Giving her opinion at the parliament on health insurance payment, delegate Van Thi Bach Tuyet (HCMC) informed that, through the feedback of voters, doctors are not the ones who decide, but insurance industry employees - people without expertise - have opinions on how to treat patients...

On the afternoon of May 29, the National Assembly continued its plenary session in the hall, discussing the National Assembly's supreme supervision report on the mobilization, management and use of resources for Covid-19 prevention and control; and implementation of policies and laws on grassroots health care and preventive medicine.

Discussing at the parliament, delegate Van Thi Bach Tuyet (HCMC) informed that, through the feedback of voters in the health sector, it is currently not doctors who decide how to treat, but insurance industry employees - people without expertise - have opinions on how to treat patients. Among them, there are insurance employees who question doctors why this disease is prescribed this medicine and not another medicine, why doctors treat patients with diagnostic imaging, why doctors examine many patients... when doing health insurance payment procedures.

Another problem, delegate Nguyen Tri Thuc (HCMC) pointed out, is that during the epidemic prevention period, some medical facilities received cash support from businesses and people. Currently, the medical facilities still have this support money in their accounts and have not received instructions on how to handle this money. Therefore, the delegate proposed allowing medical facilities to transfer this money to the career development fund to purchase equipment to serve the work of taking care of people's health.

Regarding institutions, delegate Van Thi Bach Tuyet (HCMC) proposed that it is necessary to reform the financial mechanism and the autonomy mechanism of medical examination and treatment facilities and public health service units. The delegate also proposed solutions to completely resolve the shortage of drugs, medical supplies, medical equipment, and vaccines for children and people.

Along with that, delegates recommended investing in grassroots health care and preventive medicine to enhance medical examination and treatment capacity and preventive capacity; promptly amending the Law on Health Insurance to overcome the situation where doctors are not the ones prescribing medicine but are health insurance staff.

Regarding primary health care, delegate Nguyen Tri Thuc expressed his opinion that investment in health stations cannot be equalized but must focus on investment in remote areas where people have difficulty accessing health care.

Meanwhile, in Ho Chi Minh City and Hanoi, there are good conditions for initial medical contact and people can move to higher-level medical facilities, so there is no need for health stations. At the same time, delegates suggested that the Government should have a project to rotate experienced doctors to commune-level health stations and doctors must consider this as their responsibility to take care of people's health.

Delegate Nguyen Dai Thang (Hung Yen) suggested that in the coming time, we should continue to review and handle difficulties and problems in the management and use of resources for the prevention and control of the Covid-19 epidemic. At the same time, we should review, amend, supplement and perfect the legal basis for mobilizing, managing and using resources. At the same time, we should have mechanisms and policies to overcome shortcomings, limitations and solutions to comprehensively improve the capacity of the grassroots health system and preventive medicine. Delegate To Thi Bich Chau (HCMC) suggested that the National Assembly study and delegate authority to the Government to decentralize to the People's Committees of provinces and cities in cases of fighting the epidemic like fighting the enemy, in an emergency to promptly ensure the rescue of people because "far water cannot put out a nearby fire".

The fear of being wrong is getting worse and spreading.

According to delegate Tran Van Sau (Dong Thap), the Covid-19 pandemic has passed, besides the victories, it has also left many thoughts and heavy social moods. Among them, the disease of fear of responsibility, withdrawal, passivity, hesitation to make decisions is spreading from the medical industry to other professions. Therefore, the delegate suggested that it is necessary to pay attention to this disease to find a solution to cure it. In particular, continue to improve the law and create a legal corridor to encourage officials to work confidently.
