Identifying the important position, role, and significance of inspection, supervision (KTGS) and party discipline work, in recent times, the Standing Committee of the Ha Nam Provincial Party Committee has paid attention to leading, directing, and organizing the comprehensive and synchronous implementation of the KTGS task according to the provisions of the Party Charter and resolutions of the provincial Party Committee. Party committees from the provincial to grassroots levels have always paid attention to leading, directing, and organizing the dissemination, serious and timely implementation of the Party's resolutions and directives, regulations, and instructions of the Central Committee and the Central Inspection Commission on inspection, supervision, and party discipline work. In order to innovate and improve the effectiveness and efficiency of inspection and supervision work, meet the requirements of Party building and carry out political tasks, the Provincial Party Committee issued Resolution 28 (dated May 26, 2022) on improving the quality and efficiency of inspection and supervision work and Party discipline for the 2020-2025 term, along with many documents for leadership, direction, and implementation.
Closely following the key political tasks and local situation, since the beginning of the term, the Ha Nam Provincial Party Committee has conducted 2 inspections, 2 supervisions, the Provincial Party Committee has deployed 5 inspections on 22 Party organizations (PCs) and 17 Party members. Inspection contents: Leadership, direction, organization, dissemination, implementation of resolutions, directives, regulations, and conclusions of the Party; leadership and direction in implementing key political tasks: Directive 13 of the Provincial Party Committee on strengthening the leadership of Party committees at all levels in the management of investment - construction of projects and works in the province; Resolution 15 (dated September 15, 2021) of the Provincial Party Committee on promoting the restructuring of the agricultural sector, developing the rural economy associated with building sustainable new rural areas, advanced new rural areas, and model new rural areas in Ha Nam province for the period 2021-2025, with a vision to 2030; Program 28 (dated June 30, 2021) of the Provincial Party Committee on environmental pollution treatment in Ha Nam province for the period 2021-2025, focusing on the areas west of the Day River and Nhue River. The Provincial Party Committee and the Provincial Party Committee also conducted 5 supervisions of 9 trade unions and 19 party members.
Supervision content: Leadership, direction, organization and implementation of guiding documents of the Central and Provincial Party Committees on Party building, political system building, and mass mobilization work in the new situation; leadership and direction of implementation of key political tasks of the locality: Resolution 17 (September 25, 2021) of the Provincial Party Committee on promoting administrative reform, focusing on modernizing the administration, towards building digital government, reforming administrative procedures; Resolution 11 (September 15, 2021) of the Provincial Party Committee on promoting industrial development, focusing on high-tech industry, supporting industry, processing, manufacturing and services serving industrial development towards modernity and sustainability in the period of 2021-2025, with a vision to 2030. Inspection when there are signs of violations for 3 TCĐs. District and grassroots Party committees inspected 987 Party organizations and 2,298 Party members; supervised 891 Party organizations and 2,220 Party members; and inspected 1 Party organization and 3 Party members when there were signs of violations.
Implementing the conclusions of the inspection, the Provincial Party Committee has directed the review and development of a plan to implement Notice 106 (dated August 12, 2021) of the Central Inspection Commission on the results of supervision of the Provincial Party Committee and the Standing members of the Ha Nam Provincial Party Committee for the 2020-2025 term; Conclusion of the Government Inspectorate on the inspection of land management and use, and management of capital construction investment in Ha Nam province in the period 2012-2018; focusing on implementing groups of tasks and solutions to promptly rectify and overcome shortcomings and limitations pointed out. The Provincial Party Committee has also promptly developed an implementation plan, assigned tasks to units to advise and organize implementation to ensure the purpose, requirements, content, and progress; focused on leading and directing the overcoming of shortcomings pointed out by the Central Inspection Commission; directed the Party Committee of the Provincial People's Committee to review and gradually resolve and handle shortcomings in the management of natural resources and minerals. In August 2021, the Provincial Party Committee inspected when there were signs of violations against the Party Committee of the Provincial People's Committee for the 2016-2021 term in leading and directing the implementation of investment projects, renovation and upgrading of rural roads in Thanh Liem district and management, exploitation and use of mineral resources related to the projects; concluded that the Party Committee of the Provincial People's Committee for the 2016-2021 term and 8 Party members had violated to the extent that disciplinary action must be considered and taken. Regarding the incident, the Provincial Party Committee directed the Provincial Party Committee's Inspection Commission to consider and propose disciplinary action against 2 TCĐs and 6 Party members.
