Petrolimex Party Committee attended the National Conference to disseminate and implement the Resolution of the 10th Conference of the 13th Party Central Committee

On the morning of October 20, 2024, in Hanoi, the Party Committee of the Vietnam National Petroleum Group ( Petrolimex Party Committee / Group Party Committee) attended the online National Conference to disseminate and implement the Resolution of the 10th Conference of the 13th Party Central Committee.

The conference was held in a combination of direct and online formats at Dien Hong bridge, National Assembly House, Ba Dinh, Hanoi , connecting with 14,934 bridges nationwide, with more than 1.2 million delegates attending. At Petrolimex headquarters, the online participants were: Member of the Standing Committee, Permanent Deputy Secretary of the Party Committee - Dang Tran Hieu; Deputy Secretary of the Party Committee, Member of the Board of Directors, General Director - Dao Nam Hai; Member of the Standing Committee, Head of the Party Committee's Propaganda Department - Nguyen Quang Dung along with comrades of the Group's Board of Directors and comrades according to the convened members. From the bridge at the Group's office headquarters, the Group's Party Committee deployed 121 bridges connecting to Party committees and affiliated Party organizations with the participation of more than 800 party members.

Attending and directing the Conference were Comrade To Lam, General Secretary of the Party Central Committee, President of the Socialist Republic of Vietnam; Comrade Truong Tan Sang, former Politburo member, former President attending at the Long An province bridge; Comrade Pham Minh Chinh, Politburo member, Prime Minister; Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly; Comrade Nguyen Thi Kim Ngan, former Politburo member, former Chairman of the National Assembly; Comrade Luong Cuong, Politburo member, Standing member of the Party Central Committee Secretariat.

Attending the Conference were Politburo members, former Politburo members, members of the Secretariat, members of the Party Central Committee, leaders of Central Committees, Ministries, branches and organizations, comrades in the Standing Committees of Party Committees directly under the Central Committee, members of the Central Inspection Committee, department-level leaders of the Party's advisory and support agencies at the Central level, Heads and Deputy Heads of National Assembly Delegations of provinces and cities and reporters...

The conference was held to raise awareness and responsibility in leading and effectively implementing the Resolution of the 10th Conference; focusing on the highest level of work to successfully implement the Resolution of the 13th National Party Congress and best prepare for the work of Party Congresses at all levels, towards the 14th National Congress of Delegates.

At the Conference, delegates listened to Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang convey "Key, core contents, new points in the Draft Political Report at the 14th National Party Congress and the Draft Summary Report on a number of theoretical and practical issues on the work of innovation in the direction of socialism over the past 40 years in Vietnam".

Politburo member Nguyen Xuan Thang said that the Central Committee basically agreed on the overall assessment of achievements and lessons learned after 40 years of renovation; specific target orientations for continued renovation from now until 2030, with a vision to 2045; and agreed on the guiding viewpoints for continued renovation. The Central Committee also discussed and basically agreed on a number of orientations on tasks and solutions stated in the draft Report.

Conveying "The key, core contents and new points in the Draft Report on the assessment of 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030; the directions and tasks of socio-economic development for the 5 years 2026 - 2030 and the socio-economic situation, state budget in 2024, the plan for 2025; the 3-year state financial and budget plan 2025 - 2027; the policy of investing in high-speed railway on the North - South axis; the policy of establishing Hue city directly under the Central Government", Politburo member, Prime Minister Pham Minh Chinh said that in the context of the world and domestic situation intertwined with many opportunities as well as difficulties and challenges, of which the latter are more numerous, the leadership, direction and management of socio-economic affairs since the 13th National Party Congress has achieved many positive results.

In general, in the nearly 5-year period of implementing the Resolution of the 13th National Congress, the Central Committee agreed that we have achieved many important, outstanding, and quite comprehensive results, basically completing the main goals and our country has surpassed the low-middle income level; the human development index has improved; the happiness index in 2024 increased by 11 places compared to 2023, ranking 54/143 countries and territories, creating a foundation for higher development in the following period.

Based on the achieved results and assessment of limitations, shortcomings, difficulties, challenges, and lessons learned, Prime Minister Pham Minh Chinh said that the Central Committee has basically agreed with the viewpoints, general goals, main targets, tasks, and main solutions for socio-economic development in the 2026-2030 period.

In particular, the Party Central Committee agreed with the socio-economic development target for 2025 with GDP growth reaching about 6.5-7% and striving to achieve a growth rate of 7-7.5%; in the period of 2026-2030, the average GDP growth rate is about 7.5-8.5%/year...

Also at the Conference, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission Le Minh Hung conveyed "Key, core contents and new points in the Draft Report summarizing the Party building work and implementing the Party Charter during the 13th Congress term; some basic contents on amending the Party's Election Regulations; summarizing the personnel work of the 13th Congress and building the direction for personnel work of the 14th Party Congress".

Speaking at the conference, General Secretary and President To Lam emphasized that the 10th Central Conference has agreed on political determination, strategic breakthroughs, directions, and strategic solutions with new thinking and awareness; has agreed on policies for many important tasks to accelerate and break through to the finish line to successfully implement the Resolution of the 13th National Party Congress and best prepare for Party Congresses at all levels towards the 14th National Party Congress.

The General Secretary and President requested that it is necessary to unify the awareness throughout the Party on the political determination to successfully implement the Resolution of the 13th National Party Congress, complete all set goals and targets; focus on immediately implementing a number of strategic breakthroughs that the Central Committee has agreed to include in the documents of the 14th National Party Congress in order to create breakthroughs in development institutions, remove existing bottlenecks and barriers.

Regarding the preparation for Party Congresses at all levels, towards the 14th National Party Congress, General Secretary and President To Lam requested to focus on building and ensuring the quality of documents for Party Congresses at all levels and documents for the 14th National Party Congress; Party committees at all levels must have specific plans, focus on research to discuss and contribute ideas to build documents for the 14th National Party Congress, especially on new issues emerging from practice; Focus on preparing the best personnel for Party Congresses at all levels.

Emphasizing that there is not much time left from now until the end of the 13th Party Congress, while there are still many goals to strive for, General Secretary and President To Lam believes that after the Conference, with new thinking and awareness, high spirit, determination, unity in thought and action, the entire Party, the entire army and the entire people will unleash all resources, mobilize the highest human and material resources, and continue to create new foundations for the country's breakthrough development in the coming years.
