Seven Star Complex Project is a complex of commercial center, office for lease and luxury apartments built on land lot D27 in Cau Giay new urban area, Cau Giay district, Hanoi City. The land is located within the administrative boundaries of two wards: Yen Hoa ward and Dich Vong Hau ward.
The North of the project is the intersection of Ton That Thuyet and Nguyen Phong Sac streets (Tri Thuc Palace). The East is the main road - Tran Thai Tong street with a road width of 40m. The West and South of the land are adjacent to the green park planning road.

When land funds are limited and supply is decreasing, Seven Star is considered a "golden" location in the center of Cau Giay District. The Seven Star project was assigned by the Hanoi People's Committee to a consortium to implement in the form of BT since 2011 by the consortium of Bao Viet Investment Joint Stock Company, Song Da - Thang Long Joint Stock Company and CEO Investment Joint Stock Company as investors.

The project has a total area of 2.2 hectares with a total investment of nearly 4,437 billion VND. Of which, the total investment of the BT project is 1,090 billion VND, the total investment of the counterpart projects is 3,346 billion VND. The initial purpose of the project is to build offices for Hanoi associations.
The land plot for the project is divided into 4 sub-plots. The BT part is Sub-plot D27.a, which is planned to build an office building for associations and unions, while the corresponding part at Sub-plots D27.b, D27.c, D27.d is planned to build a mixed-use project, primary school and secondary school.
However, for more than a decade now, the project has been abandoned. Notably, a series of illegal constructions have suddenly sprung up on this land, such as a car wash, a garage, a scrap metal shop, a soccer field, etc.

At the 2017 General Meeting of Shareholders, answering questions from shareholders about the Seven Star project, Mr. Doan Van Binh - Chairman of the Board of Directors of CEO Group said: "The project is no longer implemented in the form of BT, so the joint venture is still researching and finding ways to implement the project and there will be new signals in 2017". However, according to the financial reports of CEO Group over the years, the Seven Star project has always been out of the list of invested projects.
Recall the project to create resources for the city
The Hanoi People's Committee has issued a document deciding to establish an interdisciplinary inspection team to review and prepare documents to handle projects that have been granted a 24-month land use extension according to the provisions of the Land Law but have not yet put the land into use.
Accordingly, in the report and recommendations of the Department of Natural Resources and Environment on the preparation of dossiers for organizations that have been allocated land or leased land by the State and have had their land use extended for 24 months, but have not put the land into use after the extension period, the Hanoi People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with the Departments of: Planning and Investment, Construction, Planning - Architecture, Finance, Justice, Hanoi Tax Department, Hanoi Inspectorate and People's Committees of relevant districts to establish an interdisciplinary inspection team.
On the side of the Ministry of Natural Resources and Environment, it is said that the inspection, examination and handling of violations at specific projects in localities is the responsibility of the People's Committees of provinces and centrally run cities.
Since the end of March 2018, the Hanoi People's Committee has proposed that the Ministry of Natural Resources and Environment support the city in handling and reclaiming land plots granted to corporations but left abandoned in Cau Giay district to avoid waste.
Regarding this issue, Minister of Natural Resources and Environment Tran Hong Ha (currently Deputy Prime Minister) affirmed that he will closely coordinate with Hanoi City to inspect and examine projects that have been allocated land but are not used. In case of violations or overdue, the land must be returned and recovered to create resources for the city .
