This dialogue and response was not originally part of the conference's agenda. However, taking place at the Dien Hong Hall of the National Assembly, in the presence of all the highest leaders of the Party and State: General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man, the exchange demonstrated a very open spirit and the special attention of our Party and State to the private economic sector, in line with the spirit of Resolution 68.

After presenting the key and core contents of Resolution 68, at the request of the Organizing Committee, Prime Minister Pham Minh Chinh asked the delegates if they had any comments on the contents he had presented.
Encouraged by the Prime Minister, businessman Vu Van Tien, Chairman of the Board of Directors of Geleximco Group, was the first to stand up amid applause from the entire hall.
Sharing his feelings about Resolution 68, Mr. Tien said that the Resolution's determination that "the private economy is the most important driving force of the national economy" is a strategic and breakthrough change, with a comprehensive vision, correct assessment of the position and role of the private economy, completely eliminating prejudiced views, perceptions, and attitudes about the private economy.
"We see this as a comprehensive revolution that liberates the private economic sector, like a rain shower after a drought that we, the private sector, have been waiting for for many years, when many issues make us frustrated, we want to contribute but cannot, and sometimes we are tied up," Mr. Tien said and asked the business community to respond.
To effectively organize implementation, he proposed assigning an agency to evaluate compliance, execution, and implementation of the Resolution by ministries, agencies, and localities, and at the same time receive feedback from people and businesses during the implementation process.

Regarding this content, Prime Minister Pham Minh Chinh said that Resolution 68 of the Politburo, as well as Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly on a number of special mechanisms and policies for private economic development, the Government's Action Plan to implement Resolution 68-NQ/TW of the Politburo and the Government's Implementation Plan to implement Resolution No. 198/2025/QH15 of the National Assembly, all have very specific assignments of work for agencies in the implementation organization.
During the implementation process, we will continue to review and summarize the implementation of previous resolutions. What is good will continue to be promoted, and what is not good will be mentioned in this resolution.
The Prime Minister stated that in the past, everything had to be bid, now an important content of Resolution 68 is to assign work and place orders for businesses. Therefore, the Prime Minister hopes that businesses "will do what they promise, commit to do, do what they do, do what they do, produce products, and have measurable results" and the same must be true for state agencies.
The Prime Minister requested that agencies and localities absorb the opinions and feelings of business people to better organize implementation. During the implementation process, they should learn from experience while doing it, gradually expand, and not be perfectionist or hasty.
The second business delegate to ask the Prime Minister was Mr. Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association . He asked the Government what roadmap it has to digitize data on regulations in the legal system, the progress of legal settlement, to help business people look up more easily.
Regarding this content, the Prime Minister said that he has assigned the Minister of Justice to build a Digital Legal Portal so that businesses and entrepreneurs can access the Party's guidelines and policies, the State's policies and laws more conveniently. At the same time, businesses and entrepreneurs can contribute to building and perfecting institutions, reflecting difficulties in the implementation of Resolution 68 of the Politburo, resolutions of the National Assembly and the Government; businesses and entrepreneurs save time, reduce costs, "avoid having to ask, have to work with agencies" when the work is processed through this Digital Legal Portal.

Mr. Vuong Quoc Toan, Chairman of Lan Hung Real Estate Group Joint Stock Company - specializing in social housing nationwide , expressed his joy that Party and State leaders are very interested and have very strong direction on private economic development.
What Mr. Toan is concerned about is that many small and medium-sized enterprises still have difficulty accessing land and capital. There are currently many industrial parks, but these industrial parks only lease land from 1 hectare up. He proposed that localities open industrial parks with full infrastructure for small enterprises to lease from 1,000-5,000 m2 of land back.
In response to this question, the Prime Minister said that Resolution 68 clearly stated that at least 20 hectares/industrial park or cluster or 5% of the total land fund invested in infrastructure should be reserved for lease to high-tech enterprises, small and medium enterprises, and innovative startups. At the same time, capital sources should be promoted and diversified, with priority given to a portion of commercial credit sources for private enterprises, especially small and medium enterprises, supporting industry enterprises, and innovative startups.
The resolutions and plans of the National Assembly and the Government have also included these contents. The Government will issue a Decree to further specify land access, and the Governor of the State Bank will issue a circular on capital sources. "The policy is very clear, these two things must definitely be in place. Please rest assured, delegates. As for the implementation, there will be specific instructions, most suitable to the conditions of each period," the Prime Minister said.
The Prime Minister requested that if delegates and businessmen have any comments or suggestions, they should continue to send documents to the Government and agencies for thorough resolution.
