Dan Phuong: Cinema fire drill

On the morning of May 6, at Tan Tay Do Urban Area, Tan Lap Commune (Dan Phuong District), the Fire Prevention, Fire Fighting and Rescue Team (PCCC&CNCH) Dan Phuong (PCCC&CNCH Police Department, Hanoi City Police) coordinated with local authorities to organize a fire fighting and rescue drill in residential areas with high risk of fire and explosion; at the same time, propagate and instruct on fire prevention and fighting for residential areas in Tan Lap Commune.

The drill scenario was that at 9:00 a.m. on May 6, a fire broke out in the electrical engineering room of Beta Cinema (Tan Tay Do Urban Area). The cause was an electrical engineering problem that encountered a heat source and caught fire, which then spread to the entire engineering room. At the time of the fire, the automatic sprinkler fire alarm and fire extinguishing system was undergoing maintenance and inspection, so it was not working. The technical staff discovered the fire and immediately called out to everyone around.

The fire alarm information team and the apartment fire fighting team coordinated with the local fire fighting team to guide victims in the cinema rooms and on the floors of the building, and at the same time carried out initial fire fighting.

Upon receiving the fire alarm, Tan Lap Commune People's Committee quickly mobilized emergency and mobile forces to rescue people, rescue property and extinguish the fire. The Fire Prevention and Rescue Team of Hoai Duc, Bac Tu Liem, including 10 officers and soldiers, 1 fire truck, 1 command vehicle, 2 smoke exhaust fans and the Fire Prevention and Rescue Team of Hoai Duc, Bac Tu Liem also mobilized ladder trucks and fire trucks to participate in extinguishing the fire and rescuing victims. After a short time, the fire was completely extinguished, all residents were rescued, taken to a safe place and received full medical care.

Assessing the drill, Vice Chairman of Dan Phuong District People's Committee Nguyen Thac Hung emphasized that practicing fire prevention and rescue plans in residential areas with high risk of fire and explosion helps the locality assess, survey, and forecast the situation, thereby drawing experience and developing prevention and response plans suitable to the conditions, means, and human resources of the facility. Thereby, promptly overcoming shortcomings in fire prevention and rescue work, contributing to raising the vigilance and sense of responsibility of agencies, organizations, and people in fire prevention and rescue work. Especially in areas with many houses combined with businesses and motels such as Tan Lap commune.

Chairman of Tan Lap Commune People's Committee Nguyen Van Hoc said that the whole commune has 7,335 households with 26,074 people living in the area. Of which, 6,501 households have registered permanent residence with 22,710 people, 532 households have registered temporary residence with 2,185 people; 302 households with 1,179 people have not registered permanent or temporary residence.

In recent years, the economy of Tan Lap commune has developed quite well, with average growth reaching a high and stable level. Along with the economic and social development, the rapid speed of infrastructure construction also brings many risks of fire safety. Meanwhile, the awareness and perception of workers and people are still limited, the situation in the area always has the potential risk of fire and explosion.

“Through the drill on the coordination plan of many forces and means of fire prevention and rescue at Tan Tay Do Urban Area, the fire fighting and rescue coordination ability of the units will be assessed. From there, the awareness and perception of all levels and sectors on fire prevention and rescue work will be raised; knowledge and skills of fire prevention and rescue will be improved when incidents occur, helping to minimize the number of fires and fire damage in the area”, Chairman of Tan Lap Commune People's Committee Nguyen Van Hoc shared.
