On May 30, the Economic Police Department of Khanh Hoa Province Police prosecuted and temporarily detained Mr. Dang Dao (52 years old) and Mr. Nguyen Ty (55 years old) to investigate the crime of abusing their positions and powers to appropriate property. The total amount of money these two people appropriated was more than 3.2 billion VND, of which the State budget loss was more than 500 million VND, the rest was the loss of young athletes.

The first trick of these two coaches was to "legalize" the management of athletes' money. Instead of directly appropriating it, they used their coaching positions to be given the right to receive wages and food allowances according to the State's regime for the athletes they coached.

Dang Dao, as head coach of the U.19 team, was assigned the authority to directly score the attendance of 22 athletes, including 9 athletes who ate at the Center and 15 athletes who stayed outside. In 2021, with a meal allowance of 70,000 VND/day and a salary of 55,000 VND/day, each athlete received from 3.2 to 3.7 million VND/month.

However, instead of letting the athletes receive the money directly, Dang Dao directly clocked in and kept the ATM card and password, then withdrew and paid the athletes cash himself. This was done under the pretext of convenient management.

The second sophisticated trick is the creation of a "scale" to legitimize the uneven payments to athletes. According to the inspection conclusion, in 2021, Coach Nguyen Ty received more than 430 million VND in wages for 25 athletes of the U.17 team. However, instead of paying fully and equally according to regulations, Mr. Ty arbitrarily kept a portion, with the reason of using it to treat 5 athletes infected with Covid-19, buy test kits and some personal items for other athletes. This opaque spending has no specific invoices and documents and is not approved by parents or management agencies.

By 2022 and 2023, Coach Nguyen Ty's appropriation scheme was raised to a more sophisticated level when he established an "internal assessment" system as a basis for unevenly dividing wages. Accordingly, athletes were divided into different levels of benefits, based on criteria such as: good living, compliance with team rules or professional progress. However, the entire evaluation and classification process was set and implemented by the coach himself, without specific regulations, not made public to parents or reported to management.

Falsifying training time to gain illegal profits

The most sophisticated trick of these two coaches is to falsify training time and athlete lists. This is a way to "eat" both ends, both embezzling athletes' money and causing loss of the State budget.

According to the inspection conclusion, former coach Dang Dao alone appropriated nearly 2.25 billion VND in the period 2021-2023.

Nguyen Ty falsely claimed to have practiced on Saturdays for 3 years from 2021-2023. While athletes in the province were allowed to go home, and athletes from other provinces stayed at the Center but did not practice, he still clocked in full. This trick helped Nguyen Ty embezzle 184.6 million VND from the State budget.

Meanwhile, Dang Dao did not propose to the Center Director to issue a decision to stop training with retired athletes, but still kept them on the training list to receive wages and food allowances, causing a budget loss of more than 315.4 million VND.

To cover up the embezzlement, the two coaches also used the trick of "laundering" money through the team's activities. The difference was put into the "team fund" for seemingly legitimate purposes such as buying personal items for athletes, treating injuries, and going on picnics.

However, this revenue and expenditure is not public and transparent. Athletes only know that they receive less money than the regulations but do not know how the difference is used.

Khanh Hoa youth football teams mainly practice "dry", only participating in one tournament each year, giving players few opportunities to compete and accumulate real-life competition experience.

Worryingly, according to the inspection conclusion, even during the inspection, in July 2024, Mr. Dang Dao still asked the U.19 team athletes to continue transferring food and salary money to him. The repeated offense shows an unbelievable disregard for discipline and the law.

The result of this chain of actions is a large amount of money being embezzled. Mr. Dang Dao alone embezzled nearly 2.25 billion VND in the period 2021 - 2023; Mr. Nguyen Ty also embezzled a large amount of money from the U.17 team.

It is worth mentioning that all the violations have been going on for many years but have not been detected, showing a big gap in the supervision of the management agency. When those responsible for nurturing young talents are the ones who directly "cut" their dreams, Khanh Hoa football not only loses talent but also faces a breakdown in professional ethics.
