Ho Chi Minh City National University: building an operating policy mechanism suitable for a socialist-oriented market economy

On December 1, the Government Office issued Notice 498/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the Opening Ceremony - 2023 and the working session with Ho Chi Minh City National University. Accordingly, the Prime Minister acknowledged, highly appreciated and commended the efforts and positive results that generations of leaders, staff, scientists, lecturers, employees, students of Ho Chi Minh City National University have achieved in 28 years of construction and development, becoming a center for undergraduate and postgraduate training, scientific research and technology transfer in most important fields such as: natural sciences, social sciences and humanities, engineering and technology, economics - law, health sciences, pedagogy, agriculture...

Affirming the pioneering position in Vietnam's higher education, gradually standardizing and integrating with the region and the world. In the context of sustainable development becoming an all-encompassing trend in the world; digital economy , circular economy, green growth are being chosen as models by many countries; science and technology, innovation and the Fourth Industrial Revolution are developing very rapidly, with many new breakthroughs, profound and multi-dimensional impacts, higher education is facing many new challenges: Pressure to self-regulate and innovate of higher education institutions to meet the needs of training high-quality human resources, especially in emerging fields such as semiconductor chip industry, artificial intelligence, renewable energy, hydrogen... Globalization, competitiveness of foreign higher education institutions right in Vietnam; The issue of balancing resources to improve the quality of training and scientific research... Practical experience from developed countries shows that science and technology, innovation and high-quality human resources are considered new growth drivers; higher education is an important pillar for this development.

The Prime Minister emphasized that we are currently restructuring the economy in association with innovating the growth model towards rapid and sustainable development; focusing on developing the digital economy, green economy, circular economy, e-commerce, emerging industries and fields; in which, striving to train 50 - 100 thousand high-quality human resources for the semiconductor chip manufacturing industry by 2025 and 2030. Higher education institutions, including Ho Chi Minh City National University, must further promote their role in realizing the goal of training and finding talents, promoting sustainable socio-economic development. Resolution No. 24-NQ/TW dated October 7, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045, affirms: Developing Ho Chi Minh City National University in a focused and key direction to achieve advanced levels, among the top in Asia.

Ho Chi Minh City National University needs to soon complete the Project "Developing Ho Chi Minh City National University into the group of leading higher education institutions in Asia" to submit to the Prime Minister for approval; must be highly determined, make great efforts, and take drastic actions in implementing the goals, tasks, and solutions of the Project so that by 2030, it will be among the top 100 higher education institutions in Asia, making an important contribution to creating a new, fast and sustainable growth momentum for the Southeast region in particular and the whole country in general.

Ho Chi Minh City National University, together with relevant ministries, sectors, Ho Chi Minh City and Binh Duong province, need to pay attention to and implement a number of contents such as: Firstly, develop appropriate training plans and programs, closely following the planning and development needs of the country, the industry and the locality; train to where, use to where; train "correctly" and "correctly"; focus on industries and fields that the country, society and the labor market need. Secondly, scientific research must be based on practical problems, newly arising problems within the functions and tasks of Ho Chi Minh City National University; including research issues on institutions, trends of the times, emerging issues, and forecasting issues. Thirdly, use and promote effectively the greatest resource, which is human resources, with the two main subjects being the teaching staff and the student staff.

Fourth, promote the commercialization of products of Ho Chi Minh City National University, including scientific research projects and student products. Fifth, manage the training system, ensuring suitability, efficiency, savings, focus and key points. Sixth, complete planning and site clearance to implement projects and projects to build facilities of Ho Chi Minh City National University. Request Ho Chi Minh City and Binh Duong province to complete compensation, site clearance and hand over 100% of clean land to Ho Chi Minh City National University in 2024. During the implementation process, if there are any problems or difficulties, localities should promptly report to the Prime Minister. Seventh, develop operating policies and mechanisms in accordance with the socialist-oriented market economy. Ho Chi Minh City National University is based on the Party's policies and guidelines; functions, tasks, powers, distinct potentials, outstanding opportunities, competitive advantages and other specific conditions to propose mechanisms and policies to develop Ho Chi Minh City National University to achieve the set goals. Eighth, it is necessary to develop programs, projects and plans to mobilize resources along with specific goals, solutions and cooperation models, including financial solutions that clearly state resources from the State, localities and public-private partnerships.

Regarding the recommendations of Ho Chi Minh City National University in detail, with the agreement in principle, the Ministries and agencies: Education and Training, Science and Technology, Home Affairs, Finance, Planning and Investment, Construction, Information and Communications, Labor - Invalids and Social Affairs, Ho Chi Minh City People's Committee, Binh Duong Provincial People's Committee, according to their functions and tasks, shall review and handle the recommendations of Ho Chi Minh City National University in accordance with their authority and legal regulations, to be completed before June 2024; in which, note that for the contents of authorization, the maximum authorization shall be implemented within the scope permitted by law; for the contents beyond the authority of the Government, it is recommended to report and propose to the competent authority with specific deadlines and contents.
