The conference was held in a combination of in-person and online formats connecting to 50 points with the participation of delegates from Party committees, agencies, and units under the Central Military Commission and the Ministry of National Defense .

The conference was held so that Party Committees could do a good job of preparing to promote democracy and the intelligence of delegates in discussing and contributing ideas to the draft documents of the Central Committee to be submitted to the 14th National Party Congress and the documents of the Central Military Commission to be submitted to the 12th National Party Congress of the Army.
The specific contents of the discussion include: Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party; Draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Summary Report on 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter. Political Report of the Central Military Commission presented to the 12th Party Congress of the Army.

Through the content of the dissemination of prepared comments, delegates unanimously affirmed that this is a particularly important political task, demonstrating the role, responsibility, intelligence and dedication of cadres and party members in the Party Committee of the Army in participating in the development of important documents of the Party and the Central Military Commission.
Speaking at the conference, General Trinh Van Quyet suggested and oriented some contents: Regarding the documents of the Central Committee, delegates preparing their speeches need to carefully study the Central Committee's discussion suggestions in the draft documents and the situation and results of discussions at congresses at all levels of their Party Committees to choose appropriate speech content. Delegates need to change their approach and focus on strategic issues, meeting the requirements set forth by the Central Committee, clarifying new points and theoretical and practical developments compared to the 13th National Party Congress. The speech goes straight to the point, assessing difficulties, obstacles, bottlenecks, clarifying the context, favorable opportunities, achieved results, and proposing appropriate content and measures in the new era with a higher and more drastic determination.

Regarding the comments and suggestions on the draft Political Report of the Central Military Commission submitted to the 12th Party Congress of the Army, General Trinh Van Quyet requested that the content of the comments must clearly express opinions on issues of concern, have solid arguments, be based on specific evidence, propose tasks and solutions of strategic significance, demonstrate innovative and creative thinking, and strive to consolidate and enhance national defense strength; promote the combined strength of building an all-people national defense, an all-people national defense posture associated with a people's security posture; build a revolutionary, disciplined, elite, and modern Army, closely linking the two strategic tasks of building and defending the socialist Vietnamese Fatherland in the new situation.
Delegates preparing their speeches should focus on key issues, new issues, issues with different opinions, issues directly related to national defense, security and the tasks of the Army, from lower-level Party Congresses, or issues of interest to cadres, Party members, and the masses in the Army Party Committee and the entire Army. Propose key solutions to strengthen national defense, protect national sovereignty and security; feasible policies and solutions, suitable to the characteristics of the military and national defense, ensuring the absolute and direct leadership of the Party in all aspects over the Army.

General Trinh Van Quyet emphasized: Comrades assigned by the Party Committee under the Central Military Commission to speak must carefully study the content, directly complete the document, report to the Standing Committee of the Party Committee under the Central Military Commission for approval and supplement and complete the report to the General Department of Politics according to regulations. Each speech must be a scientific product of about 3 A4 pages, speaking for about 10 minutes, and can be published in newspapers and magazines inside and outside the Army.
