Mr. Hoang Van Linh - Party Secretary, Chairman of the People's Council of Nghia Hieu Commune (Nghia Dan) said: Local voters highly agree with the content of management and use of land of agricultural and forestry origin and the Youth Volunteer Force selected by the Provincial People's Council to be questioned at this session. However, he himself found that the reports and responses of the departments before the People's Council only showed a general overview of the province and it was difficult to have in-depth solutions for each locality. The leader of the provincial Department of Natural Resources and Environment himself also admitted that due to the limited human resources of the Department's specialized inspectorate, a specialized inspection team on this content has not been established, but only inspections of cases through individual complaints have been conducted.

Through monitoring the report and brief questioning responses of the Director of the Department of Natural Resources and Environment and several related departments, it can be seen that the responses are quite straightforward and more substantive.

Up to now, the farm has only handed over 10 hectares to the locality, so people in Nghia Hieu commune (Nghia Dan) mainly produce on land managed by Tay Hieu 2 and Tay Hieu 3 farms. Currently, 720 hectares of the farm in the commune are contracted to farmers to grow sugarcane, corn, guava, tangerine, etc.

As the Provincial People's Council delegate reflected, despite the reorganization and renovation, the Farm has only changed its name, and does not have the capacity to organize production, but only contracts land to people for collection. The farms in general and Tay Hieu 2 Farm and Tay Hieu 3 Farm in particular, during the reorganization process, should only manage concentrated areas, invest in long-term crops with high economic value, while small-scale, fragmented production areas, and short-term crops should be returned to the locality to be assigned to people for production.

Mr. Kim Van Huong - Party Secretary, Chairman of Chau Hong Commune People's Council (Quy Hop): Following the report explaining and answering questions from the leaders of the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment, I agree and share the issues that the province is focusing on solving. The natural area of ​​the commune is 2,820 hectares, but more than 600 hectares are mineral exploitation land and 120 hectares of land for two-crop rice production, the remaining 876 hectares of forest land are managed by Pu Huong Nature Reserve.

Previously, during the process of arrangement and conversion, Quy Hop Forest Enterprise handed over 230 hectares of forestry land to the province and the district handed over to the village community for management, not yet handed over to households, so voters of Chau Hong commune hoped that the province would review and consider handing over more forest land area to people for production. Taking advantage of this forum, the commune proposed that the province consider reclaiming 33 hectares currently managed by Quy Hop Forest Enterprise and planting acacia. Along with that, the 64.2 hectares of protective forest land that the Protective Forest Management Board has reviewed and planned to convert to production forest should also be handed over to the locality soon.

Mr. Nguyen Xuan Nam - Chairman of Tan Phu Commune People's Committee, Tan Ky District: Tan Phu Commune is the location of Song Con Agricultural Company , managing all the production land of the commune, so the commune is almost only in charge of administrative management. The construction of annual production plans is mainly implemented by the farm in coordination with production teams. However, because it is mainly in the form of contract, this connection is also loose.

On the one hand, the Farm deploys production for farmers, making it easier for the commune, but on the other hand, it is difficult for the commune to monitor the actual use of the farm's land. Therefore, last year, when the Company arbitrarily changed the purpose of using 50 hectares of land, the commune did not know. On the contrary, there are 5 households in the commune who have built houses and lived stably on the land for nearly 30 years but are still within the land boundary of the Farm and when the households complained about the issuance of land use right certificates, the locality only got involved.

On this occasion, the locality proposed that the arrangement and renovation of agricultural and forestry farms should follow the spirit of Resolution 30/TW and Decree 118/2014/ND-CP of the Government , accordingly, farms should only manage concentrated areas to organize production models and apply modern technology; fragmented areas, dams, and banks should be considered for handing over to localities for management and production organization.

Allocate sufficient funds to speed up land measurement and handover progress.

Voter Hoang Van Biet - Head of Nghia Dung Hamlet, Nghia My Commune (Thai Hoa Town) shared: Through monitoring on mass media, it is known that compared to other areas, the handover of land from farms in Thai Hoa town has been effective. Specifically, in the commune area, Dong Hieu Farm has handed over to the locality quite early. Specifically, Dong Hung Hamlet, Nghia My Commune, which used to be land of Dong Hieu Farm, has been handed over to the people for production, so they are very excited.

However, Thai Hoa town currently needs land to expand the Industrial Park, so we hope the province will review any areas that were previously assigned to the Farms but were not used effectively, and continue to review them to hand them over to local management. Along with the land handover, the province will also allocate funds to measure maps, re-determine boundaries according to the new usage status; organize handovers, and plant markers on the field for local management and supervision; and prevent future disputes.

Voter Vu Ngoc Lam - Chairman of the Commune People's Committee, residing in Hop Long hamlet, Dong Hop commune (Quy Hop) : Through following the question and answer session of the Department of Natural Resources and Environment and the explanations of representatives of a number of related departments and branches, it can be seen that the recovery and management of land originating from agricultural and forestry farms and the Youth Volunteer Force is quite complicated, partly due to historical reasons.

The leaders of the Department of Natural Resources and Environment have clearly answered, grasped the progress of land allocation, land lease, and budget obligations of agricultural companies after conversion... Besides, they also frankly admitted their responsibility for not being able to do it and the existing problems in managing the current land use status of agricultural and forestry farms; after handover, there was still a delay in organizing the measurement of maps to issue to people.

The loose management of agricultural and forestry land, the farms were assigned large areas but used them ineffectively while the people lacked land for production, which led to land disputes between the people and Dong Hop Forestry in Bai Ke area, Dong Hop commune (Quy Hop) and Quy Chau Forestry in Quy Chau. Currently, although the forest land dispute in Bai Ke has temporarily subsided and the Provincial People's Committee has issued a document replying that the allocation of land to Dong Hop Forestry was correct, there is no basis for reclamation. However, due to the lack of land for production, the people still hope that the district and province will continue to review and reclaim the land from the forest farms and hand it over to the people for production.
