The 18th Hanoi Party Congress: Building a Cultural-Civilized-Modern Capital

The 18th Congress of the Hanoi Party Committee, term 2025-2030, is scheduled to take place from October 15-17, with the participation of 550 delegates, representing nearly 500,000 party members of the capital.

On October 8, the Hanoi Party Committee held a press conference to inform about the plan to organize the 18th City Party Congress, term 2025-2030.

Attending the press conference were Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, Head of the Party Committee's Organization Board Ha Minh Hai, Head of the Party Committee's Propaganda and Mass Mobilization Board Nguyen Doan Toan, representatives of leaders and reporters from central and Hanoi press agencies.

At the press conference, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized that the City Party Congress has special significance for the development of Hanoi in the new historical period of the capital and the country.

This congress is different from the previous ones in that never before have political , legal, planning and modern conditions converged so fully, creating favorable conditions for Hanoi's development like this time.

Recently, the Central Government has also focused on removing obstacles and unblocking resources. Hanoi has a clearer understanding of development resources, including intellectual and human resources.

The Standing Deputy Secretary of the Hanoi Party Committee added that the documents of this Congress were built in a very innovative and specific manner, less academic, with the hope that they would not only be popular with the political system, cadres and party members, but also be disseminated and responded to by each citizen, helping people and businesses visualize what they can participate in and how they will benefit in the next 5 years.

Through that, we call upon, encourage, motivate, and arouse the desire to contribute to the construction and development of the Capital.

The Standing Deputy Secretary of the Hanoi Party Committee hopes that the Central and Hanoi press agencies will continue to accompany the city before, during and after the Congress, focusing on propaganda, creating momentum, trust and consensus among the majority of cadres, party members, people of the capital and the whole country towards the Congress, contributing ideas to build documents, for the success of the Congress.

Regarding the preparations for the Congress, Head of the Hanoi Party Committee's Organizing Committee Ha Minh Hai said that with the theme: "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy capital", the 18th Congress of the City Party Committee is a major political event, taking place in a context of great significance.

The Congress' motto: "Solidarity - Democracy - Discipline - Breakthrough - Development", seizing opportunities, overcoming challenges, determined to build a "Cultured - Civilized - Modern" Capital, pioneering with the whole country to enter a new era - an era of prosperous and powerful development of the Vietnamese people, contributing significantly to the successful implementation of the country's development goals until 2030, with a vision to 2045.

The new point in drafting the documents for the 18th Congress of the City Party Committee is that the documents are prepared concisely and succinctly (40 pages), highly general, tightly structured, and fully and comprehensively represent the major issues of the Capital.

The structure is action-oriented, with goals, targets, tasks, and solutions expressed concisely, grouped by field and linked to focal points, roadmaps, and evaluation indicators for easy conversion into action programs and thematic plans.

In particular, the draft action program to implement the Congress Resolution has been proactively developed, ready to be issued and deployed immediately after the Congress, ensuring that the Resolution soon comes into life.

The 18th Congress of the Hanoi Party Committee, term 2025-2030, is scheduled to take place from October 15-17, at the National Convention Center, with the participation of 550 delegates, representing nearly 500,000 party members of the entire city Party Committee.

The preparatory session took place on October 15, the official session opened on October 16, and closed on October 17./.
