In order to fulfill the target of social housing development in Quang Ninh province assigned by the Prime Minister (2,201 units by 2025 and 18,000 units by 2030), Quang Ninh province is focusing on directing the implementation of investment in the construction of social housing projects.
In the period of 2021-2024, Quang Ninh has completed 412 social housing units. Currently, there are 4 projects in the province, with a total remaining apartment scale of 2,731 units. Specifically: The social housing project in the residential area of Ngan Bang Hill in Hong Hai and Cao Thang wards, Ha Long city, with a scale of 790 apartments, has been basically completed by the investor, and is expected to hand over the houses in the second quarter of 2025. The social housing project serving workers and experts of Dong Mai Industrial Park in Dong Mai ward, Quang Yen town, with a scale of 1,000 units, of which 380 units have been completed, 20 individual social housing units are under construction, and can be completed in 2025; There are still 600 apartments that have not yet been invested in and built because the investor is proposing to adjust the investment policy to 300 apartments, adjusting the planning because these apartments were previously designed for rent with a small apartment area of 26m2, not suitable for the current situation. If approved, the investor commits to investing in and building the shell in 2025, completing the entire project in the fourth quarter of 2026.
The Sunhome Airport Social Housing Project in Doan Ket Commune, Van Don District has a scale of 300 social housing units, and has completed the construction of a 100-unit apartment building. Currently, there are 2 social housing apartment buildings with a scale of 200 units that have not been invested in construction. According to the investor's report, the demand is currently low because the airport is affected; service works, casinos... have not been approved. However, the investor is committed to still implementing the project.
Thus, according to actual implementation results, Quang Ninh is currently ensuring the completion of 1,290/2,201 social housing units, reaching about 60% of the target assigned by the Prime Minister . To complete, the province still lacks about 910 units.
Currently, Quang Ninh province is focusing on directing the implementation of investment in the construction of social housing projects. In particular, continuing to closely follow the direction, tasks and solutions of the Government and the Prime Minister to focus on comprehensively and synchronously removing current difficulties and obstacles in order to create motivation, promote and attract investors to develop social housing in the province. In the immediate future, focusing on completing the target on the number of social housing apartments in 2025 approved by the Prime Minister; focusing on urging investors of ongoing projects to speed up the project construction progress, complete the acceptance work, and put the project into operation and use. For the social housing project serving workers and experts in Dong Mai Industrial Park and the Sunhome project at Van Don airport, the province urges investors to speed up the progress and complete it in 2025 and 2026.
Along with that, the province also urgently deploys the construction of workers' accommodation in industrial parks, workers' accommodation of units under the Vietnam National Coal - Mineral Industries Group. At the same time, complete the procedures for approving investment policies, organize the selection of investors for the 20% land fund location in commercial housing projects, urban areas, and soon start projects in 2025, specifically: Social housing project at the 20% land fund of the Northwest housing group project on Tran Thai Tong street, Cao Xanh ward, Ha Long city with a scale of 350 units; Social housing project at the 20% land fund of the Urban Area project in Cao Thang, Ha Khanh, Ha Lam wards with a scale of 850 units; Social housing at land lot AOM-72 in subdivision 2 planning with a scale of about 900 units.
The province is also reviewing and supplementing urban planning and industrial park planning to ensure adequate land for social housing development. Social housing planning locations are carefully selected and prioritized in beautiful locations, especially near urban areas and industrial parks, suitable, convenient, synchronous, and connected to infrastructure to easily attract people and workers. The province also strictly implements regulations on reserving land for worker accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas for investment in social housing development in accordance with the law.
At the same time, reduce and simplify administrative procedures under the authority of social housing investment (project establishment, approval, investor selection, land allocation, land lease, site clearance, etc.) to support and encourage businesses to invest in social housing construction. At the same time, strengthen inspection and examination of the implementation of housing projects, including social housing projects, to promptly detect violations, handle and resolve them according to authority, ensure project implementation progress, and avoid wasting social resources.
