The 5th State Audit Patriotic Emulation Congress

On October 17, in Hanoi, the State Audit organized the 5th Patriotic Emulation Congress for the 2025-2030 period. Vice Chairman of the National Assembly Tran Quang Phuong attended and directed the Congress.

In his speech, Vice Chairman of the National Assembly Tran Quang Phuong said: In the 2020-2025 period, the State Audit has actively responded to the emulation movements of the Party and the State; launched and well organized the implementation of patriotic emulation movements in the industry associated with "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" according to Directive 05 dated May 15, 2016 of the Politburo ; launched the emulation movement throughout the emulation "Successfully performing assigned political tasks", "Emulation of the Gold Quality Audit Team".

Vice Chairman of the National Assembly Tran Quang Phuong acknowledged and commended the achievements that the Audit sector has made in the recent period, especially the auditing activities have provided timely information to the National Assembly to serve the legislative function, supreme supervision, and decision on important issues of the country; as a basis for the National Assembly to decide on estimates and approve annual state budget settlements, making important contributions to the fight against waste, negativity, and practicing thrift and combating waste of public finance and assets.

Regarding the direction and tasks of emulation and reward work and emulation movements of the State Audit in the 2025-2030 period, Vice Chairman of the National Assembly Tran Quang Phuong proposed launching an emulation movement to build the State Audit sector worthy of being a supreme, professional, honest and prestigious audit agency, actively contributing to the fight against corruption, waste and negativity, effectively serving the management and decision-making of important issues of the country.

The emulation movements of the State Audit need to closely follow the breath of life and the reality of the country's current revolutionary period. Emulation work needs to create motivation for "creativity", because only through practice can creativity be promoted, thereby finding a beneficial direction, promoting inner strength, and discovering the hidden potential of each individual. Each strong individual will be the core to spread and build a strong collective.

State Auditor General Ngo Van Tuan said that the Patriotic Emulation Congress is an opportunity to look back, evaluate and summarize the results achieved in the past 5 years, honor organizations and individuals with outstanding achievements in emulation movements, point out lessons learned to set out directions for emulation movements in the next 5 years, ensuring that the emulation movement closely follows the leadership and direction of the Party and State, and closely follows the political tasks of the industry.

Entering the 2025-2030 period, State Auditor General Ngo Van Tuan requested to urgently and seriously overcome the limitations of the past 5 years, bringing the emulation movement into more substance. In addition to closely following the emulation movement launched by the Party and Government, the State Audit needs to do well in the emulation movement associated with the political tasks of the industry in the context of the strong development of the fourth industrial revolution.

According to Deputy State Auditor General, Permanent Vice Chairman of the State Audit Emulation and Reward Council Doan Anh Tho, in the 2020-2025 period, the State Audit launched and responded to 8 emulation movements launched by the National Assembly, the Prime Minister and ministries and branches; 6 emulation movements suitable to the specific characteristics of the sector. The emulation movements have promoted and created motivation for dedication and efforts in work for all cadres, civil servants, public employees and workers of the State Audit.

The emulation movements have helped the State Audit complete the legal framework for organization and operation; improve the quality of audit activities with the goal of "Quality, more quality and more quality"; improve the organization of staff and training and fostering; promote scientific research activities. Apply information technology and high technology to the organization and operation of the State Audit as well as information and propaganda work; establish and develop bilateral friendship relations and multilateral cooperation with organizations and supreme audit agencies of countries in the region and the world; ensure the maintenance, development and enhancement of material facilities; build the Party Committee of the State Audit and its branches and affiliated Party Committees to be clean, strong and comprehensive.

With outstanding achievements, in the period of 2020-2025, the State Audit has been awarded the First and Second Class Labor Medals by the Party and the State; Certificates of Merit from the Prime Minister, and Emulation Flags by the Government. More than 16,000 collectives and individuals have been regularly and unexpectedly rewarded by the State Auditor General in the form of Emulation Flags; recognition of "Excellent Labor Collective", "Industry-Level Emulation Fighters"; Certificates of Merit, Certificates of Merit... In addition, 967 individuals inside and outside the industry were awarded the "For the Cause of State Audit" Medal.

Entering the 2025-2030 period, the State Audit determined: Emulating the development of the State Audit as an audit agency for the management and use of public finance and assets, an important and effective tool of the Party and State in preventing and combating corruption, waste, negativity and controlling power; enhancing accountability and ensuring publicity and transparency of agencies using public finance and assets, effectively serving the operations of the National Assembly, the Government, People's Councils, and local People's Committees in performing legislative, supervisory, management and executive functions and deciding on important issues of the country.

At the Conference, on behalf of the Party and State leaders, Vice Chairman of the National Assembly Tran Quang Phuong awarded the Third Class Independence Medal to Comrade Dang The Vinh - former Deputy State Auditor General; and the First Class Labor Medal to Comrade Nguyen Tuan Anh - former Deputy State Auditor General. State Auditor General Ngo Van Tuan awarded the Government's Emulation Flag to two department-level collectives: the State Audit Office and the Department of Audit Regime and Quality Control.

The Congress also announced the Decision on commendation and proceeded to award emulation and commendation titles of the State Audit. On this occasion, 6 department-level collectives, 24 department-level collectives and 70 individuals with outstanding achievements in emulation movements in the period 2020-2025 were honored to receive Certificates of Merit from the State Auditor General.

To continue promoting patriotic emulation movements, contributing to the successful implementation of the country's socio-economic development tasks and associated with the implementation of the industry's political tasks, Deputy State Auditor General Ha Thi My Dung launched a patriotic emulation movement for the period 2025-2030 with the theme: "Emulating innovation, creativity, digital transformation - Building a professional, honest, and reputable State Audit".
