
The Department of Construction has strengthened coordination with other departments, agencies, and localities to grasp the practical situation and anticipate difficulties arising during the transition of the government organizational model. Based on this, the Department has advised the Provincial People's Committee to issue specific directives and guidelines on the transfer of state management tasks in the construction sector from the district level to the commune or provincial level according to the new regulations, ensuring that tasks are not interrupted or overlapped.
To ensure effective state management while facilitating the operation of local authorities after restructuring, the Department of Construction proactively reviewed the system of legal documents related to decentralization, delegation of power, and delineation of authority in the construction sector. Through this review, the Department identified 39 documents requiring the Provincial People's Committee to issue or amend, including 35 legal documents and 4 documents on delegation of power. To date, 37 out of 39 documents have been completed, with 2 documents in the housing sector awaiting guidance from the central government for further drafting and issuance. This has essentially established a complete legal framework for the implementation of tasks at the provincial and commune levels, preventing any gaps or disruptions in administration.

From July 1st to the present, the Department of Construction has participated in an inspection in the communes of Yen Son, Phieng Khoai, Long Phieng, Chieng Hac, and Yen Chau regarding organizational structure, infrastructure conditions, staff allocation according to job positions, provision of public services, and handling of administrative procedures, including in the construction sector. Following the inspection, the Department promptly compiled a list of difficulties and obstacles, reported them, and proposed solutions to the Provincial People's Committee.
Mr. Nguyen Van Phuc, Deputy Director of the Department of Construction, said: The organization of a two-tiered local government system places very high demands on the advisory work of the Construction sector, from perfecting institutions and providing professional guidance to ensuring the necessary infrastructure to support the operation of local governments. The Department has clearly assigned responsibilities to each specialized department, established a dedicated working group, and strengthened its presence in the field, providing timely support to communes in the process of carrying out their assigned tasks.
One of the key tasks being focused on is the planning, arrangement, and allocation of office buildings and official housing to serve the activities of the commune-level governments after the merger. Based on a review of the current situation, the Department has advised the Provincial People's Committee on a plan to convert the function of office buildings to accommodate accommodation and official housing for officials, civil servants, and workers in the newly merged communes; and simultaneously issued a report assessing the investment needs for the Party Committee - People's Council - People's Committee headquarters at the commune level. Currently, the Department is researching and developing model design documents for commune-level headquarters, accommodation, dining halls, kitchens, and auxiliary facilities to ensure uniformity, cost savings, and suitability to local conditions. In addition, the Department has established a working group to handle information, suggestions, difficulties, and obstacles in the process of reorganizing the administrative apparatus. Simultaneously, the department advised the Provincial People's Committee to issue 20 specialized guidance documents and organized training courses on 8 professional topics for commune-level officials and civil servants on receiving and resolving administrative procedures in the construction sector.

The Department of Construction continues to prioritize administrative procedure reform. To date, the Department has submitted to the Provincial People's Committee for promulgation decisions announcing 11 new administrative procedures; amending and supplementing 97 procedures; replacing 5 procedures; abolishing 2 procedures; and decentralizing 3 administrative procedures to the commune level. Currently, the entire sector has 188 administrative procedures, of which 39 fall under the jurisdiction of the commune level.
Mr. Nham Quyet Thang, Chairman of the People's Committee of Bac Yen commune, shared: "In the initial phase of implementing the two-tiered local government model, the commune's officials had to familiarize themselves with many new tasks in the construction sector. Thanks to the specific guidance of the Department of Construction through directive documents and professional training courses, commune officials gradually grasped the procedures, performed their duties correctly, and served the people better and better."
With its proactive and practical approach, the Son La Department of Construction has made a significant contribution to ensuring the stable and effective operation of the two-tiered local government model in the province, creating a foundation for improving the effectiveness and efficiency of state management in the construction sector, and meeting the requirements of the province's socio -economic development in the new period.
