On April 25, the People's Council of Dak Lak province, term X, 2021-2026, held the 18th Special Session to review and decide on many important contents. Attending the session were comrade Nguyen Dinh Trung, member of the Party Central Committee, Secretary of the Dak Lak Provincial Party Committee.

At the meeting, the Dak Lak Provincial People's Council discussed, agreed and passed 10 important resolutions, including the Resolution on the policy of rearranging provincial and communal administrative units of Dak Lak province.

Accordingly, the People's Council of Dak Lak province has passed a Resolution on the unification of the policy of arranging Dak Lak and Phu Yen provinces to establish Dak Lak province directly under the Central Government on the basis of merging Dak Lak and Phu Yen provinces. The administrative-political center is currently located in Dak Lak province, with a natural area of 18,096.40 km ² and a population of 3,346,583 people.

Approving the Resolution on the policy of rearranging commune-level administrative units of Dak Lak province. Accordingly, the whole province has 180 commune-level administrative units, including 18 wards, 13 towns and 149 communes, which will be rearranged into 68 new commune-level administrative units, including 7 wards, 61 communes, reducing 112 administrative units, including: 11 wards, 13 towns and 88 communes, reaching a rate of 62.22%, ensuring the rate according to Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee.

In particular, Buon Ma Thuot city from 19 communes and wards was arranged into 6 new commune-level administrative units, including 5 wards and 1 commune, reducing 13 communes and wards, reaching a rate of 68.42%. The five new commune-level administrative units of Buon Ma Thuot city include: Buon Ma Thuot Ward, Tan An Ward, Tan Lap Ward, Thanh Nhat Ward, Ea Kao Ward and Hoa Phu Commune.

The meeting also passed important resolutions such as: Resolution on assigning additional estimates for revenue and expenditure recording of the provincial budget in 2025 to record revenue and expenditure recording of compensation and site clearance money that investors voluntarily advance before the State allocates land, deducted from land rent and land use fees payable;

Resolution on the allocation of revenue and expenditure estimates from funding sources from the State budget in 2025; Resolution on adjusting and supplementing the medium-term public investment plan for the 2021-2025 period from local budget capital sources;

Resolution on the plan to re-borrow the Government's foreign loans and debt repayment sources to invest in the Project "Emission Reduction in the Central Highlands and South Central Coast of Vietnam to contribute to the implementation of the goals of the national REDD+ action program in Dak Lak province";

Resolution deciding on the policy of changing the purpose of forest use to another purpose for the additional area to implement component project 2 of the Khanh Hoa-Buon Ma Thuot Expressway Construction Investment Project, Phase 1 (section passing through Dak Lak province);

Resolution stipulating the level of support from the provincial budget to eliminate temporary and dilapidated houses in the province by 2025;

Resolution amending Article 1 of Resolution No. 07/2024/NQ-HDND dated July 12, 2024 of the Provincial People's Council regulating tuition fees from the 2024-2025 school year for public preschool and general education institutions in Dak Lak province...

The meeting also passed a resolution to dismiss Mr. Pham Ngoc Nghi from the position of Chairman of the People's Committee of Dak Lak province, term X, 2021-2026, due to retirement.

Speaking at the closing session, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Lak Provincial People's Council Huynh Thi Chien Hoa said that this is a session of historical significance, deciding on historic issues such as passing the Resolution on unifying the policy of arranging Dak Lak and Phu Yen provinces to establish Dak Lak province directly under the Central Government; Resolution on approving the policy of arranging commune-level administrative units of Dak Lak province and many other important contents... creating a legal corridor for the Provincial People's Committee to manage and operate economic and social development, ensuring social security in the area in the coming time...

To successfully implement the resolutions passed by the Provincial People's Council, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Dak Lak Provincial People's Council Huynh Thi Chien Hoa requested the Provincial People's Committee to urgently direct, synthesize, and complete the project dossier on the arrangement of administrative units at the provincial and communal levels to submit to the Ministry of Home Affairs for appraisal in accordance with the requirements of the Central Government.

After the project is approved by competent authorities, the Provincial People's Committee is requested to direct relevant departments, branches and localities to seriously and promptly implement the contents of Resolution No. 76 dated April 14, 2025 of the National Assembly Standing Committee and other relevant documents when perfecting the organizational apparatus; have a plan to arrange and reasonably use working offices, equipment, finance, public assets, infrastructure, not to waste, lose or damage State assets; promptly ensure the best regimes, policies and service conditions for the government and people after the arrangement according to regulations.

At the same time, continue to strengthen propaganda and mobilization work to create high consensus and unity among the people; soon stabilize all aspects, meet the requirements of socio-economic development, national defense and ensure security, social order and safety in the area; create favorable conditions for organizations and individuals when carrying out administrative procedures and converting documents according to the new administrative unit.

Direct departments, branches, sectors and localities to promptly and effectively implement the resolutions issued at the session and report the implementation results for the Provincial People's Council to supervise. In particular, pay attention to implementing the elimination of temporary and dilapidated houses for the right subjects, effectively and promptly according to the direction of the Prime Minister; at the same time, provide a list of projects, along with information on the capital source allocated for each group B and C public investment project for which the Provincial People's Committee has decided on investment policies according to its authority to facilitate the Provincial People's Council to monitor and supervise before approving resolutions on medium-term and annual public investment plans.
