The conference was attended by Lieutenant General Do Xuan Tung, Deputy Head of the General Political Department of the Vietnam People's Army. The conference was held in a hybrid format, connecting to 50 locations with the participation of delegates from Party committees, agencies, and units under the Central Military Commission and the Ministry of National Defense .

General Trinh Van Quyet delivered a speech outlining the content for contributing opinions at the 12th Congress of the Party Committee of the Vietnam People's Army.

The conference was organized to enable Party committees to make good preparations to promote democracy and the wisdom of delegates in discussing and contributing ideas to the draft documents of the Central Committee submitted to the 14th National Congress of the Party and the documents of the Central Military Commission submitted to the 12th Congress of the Party Committee of the Army.

The specific topics discussed included: the draft Political Report of the 13th Central Committee of the Party at the 14th National Congress of the Party; the draft report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; the draft report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter; and the Political Report of the Central Military Commission presented to the 12th Congress of the Party Committee of the Army.

Through the dissemination of information and preparation of discussion points, the delegates unanimously affirmed that this is a particularly important political task, demonstrating the role, responsibility, intellect, and dedication of cadres and Party members in the Party Committee of the Army in participating in the development of important documents of the Party and the Central Military Commission.

In his opening remarks at the conference, General Trinh Van Quyet offered guidance on several key points: Regarding the Central Committee's documents, delegates preparing their presentations should carefully study the Central Committee's discussion suggestions in the draft documents and the situation and results of discussions at their respective Party congresses to select appropriate topics. Delegates should change their approach, focusing on strategic issues that meet the Central Committee's requirements, clarifying new points and developments in theory and practice compared to the 13th Party Congress. Presentations should directly address issues, assess difficulties, obstacles, and bottlenecks, clarify the context, favorable opportunities, achievements, and propose appropriate content and measures in the new era with greater determination and resolve.

Lieutenant General Nguyen Van Duc, Director of the Propaganda Department, delivered a speech at the conference.

Regarding the comments and suggestions on the draft Political Report of the Central Military Commission to be presented at the 12th Congress of the Party Committee of the Vietnam People's Army, General Trinh Van Quyet requested that the content of the comments clearly express the main viewpoint on the issues of concern, with rigorous and well-founded arguments, specific evidence, and proposals for strategic tasks and solutions. He emphasized the need for innovative and creative thinking in consolidating and enhancing national defense; promoting the comprehensive strength of building a national defense system and a national defense posture linked to the people's security posture; and building a revolutionary, regular, elite, and modern army, closely linking the two strategic tasks of building and defending the socialist Vietnamese Fatherland in the new situation.

Delegates preparing presentations should focus on key issues, new issues, issues where there are differing opinions, issues directly related to national defense, security, and the tasks of the Army, stemming from lower-level Party congresses, or issues of concern to cadres, Party members, and the masses within the Army Party Committee and the entire army. They should propose solutions primarily for strengthening national defense, protecting national sovereignty and security; and policies and solutions that are feasible and appropriate to the specific characteristics of military and national defense, ensuring the absolute and direct leadership of the Party over the Army in all aspects.

Lieutenant General Bui Cong Chuc, Director of the Organization Department, delivered a speech at the conference.

General Trinh Van Quyet emphasized: Comrades assigned by the Party Committee under the Central Military Commission to deliver speeches must carefully study the content, directly finalize the document, report to the Standing Committee of the Party Committee under the Central Military Commission for approval, and supplement and complete the report to the General Political Department as prescribed. Each speech must be a scientific product of approximately 3 A4 pages, lasting about 10 minutes, and may be published in newspapers and magazines inside and outside the military.
