The 13th Congress of the Ho Chi Minh Communist Youth Union of the Central Bank took place successfully.

Attending the Congress, on behalf of the Government Youth Union, there was comrade Bui Hoang Tung - Member of the Government Party Executive Committee, Secretary of the Government Youth Union.

On the side of the State Bank, there were comrade Pham Tien Dung - Member of the Standing Committee of the Party Committee, Deputy Governor of the State Bank; comrade Le Thi Mai Huong - Deputy Secretary of the Party Committee of the State Bank; representatives of Departments, Bureaus, units under the State Bank, Vietnam Banking Trade Union, commercial banks and 153 official delegates representing more than 1,300 youth union members from Youth Union units under the Central Bank Youth Union (CB) attending the Congress.

Pioneer in building a strong and modern Union

The Congress is an important political event for the youth of the Central Bank, marking a new development step of the Youth Union and the youth movement of the Central Bank. The Congress has the task of assessing the results of the implementation of the Resolution of the 22nd Congress of the Youth Union of the Central Bank, term 2022-2027 in the period 2022-2025, and at the same time determining the goals, tasks, and solutions for the work of the Youth Union and the youth movement of the Central Bank for the term 2025-2030, strong in organization, steadfast in revolutionary ideals, pure in ethics, creating a beneficial, healthy and suitable environment for the actual situation for union members to practice, strive and mature, promote the spirit of pioneering, exemplary, solidarity, creativity, being the core in the process of digital transformation, contributing to the successful implementation of the political tasks of the banking industry.

Deputy Governor of the State Bank of Vietnam Pham Tien Dung gave a speech directing the Congress.

Speaking at the opening of the Congress, Comrade Dao Minh Thang - Secretary of the Central Bank Youth Union said: The Congress takes place in the context that the youth of the Central Bank are working with the youth of the whole country to compete to achieve achievements towards the 14th National Congress of the Party. The youth of the Central Bank, characterized by civil servants, public employees and workers at the State Bank, have continuously learned, innovated their thinking, improved their capacity, and made important contributions to advising and implementing monetary policy, ensuring the safety of the credit institution system and promoting digital transformation in the whole industry.

In each unit, youth union members are always the core force, pioneering in carrying out political tasks, in research, administrative reform, social security... thereby spreading the image of responsible, creative SBV officials. The Youth Union work and youth movements of the SBV Youth Union in recent times have continued to affirm the role of a political and social organization representing the youth of the SBV. Thereby contributing to the training and development of a team of young officials, high-quality, close-knit, trustworthy human resources of the SBV Party Committee and Board of Directors.

According to the Political Report presented at the Congress, in the past period, the work of the Youth Union and the youth movement of the Central Bank has achieved many outstanding results. The focus is on propaganda, education , organizing action movements and building organizations, aiming to foster political mettle, ethics, cultural lifestyle and awareness of the rule of law among union members and youth.

Studying and following Ho Chi Minh's ideology, morality and lifestyle are carried out regularly according to Directive 05-CT/TW and Conclusion 01-KL/TW. The Central Bank's Youth Union organizes thematic conferences, seminars, and research competitions; cadres and members register for self-training content related to work. Many advanced models are commended and spread throughout the industry.

On behalf of the Party Standing Committee and the State Bank's Board of Directors, Deputy Governor Pham Tien Dung presented flowers to congratulate the Congress.

Political and ideological education work was promoted with 8 thematic conferences and 5 resolution study classes; 100% of union members participated in studying the Resolution of the National Youth Union Congress for the 2022-2027 term. Propaganda contents of the Party and State were disseminated promptly through the fanpage and infographic system.

Traditional education and patriotism were organized in a variety of ways, attracting more than 2,500 members to participate in the journey to the source, thematic activities, and watching historical films. Activities such as "When drinking water, remember its source" and "Repaying gratitude" were maintained regularly, demonstrating morality and gratitude.

Moral and lifestyle education is carried out through the campaign "Building model values for Vietnamese youth in the new era" and the movements "One good news every day, one beautiful story every week", "Civilized behavior on cyberspace", encouraging positive culture and standard behavior among union members.

Comrade Dao Minh Thang - Secretary of the Central Bank Youth Union delivered the opening speech at the Congress

The youth volunteer movement has expanded in both scale and depth, mobilizing more than 2.4 billion VND. The Central Bank delegation supported the construction of 7 gratitude houses, planted 3,000 new trees, gave thousands of gifts, and organized 7 blood donation campaigns collecting more than 1,000 units.

The “Creative Youth” movement achieved 474 grassroots initiatives and 6 industry-level initiatives; 100% of union members completed courses on AI and digital transformation. Scientific research had more than 220 union members participating in the topic, 112 articles published in scientific journals, 6 seminars and professional competitions were held periodically.

