calculations, to achieve the new growth target, all localities must accelerate GRDP growth in the last 6 months of the year. The initial scenario has been calculated, that is, to achieve 8.5% growth for the whole year, in the last 6 months of the year, Hanoi must grow 9.3%, while Ho Chi Minh City must reach a higher level of 10.3%.

In particular, for localities that must achieve double-digit growth, the task is even more difficult. Specifically, Quang Ninh must grow by 13.9%; while Hai Phong is 13.1%; Ninh Binh is 10.4%; Bac Ninh is 12.4%; Can Tho is 11.9%...

Assigned with the task of 8% growth this year, Thai Nguyen - after the merger - is determined to achieve a growth rate of 8.5%. Accordingly, the province has built a specific growth scenario, with GRDP growth in the third quarter of 10.2%; in the fourth quarter of 10.4%; to bring the growth in the last 6 months of the year to 10.3%.

“To promote growth, Thai Nguyen has determined to accelerate the disbursement of public investment capital. Of which, by the end of the third quarter, the disbursement rate will be at least 75%, striving for 80%; by the end of the fourth quarter, the disbursement rate will be at least 95%, striving for 100%,” said the leader of the Thai Nguyen Provincial People's Committee.

Along with public investment disbursement, Thai Nguyen also focuses on attracting investment, especially foreign investment, with the goal of attracting 4.6 billion USD, thereby accelerating the growth of industrial production and exports. This is one of the important growth drivers of the locality.

Hai Phong is also striving to achieve its assigned tasks. According to Chairman of Hai Phong People's Committee Le Ngoc Chau, it is expected that Hai Phong's GRDP growth rate in the third quarter will reach 13.92%, and the whole year may reach 12.35%, among the highest in the country. If this figure is achieved, Hai Phong will exceed the task assigned by the Government (12.2%).

Meanwhile, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc called the city's GRDP growth target of 8.5% a "decree" and directed departments and branches to set specific tasks and goals to complete it.

A boost for growth

Not only Thai Nguyen or Hai Phong, many localities across the country are also accelerating the implementation of tasks and solutions to promote growth. In which, disbursement of public investment capital is always considered one of the leading solutions.

Quang Ninh is an example. According to Vice Chairman of Quang Ninh Provincial People's Committee Vu Van Dien, Quang Ninh aims to disburse 100% of public investment capital this year. The province strives to implement and complete a series of key projects, such as the riverside road connecting Ha Long - Hai Phong Expressway to Dong Trieu (section from Provincial Road 338 to Dong Trieu; section from Dam Nha Mac intersection to Provincial Road 338); renovating and upgrading National Highway 279, section from Km0+00 - Km8+600...

Localities need to achieve a growth rate higher than the target in Resolution No. 25/NQ-CP, especially localities that play the role of locomotives and growth drivers of the whole country.

Yesterday (August 19) was a special day, when 250 projects were inaugurated and started construction in 34 provinces and cities, with a total investment of 1.28 quadrillion VND. According to the previous affirmation of Deputy Minister of Construction Le Anh Tuan, the 250 projects inaugurated and started construction on this occasion will contribute over 18% of the country's GDP value in 2025 and over 20% in the following years.

From this perspective, it can be seen that this will be an important boost for GRDP growth of localities in particular and the economy in general.

In celebration of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the 80th anniversary of the People's Public Security Forces' Traditional Day, yesterday (August 19), Quang Ninh province held the inauguration, groundbreaking and awarding of investment decisions for 50 projects and works, with a total investment of over 135,000 billion VND. Of which, 14 works using state budget and non-budget capital with a total investment of about 13,307 billion VND were inaugurated and inaugurated; investment decisions were awarded to 22 projects using non-budget capital, with a total investment of over 110,800 billion VND.

According to the leaders of Quang Ninh province, these are all important projects, creating momentum for local socio-economic development. For example, the Ha Rang Expansion Underground Mining Project; the Factory for the Production of Speakers, Headphones and Smart Electronic Devices in Dong Mai Industrial Park; the Coc Sau - Deo Nai Mining Cluster Project (2.7 million tons/year); the Tan Yen Underground Mining Project - Dong Trang Bach Mine (0.45 million tons/year); the Nam Mau Coal Screening Plant (2.5 million tons/year)...

Meanwhile, Hai Phong also simultaneously started and inaugurated 9 key projects in many fields. For example, the inauguration of May Chai bridge, the Dong Viet bridge approach connecting to National Highway 37; the commencement of traffic route projects connecting National Highway 17B with Dinh bridge, Thai Binh river overpass and the approach road, bypassing National Highway 37 through Gia Loc...; the commencement of the T2 Passenger Terminal - Cat Bi International Airport, to increase the capacity to 5 million passengers/year.

“These projects not only contribute to improving infrastructure in transportation, aviation, healthcare, culture, and social security, but also create new momentum to promote growth, expand urban development space, and improve the quality of life of the people,” said the leader of Hai Phong City.

In Hanoi and Ho Chi Minh City, many important projects have also been inaugurated and started. Present at the groundbreaking ceremony of Ngoc Hoi Bridge, with a scale of 11,800 billion VND, Mr. Tran Sy Thanh, Chairman of Hanoi People's Committee, made similar statements.

“The Ngoc Hoi Bridge project will contribute to strengthening the connection between Hanoi and localities in the region, including Hung Yen, thereby contributing to promoting economic growth of over 8% in 2025 and double-digit growth in the following years,” Mr. Tran Sy Thanh emphasized.

When works and projects are simultaneously inaugurated and effectively implemented, they will certainly contribute significantly to promoting GRDP growth of localities in particular and the whole country in general. In addition to this important driving force, localities also need to continue to implement the tasks and solutions set forth by the Government, especially in the recent instructions of the Prime Minister, including Resolution No. 226/2025/NQ-CP, telegrams No. 128/CD-TTg and 133/CD-TTg on important tasks and solutions to promote growth, control inflation and stabilize the macro economy, ensuring major balances of the economy.
