General Luong Cuong: Focus on implementing three breakthroughs in economic development

Speaking at the discussion, General Luong Cuong, Politburo member, Standing member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, basically agreed with the Report on assessing the results of the implementation of the 2023 socio-economic development plan and the draft 2024 socio-economic development plan of the Government.

General Luong Cuong emphasized that in the context of the world situation changing rapidly, complicatedly, unpredictably, with more challenges than predicted; strategic competition between major countries taking place... but overcoming many difficulties and challenges, our country's socio -economic situation has achieved many important results in many fields.

It is estimated that in 2023, we will strive to achieve and exceed at least 10/15 targets, notably completing all social targets, demonstrating the good nature of our regime. "All leadership and direction of the Party, State and Government are directed towards the people. Therefore, in difficult times, people always trust the Party and authorities at all levels. This is a remarkable result," General Luong Cuong expressed.

General Luong Cuong also said that, in addition to the results, we also look directly at the limitations to find the causes and have appropriate solutions. In particular, in the field of education, there is still a shortage of schools, classes, and teachers; the reform and innovation of textbooks and general education programs still cause difficulties for parents; security, social order and safety, and crime in some areas still have potential complications; there is still a slow disbursement of public investment capital; the implementation of the 3 national target programs has not met expectations...

“When building infrastructure, we need to ensure consistency, and there must be schools and kindergartens. We must take this issue seriously,” General Luong Cuong emphasized.

Referring to one of the causes leading to this situation, General Luong Cuong said that in the Government's report, there is a reason that some officials still have a mentality of avoiding, fearing responsibility, and fearing mistakes in performing public duties under their authority. Adding more, General Luong Cuong said that in addition to subjective causes, there are also objective causes. That is, there are still overlapping and unclear mechanisms and policies. For example, in the disbursement of public investment capital, administrative procedures are still cumbersome.

General Luong Cuong expressed his agreement with the 12 groups of solutions proposed by the Government in the report assessing the results of the implementation of the 2023 socio-economic development plan and the Government's draft socio-economic development plan for 2024. General Luong Cuong also emphasized the need to focus on implementing three breakthroughs in: Institutions, human resources, and infrastructure. General Luong Cuong also stated the need to thoroughly promote decentralization and delegation of power and the strong participation of all levels and sectors.