Programs to accompany young people in studying, practicing skills and improving physical fitness were actively implemented. More than 2,600 members participated in training courses, many of whom studied and researched abroad. Cultural, sports and childcare activities were organized annually, with a total support value of nearly 1 billion VND.

The work of building the Youth Union organization has been improved according to Decree 26/2025/ND-CP; digital application in union member management has been enhanced; regular inspection and supervision have been maintained. The entire Youth Union has introduced 100 outstanding union members to the Party, of which 92 members have been admitted, contributing to building a strong successor team for the political system.

Entering the 2025-2030 term, the world context continues to change. The multipolar, multi-center situation, along with the Fourth Industrial Revolution, digital transformation, and green transformation, pose both great opportunities and challenges for the banking industry. In response to that requirement, the Youth Union of the Central Bank has set the goal: to build a strong Youth Union organization; to train a generation of Youth Union members with ideals, ethics, and aspirations to contribute; to dare to think, dare to do, and dare to make breakthroughs for the country's development. To achieve this, the Youth Union of the Central Bank has proposed 5 groups of solutions: Promoting political, ideological, and ethical education; Promoting revolutionary action movements; Comprehensively accompanying young people; Building a strong Youth Union organization; Contributing to Party building, the political system, and protecting the Fatherland.

Promoting the intelligence and bravery of the Central Bank's youth

Acknowledging the results of the Youth Union and youth movement activities in the past term, comrade Pham Tien Dung - Member of the Party Standing Committee, Deputy Governor of the State Bank affirmed: "The Youth Union of the Central Bank has achieved outstanding and comprehensive results in all aspects of work. These results demonstrate the determination, sense of responsibility, efforts, endeavors and striving of the Standing Committee, the Executive Committee and all youth union members of the Central Bank, and at the same time show that the Youth Union of the Central Bank has promoted its pioneering role, leading and connecting the youth force, thereby promoting the combined strength of youth, intelligence, initiative, creativity, innovation, daring to think, daring to do; demonstrating the exciting atmosphere and enthusiasm of the young generation of the Central Bank".

Launching the Executive Committee of the Central Bank Youth Union for the 2025-2030 term

According to the Deputy Governor, the 2025-2030 term is expected to be a period of many challenges from both the volatile international environment and domestic market issues. To contribute to the successful implementation of the great political tasks assigned by the Party, State and Government to the banking sector, the Standing Committee of the Party Committee and the Board of Directors of the State Bank expect that the Central Bank's youth union members with their intelligence, courage and spirit of innovation will be one of the core elements to concretize the action programs, projects and work of the State Bank in implementing the "Quad Pillars" of the national development strategy.

Deputy Governor Pham Tien Dung suggested that the Youth Union of the Central Bank in the 2025-2030 term take the political and professional tasks of the agency and unit as the center, closely following the guidelines, policies and orientations of the Party, the State and the Industry in this term to build practical and effective programs, plans and solutions, actively contributing to improving the quality and results of the unit's professional work, focusing on constantly learning, updating scientific advances, boldly innovating thinking and working style, being ready to apply knowledge and daring to advise on new issues to actively contribute to the digital transformation process of the banking industry.

With the youth, youthful spirit, and the results achieved in the past term, under the close leadership and direction, and strong support of the SBV's Board of Directors, the SBV Party Committee, the Government Youth Union and Party committees and leaders of units, the Deputy Governor believes that these are great motivations for the SBV Youth Union to continue to innovate its activities, strive to achieve more results in the coming term, contributing to the successful implementation of the political tasks of the banking sector.

Speaking at the Congress, Comrade Bui Hoang Tung - Secretary of the Government Youth Union acknowledged, warmly commended and congratulated the results that the youth of the Central Bank have achieved during the past term. According to him, it is necessary to determine the motto of the Youth Union's work as constantly innovating, improving the efficiency, practicality and usefulness of activities. Along with that, the Youth Union's activities need to be closely linked to the professional tasks of the unit. The Youth Union of the Central Bank is a policy advisory agency for state management in the monetary and banking sector, to develop action plans and programs to both effectively implement the Youth Union's movements and effectively contribute to the political tasks of the Central Bank.

Comrade Bui Hoang Tung also awarded the "For the Young Generation" Medal of the Central Committee of the Ho Chi Minh Communist Youth Union to leaders who have made many contributions to the work of the Union and the youth movement at the Congress.

In the spirit of democracy, innovation and creativity, the Congress thoroughly grasped the orientation and direction of the SBV Party Committee and the Government Youth Union. Along with that, the Congress elected the Executive Committee of the SBV Youth Union, term XIII, consisting of 23 comrades capable of leading and guiding the youth movement to develop more strongly, creatively and effectively in the new term.
