Construction site on December 19th: Preparations underway for the inauguration of the Hoa Lu University project.

The Hoa Lu University Construction Project is one of the projects in Ninh Binh province selected to simultaneously hold inauguration and groundbreaking ceremonies for 234 projects nationwide to celebrate the 14th National Congress of the Communist Party of Vietnam. Due to the importance of the project's inauguration ceremony, relevant units are rushing to complete the final tasks before the ceremony takes place on December 19th.

Observations at the Hoa Lu University Construction Project on the morning of December 17th showed that, in preparation for the inauguration and opening ceremony, workers were concentrating on and accelerating environmental cleanup, creating a green, clean, and beautiful space for the event. These days, the construction unit has mobilized dozens of workers to urgently complete the final stages. Simultaneously, the event organizers are also preparing the decorations, sound system, and lighting to ensure the inauguration ceremony is solemn, elegant, safe, and economical.

Mr. Nguyen Tien Hung, the project commander of the Hoa Lu University Construction Project, said that before commencing construction, the contractor had prepared a detailed schedule for each item, coordinating with the investor to ensure the progress and quality of the project; complying with requirements for labor safety and environmental hygiene. Now that the project is complete and preparations are underway for the inauguration ceremony, it is a shared joy for all the staff, engineers, and construction workers involved.

The Hoa Lu University construction project was initially approved by the Ninh Binh Provincial People's Committee in Decision No. 3002/QD-UBND dated December 31, 2007. After several adjustments and additions, the project has a total investment of VND 769.9 billion, covers an area of ​​17.3 hectares, and is scheduled for completion by the end of 2025. Funding sources include the central government budget, national target program funds, and the provincial budget.

To date, the main components of the Project have been completed and are ready for use, including the 9-story administrative building; 4-story lecture halls A and B; a 2-story library, medical center, and cafeteria; a 3-story auditorium; a sports arena; a practical workshop; a wastewater treatment plant; technical infrastructure; and other supporting facilities.

Mr. Tong Duc Long, Deputy Director of the Ninh Binh Provincial Civil and Industrial Construction Investment Project Management Board - the project's investor - stated that the project's implementation faced several obstacles, particularly regarding design issues, as it was approved a long time ago. The investor instructed the design and supervision consulting unit to adjust the design based on the existing conditions to suit the new usage requirements, especially addressing newly arising issues such as fire safety and environmental protection. The project investor regularly monitors and supervises the entire process, from input materials to construction, ensuring that all items strictly adhere to construction standards.

The completion and commissioning of the project ensures that the infrastructure meets national standards for higher education institutions, while also fulfilling the objectives of the Hoa Lu University Development Plan for the period 2021-2025 and the orientation towards 2030.

Mr. Vu Van Truong, Rector of Hoa Lu University, stated that the university's old campus, built in 1996, has deteriorated after a long period of use. Investing in the construction of a new, modern, and spacious campus is absolutely necessary and meaningful. Bringing the new campus into operation will meet the university's training needs; support activities related to scientific research, innovation, and the implementation of Resolutions No. 57 and 71 of the Politburo.

As a resident living near the construction site, Ms. Nguyen Thi Lua, residing at alley 536, Hai Thuong Lan Ong Street, Hoa Lu Ward, expressed her delight, saying that when the new school is inaugurated and put into use, children from all over will be able to study and research in a spacious, clean, and beautiful school, which is a shared joy. The government has directed the construction of very beneficial projects, and we, living around here, also benefit from them. The people in the neighborhood are very excited and happy.

Overcoming difficulties during implementation, the Hoa Lu University Construction Project has officially been completed. The project not only ensures that the physical infrastructure meets national standards, but also serves as clear evidence of Ninh Binh province's decisive leadership and direction in its strategy for developing high-quality human resources.
