With the theme "PROMOTING THE TRADITION OF "SOLIDARITY - RESILIENCE - CREATIVITY"; BUILDING A COMPREHENSIVELY CLEAN AND STRONG PARTY ORGANIZATION; INNOVATING STRUCTURE IN THE DIRECTION OF BREAKTHROUGH, DEVELOPMENT BASED ON SCIENCE AND TECHNOLOGY, DIGITAL TRANSFORMATION, GREEN TRANSFORMATION; MAINTAINING THE ROLE OF THE NUMBER ONE PORT IN THE NORTHERN REGION", Comrade Pham Hong Minh - Party Secretary, Chairman of the Board of Directors of Hai Phong Port Joint Stock Company opened the congress and emphasized that the 31st Party Congress of the Company not only summarizes term but also affirms the aspirational vision, building and developing Hai Phong Port into a green, smart, modern port, the number 1 port in the Northern region.
Comrade Nguyen Tuong Anh - Deputy Secretary of the Party Committee, General Director of the Company presented a political report emphasizing: During the 2020 - 2025 term, the Party Committee, the political system and all cadres, party members, and workers of Hai Phong Port have made efforts to innovate, create, and continuously improve, overcoming difficulties and challenges, especially during the Covid-19 pandemic to successfully achieve the "dual goal": both effectively preventing and fighting the epidemic and maintaining stable production and business.
The 4 targets and objectives set by the XXX Congress on production, business and investment for development were basically all completed and exceeded the plan: the output growth target reached 136.72% compared to the beginning of the term, the market share of container goods accounted for 29.41% of the total container output through the ports in the area; the average revenue growth rate was 13.27%/year, the average profit growth rate was 18.7%/year, 4 times higher than the target set by the Resolution; equity was preserved and developed; employment, income and workers' rights were ensured and significantly improved. The project of berths 3 and 4 in Lach Huyen was implemented on schedule; political security, order and safety were maintained; local defense and military were strengthened. Discipline, order, technological processes and labor regulations had many positive changes. The responsibility of leaders at all levels was enhanced. All 7 targets on Party building and leadership of socio-political organizations were achieved and exceeded.
At the Congress, Comrade Do Anh Tuan - Standing Deputy Secretary of the Party Committee of the Company presented the review report of the Executive Committee of the Hai Phong Port Party Committee, term XXX, stating that during the past term, the Executive Committee and the Standing Committee of the Party Committee have promoted the role of the political core, maintained the principle of democratic centralism, innovated the leadership method, directed comprehensively, resolutely and flexibly in the process of implementing political tasks, built a strong Party Committee, improved production and business efficiency and competitiveness of the Port in the context of digital transformation and deep integration, and at the same time proposed measures to correct and overcome shortcomings and limitations in the term 2025 - 2030.
With the spirit of UNITY - RESILIENCE - CREATIVITY - DEVELOPMENT and the goal of MAINTAINING THE ROLE OF THE NUMBER ONE PORT IN THE NORTHERN REGION, the presentations of the delegates attending the congress contributed many dedicated and quality opinions on studying and following the moral example of Ho Chi Minh in conjunction with implementing the political tasks of the unit; Party building work at foreign-invested enterprises; solutions to improve reception capacity to maintain Tan Vu Port's market share; innovation, streamlining the organizational structure, taking people as the center, improving the quality of human resources - the driving force for sustainable development of Hai Phong Port; solutions to improve the efficiency of investment work of Hai Phong Port in the period of 2025 - 2030...
Speaking at the Congress, Comrade Le Anh Son - Member of the Government Party Executive Committee, Party Secretary, Chairman of the Board of Directors of Vietnam National Shipping Lines (VIMC) highly appreciated the efforts to overcome difficulties, determination, dynamism and creativity of the Hai Phong Port Joint Stock Company Party Committee for the 2020 - 2025 term, leading the implementation of the Congress's targets. He suggested that in the coming term, the Hai Phong Port Party Committee closely follow the Party's guidelines, the leadership of the Vietnam National Shipping Lines Party Committee, and the Hai Phong City Party Committee, based on the four pillars and three breakthroughs, promote the spirit of solidarity, proactiveness, and creativity, and build an action program to implement the Resolution of the 31st Party Congress for the 2025-2030 term, contributing to building a clean and strong Vietnam National Shipping Lines Party Committee, bringing Vietnam National Shipping Lines to overcome the waves and reach far, bringing our country into a new era - the era of national growth.
The Congress approved the report synthesizing opinions on the draft documents of the 14th National Party Congress and the draft Political Report at the 7th National Congress of the Party Committee of Vietnam National Shipping Lines.
The Congress elected the Party Executive Committee for the 31st term 2025 - 2030 and the Delegation to attend the 7th Congress of the Party Committee of Vietnam National Shipping Lines.
With the spirit of democracy and responsibility, the Congress elected the Party Executive Committee for the 2025-2030 term, consisting of 22 comrades. The first meeting of the Executive Committee elected 07 comrades to the Party Standing Committee; elected comrade Pham Hong Minh - Chairman of the Board of Directors of the Company to hold the position of Party Committee Secretary; comrade Nguyen Tuong Anh - General Director and comrade Le Tien Dung - Head of the Organization and Salary Department to hold the position of Deputy Party Committee Secretaries. The new Party Executive Committee was introduced to the Congress with the determination and expectation to continue to lead the Company to develop strongly, successfully complete the assigned tasks, contributing to the common development of Vietnam National Shipping Lines and Hai Phong City. The Congress elected a delegation of 14 official delegates and 01 ex-officio delegate, and elected 01 alternate delegate to attend the 7th Congress of Party Delegates of Vietnam National Shipping Lines.
With the motto of action: "Solidarity - Democracy - Discipline - Creativity - Development", the Hai Phong Port Party Committee determined to continue promoting tradition, taking science and technology as a driving force, digital transformation as a tool and green transformation as a strategic orientation, firmly stepping into the new period, maintaining the role of the number one port in the Northern region, actively contributing to the development of the maritime industry and sustainable development of Vietnam's marine economy.
