Quang Ngai has more than 4,700 fishing vessels, of which more than 3,000 are 15m or longer, operating offshore; the total number of workers directly involved in production at sea is about 37,000 people. Large capacity vessels have modern equipment, requiring fishermen to have qualifications to exploit effectively.

In fact, most fishermen at sea rely mainly on traditional experience from their ancestors. Many fishermen have not been equipped with basic knowledge of captains and chief engineers and have not updated legal regulations related to the sea and maritime. This is also the cause and limitation in the development of the province's fisheries industry.
Not only large ships, fishing vessels with a length of 6 - 12m operating inshore fishing activities must also meet the regulations of having at least one captain of a class III fishing vessel and at least one crew member. This is stipulated in Circular No. 22/2018/TT-BNNPTNT of the Ministry of Agriculture and Rural Development on crew members of fishing vessels and fisheries service vessels.
Fisherman Ngo Van Cong, in Pho Quang Ward (Duc Pho Town) with more than 20 years of experience at sea, recently registered for a captain course. “My ship is small, specializing in operating close to shore, going to sea in the afternoon and returning the next morning, so I was not interested in taking a captain course before. However, now I feel it is necessary to have a captain certificate for the ship to be able to go to sea, so I registered for the course. The course lasted 7 days (4 days of theory and 3 days of practice - PV), I learned a lot of knowledge about handling situations while working at sea.
In addition to teaching how to control wooden-hulled boats, the instructors also imparted skills in steering steel-hulled boats. I passed the exam and am just waiting for the certificate. So, on my next trip to sea, I can confidently go out to sea,” fisherman Cong shared. On each large ship, in addition to the captain, the chief engineer position is also very important. Because when going to sea, if you only rely on experience, in the face of unusual weather and natural disasters, the ship may encounter problems and cannot handle or repair itself. Therefore, vocational training for workers at sea is extremely necessary.
Fisherman Nguyen Van Vay, in Pho Quang ward, has just completed a chief engineer course and said that thanks to the thorough training, he has a deeper understanding of the components of a ship's engine, knows which parts are about to break down and can repair the engine's failures himself, helping him to be more confident on long trips at sea. Mr. Vay has received a certificate as a chief engineer of a fishing boat and is currently working as a chief engineer on a 16m long offshore fishing boat with a capacity of over 400CV.
Recently, Pho Quang Border Guard Station has coordinated with local authorities to make a list of fishermen who want to study for captain and chief engineer certificates. After having enough students, Pho Quang Border Guard Station contacted the College of Mechanics and the Southern College of Agriculture - Ho Chi Minh City to open training classes. Of which, the captain class has 67 students and the chief engineer class has 35 students.
Lieutenant Colonel Pham Loi - Head of Pho Quang Border Guard Station said that opening these training courses will help fishermen have enough qualifications and certificates to go offshore. Through the course, fishermen are imparted with a lot of knowledge and experience in exploitation as well as necessary skills to prevent risks at sea, thereby improving exploitation efficiency. In addition, students are also provided with additional legal knowledge related to fisheries exploitation and are informed about regulations against illegal, unreported and unregulated fishing. Therefore, local authorities at all levels need to pay attention to supporting the opening of more vocational training courses for fishermen.