With many effective and practical ways, up to now, the work of Party Inspection and Party discipline of the provincial Party Committee has gradually become routine; quality, effectiveness and efficiency have been increasingly improved. The content of Inspection and Party discipline has a focus, focusing on the implementation of resolutions, directives, regulations, decisions and conclusions of the Party, and laws of the State; performing duties and tasks; responsibilities to set an example; the work of fighting against corruption and negativity; sensitive, complicated areas, outstanding and urgent issues of public concern. The work of monitoring and urging to overcome the limitations pointed out after Inspection and Party discipline has been paid attention to and focused by Party committees at all levels, ensuring that the conclusions of Inspection and Party discipline are implemented effectively and thoroughly.
Through the work of economic and social supervision, Party committees at all levels can correctly assess the current situation, promote advantages, overcome limitations and shortcomings, detect shortcomings and shortcomings in mechanisms and policies to propose amendments and supplements, contributing to building a clean and strong Party Committee, promoting the successful implementation of socio-economic development tasks. Notably: the economy has shifted in a positive direction, with a high and sustainable growth rate. In the 2021-2022 period, the Provincial Party Committee completed and exceeded 16/17 main socio-economic targets; the total product in the province grew highly (reaching 10.82%), making the province the 3rd highest growth rate in the Red River Delta, 12th nationwide; tourism services developed, tourism revenue in 2021 reached 1,629.5 billion VND, in 2022 reached 2,152.5 billion VND; In the first quarter of 2023, the province welcomed about 2.96 million visitors (including 62.2 thousand international visitors), total revenue from tourists is estimated at 2,351.4 billion VND; cultural, medical, educational, social security and employment activities developed synchronously, and people's lives were improved.
The general objective set forth in the Resolution of the 20th Provincial Party Congress of Ha Nam Province is: Strengthening solidarity, building and rectifying the Party, building a streamlined political system, operating effectively and efficiently; promoting the achievements that have been achieved, mobilizing and effectively using all resources to build Ha Nam province to develop rapidly and sustainably, striving to achieve a fairly good level of development in the Northern Delta region. To realize this goal, from now until the end of the 2020-2025 term, the Ha Nam Provincial Party Committee will continue to focus on implementing well the three breakthroughs identified in the Resolution of the 20th Provincial Party Congress and specified in the thematic resolutions of the 20th Provincial Party Committee, namely: Continuing to build and perfect synchronous infrastructure, promoting the advantages of regional linkages to create a driving force for economic development, focusing on developing industry, trade and services; Promote administrative reform, focusing on modernizing the administration, reforming administrative procedures, tightening administrative discipline, improving the quality of cadres, civil servants, public employees, heads of agencies and units; Focus on developing human resources, especially high-quality human resources, enhancing the application of science and technology in production, and improving labor productivity.
To continue to improve the effectiveness and efficiency of the work of economic and political science, actively contribute to building the Party, building a clean and strong political system, promoting socio-economic development, in the coming time, the economic and political work of the Provincial Party Committee will focus on implementing well the following key tasks:
Firstly, Party committees at all levels regularly thoroughly grasp, disseminate, and propagate fully and seriously the policies, viewpoints, goals, tasks, and solutions according to the resolutions, directives, regulations, statutes, conclusions, and instructions of the Central Committee on inspection, supervision, and party discipline. Thereby, creating a strong change in awareness, responsibility, and political determination for inspection, supervision, and party discipline.
Second, strengthen leadership, direction, and organization of the implementation of inspection and supervision work, ensuring focus and key points; focus on inspection and supervision of areas prone to negativity and areas of public concern. Timely detect and correct limitations and shortcomings; promptly, resolutely, and strictly handle violations of Party organizations and Party members. Innovate and improve the quality, effectiveness, and efficiency of inspection and supervision work, and specifically and clearly conclude violations and shortcomings of the inspected subjects.
Third, do a good job of monitoring the area, focus on implementing the key task of inspection when there are signs of violations, thoroughly handle limitations, shortcomings, and violations right at the grassroots level; strengthen urging, monitoring, and supervising the implementation of conclusions after the inspection; strictly handle according to regulations the Party organizations and Party members who do not take the conclusions seriously, or do not thoroughly and promptly correct them.
Fourth, pay attention to consolidating and perfecting the organization, apparatus, and staff of the Inspection Committee and Inspection Committee agencies at all levels, ensuring quantity, improving quality, streamlining, and operating effectively and efficiently. Focus on training, fostering, and building a team of officials doing inspection work with good moral qualities, strong political will, good professional skills, and scientific, in-depth, and cautious working methods.
