In the roadmap for implementing the National Target Programs (NTPs) for the 2021-2025 period, Lai Chau province has identified the key solution to sustainably reduce poverty as enhancing vocational training, creating jobs and supporting livelihoods for workers, especially in disadvantaged areas and ethnic minorities.
According to the Department of Agriculture and Environment of Lai Chau province, the province has synchronously implemented many sub-projects to support labor, recording positive initial results. In the sub-project to support laborers working abroad under contracts, the central budget allocated more than 8 billion VND, the province has supported 612 people to participate in vocational training, foreign languages and necessary knowledge training. Although the disbursement rate has only reached 6.9% of the total allocated capital, this is an important initial step, opening a new direction in creating job opportunities, increasing income and accessing modern labor skills for people in the highlands.

In addition, the sustainable employment support sub-project was implemented with a total capital of more than 23.5 billion VND, focusing on investing in infrastructure and information technology equipment to modernize the labor management system and the job market. Activities such as building an online job exchange and forming a database on labor and employment have supported connections for more than 37,600 workers in the area. By the time of reporting, the province had disbursed more than 16 billion VND, reaching 68.4% of the plan, of which development investment capital reached over 95%, demonstrating the locality's efforts in applying technology and digital data to labor management.
In parallel, the project to develop vocational education and sustainable employment is considered a spearhead of Lai Chau province. The total capital allocated for the project is up to 177 billion VND, of which the central budget accounts for more than 147 billion VND. This capital is used to invest in equipment and facilities for Lai Chau College, and at the same time support vocational education centers - continuing education in communes, providing vocational training for more than 33,000 rural workers.
Up to now, the project's disbursement has reached 95.9 billion VND, equivalent to 54.1% of the plan. Of which, development investment capital has completed 100% of the plan, while public capital has reached about 49%. This is an important step forward, helping Lai Chau consolidate the vocational training network at the grassroots level, contributing directly to improving the quality of rural human resources - a core factor for sustainable poverty reduction.

The above results show that Lai Chau is not only focusing on financial support but is strongly shifting towards human development and skilled employment, associated with livelihood transformation to adapt to climate change, meeting the requirements of the labor market and integration trends.
Vice Chairman of Lai Chau Provincial People's Committee Giang A Tinh said: Although there are still some difficulties in disbursement and implementation at the grassroots level, with proactive and synchronous approaches, the projects are gradually coming into reality, helping people create jobs, increase income, and reduce dependence on State support.
Poverty reduction in Lai Chau is therefore not just a number in a report, but a sustainable journey - where every highland resident has access to knowledge, jobs and development opportunities, towards the goal of "leaving no one behind."
