Over the past year, our province has proactively implemented solutions to ensure a balance between supply and demand, strengthened management and control to stabilize market prices, and minimized the impact on the local economy. However, given the frequent price fluctuations of many essential goods, including construction materials, gasoline, oil, food, medicine, agricultural supplies, etc., which affect production, business, people's lives, and the implementation of the province's socio-economic development plan targets,

To ensure a balanced supply of goods and meet the production and consumption needs of the people, especially during the Lunar New Year, on December 11, 2025, the Provincial People's Committee issued Directive No. 20/CT-UBND on implementing solutions to ensure a balance between supply and demand, strengthen management and control to stabilize market prices, and ensure social order and safety in 2026 and during the Lunar New Year of the Year of the Horse.

The Chairman of the Provincial People's Committee directed departments, agencies, and localities to strengthen market inspection and control for goods on the list of items subject to state price regulation and control; to promote the dissemination of legal regulations on pricing, price stabilization measures, and market prices to organizations and the public, in order to coordinate, detect, and effectively prevent speculation, hoarding, and illegal price increases, maintaining stable commodity price indices in line with the national price index. Focus on effectively implementing solutions to curb inflation and stabilize market prices, preventing price fluctuations, and contributing to promoting production, business, and stabilizing the lives of the people.

Establish inter-agency inspection teams to inspect and monitor compliance with price regulations before, during, and after the Lunar New Year of the Horse in 2026. Inspect compliance with price laws; strictly enforce regulations on price adjustments, registration, declaration, price listing, and public disclosure of price information. Advise and propose measures to effectively control and prevent negative phenomena that harm consumer rights.

Closely monitor market prices and consumer price index trends based on proposals from specialized departments, and promptly advise competent authorities on price stabilization measures as prescribed. Guide and urge organizations and businesses to strictly comply with regulations on price registration, price declaration, and price listing. Review regulations on price management, promptly identify overlaps and inconsistencies with practical realities, and advise competent authorities on consideration, amendment, and supplementation as appropriate.

Assess the actual developments and market price levels of goods and services in the area to prepare a price stabilization report. Monitor and evaluate the supply and demand of goods, especially essential items and those that have experienced significant price increases in the area recently, in order to proactively develop plans to ensure a balance between supply and demand, stabilize the market, and prevent shortages or disruptions in the supply chain that could lead to sudden price increases during the year-end and Lunar New Year holidays.

Urge businesses to implement domestic trade promotion activities and consumer stimulus programs; establish preferential mechanisms and create favorable conditions for businesses participating in the price stabilization program to expand their distribution networks and mobile sales methods... to supply price-stabilized goods to densely populated areas, remote areas... in order to increase access to price-stabilized goods for disadvantaged groups and those with middle and low incomes.

Strengthen local management, inspection, and market control to promptly detect and strictly handle violations of laws on pricing, trading in smuggled goods, counterfeit goods, substandard goods, goods that do not meet food safety standards, and fraudulent commercial practices. Particular attention should be paid to essential goods such as confectionery, alcoholic beverages, soft drinks, tobacco, and fresh food items that are consumed in large quantities during the New Year and Lunar New Year holidays.

Encourage businesses to continue implementing the "Vietnamese people prioritize using Vietnamese goods" campaign, combined with the "Vietnamese goods to rural and remote areas" program, to prepare a good supply of essential consumer goods and items for Tet (Lunar New Year), ensuring early and sufficient supply for the people at reasonable prices and with guaranteed quality.
