Specifically, according to Decision 1198/QD-BCT, the maximum price of the 2025 electricity generation price frame applicable to pumped storage hydropower plants as prescribed in Point a, Clause 2, Article 1 of Circular No. 09/2025/TT-BCT is VND 3,457.02/kWh (excluding value added tax).
The parameters used to calculate the maximum price of the electricity generation price frame applicable to the pumped storage hydropower plant type in 2025 include the calculated capacity of 1,188 MW; the economic life of 40 years; the provisional investment rate of 17,934,713 VND/kW; the ratio of self-consumption electricity and transformer losses of the plant is 1%; the number of hours of maximum capacity operation is 1,310 hours/year; the average annual delivered electricity is 1.556 billion kWh, the ratio of pumped electricity output/generated electricity output is 1.44 and the retail price of electricity produced during off-peak hours is 1,094 VND/kWh (according to Decision 2699/QD-BCT regulating electricity prices).
In Decision No. 1251/QD-BCT, the Ministry of Industry and Trade also approved the electricity generation price framework for waste-to-energy plants in 2025.

Accordingly, the maximum price of the 2025 electricity generation price frame applied to the type of waste power plant (solid waste) specified in Point a, Clause 2, Article 1 of Circular No. 09/2025/TT-BCT dated February 1, 2025 of the Minister of Industry and Trade stipulating the dossier, order, procedures, methods for determining and approving the electricity generation price frame; stipulating the dossier, order, procedures for developing and approving the electricity import price frame is VND 2,575.18/kWh (excluding value added tax).
In Decision 1231/QD-BCT, the Ministry of Industry and Trade also approved the price framework for importing electricity from China to Vietnam.
Accordingly, the maximum price of the electricity import price frame from China through the national grid is 9.3 US cents/kWh.
The Ministry of Industry and Trade also requires that, based on these price frames, Vietnam Electricity Group and the electricity seller and generator negotiate the price of electricity import from China or sign electricity purchase and sale contracts on the basis of compliance with regulations on methods for determining electricity generation service prices issued by the Minister of Industry and Trade.
