An important milestone in the process of law-making, serving the revolution of streamlining and streamlining the apparatus

After 6.5 days of serious, democratic, innovative, scientific and highly responsible work, the 9th Extraordinary Session of the 15th National Assembly completed the proposed program content and closed this morning (February 19).

On the basis of closely following the Party's policies and resolutions, democratically discussing and institutionalizing them into laws; along with the spirit of listening, carefully studying to explain, absorb and edit by the drafting agency and the examining agency; at this Session, the National Assembly considered and passed 4 laws including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended); Resolution on handling a number of issues related to the arrangement of the State apparatus and 4 resolutions to implement the arrangement of the National Assembly and Government apparatus for the 15th National Assembly term.

At the same time, 6 Resolutions were passed to promote the country's socio -economic development and specific mechanisms and policies for a number of important projects and key national works.

This is an important milestone in the process of law-making, of great significance in serving the revolution of arranging and streamlining the apparatus of the political system and promptly removing difficulties and obstacles in institutions and policies, creating breakthroughs to perfect infrastructure, promoting resources, and creating new development space for localities and the whole country.

At the same time, personnel work has been carried out strictly, in accordance with Party regulations and State laws, achieving high consensus and unanimity among National Assembly delegates.

The National Assembly elected two additional Vice Chairmen of the National Assembly for the 15th term; approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term. The National Assembly also elected six members of the National Assembly Standing Committee; approved the Prime Minister's proposal to appoint four Ministers for the 2021-2026 term; and at the same time, dismissed a number of Ministers and members of the National Assembly Standing Committee to take on other duties.

Affirming timely, objective and correct decisions

On behalf of the National Assembly Standing Committee, delivering the closing speech of the Session, National Assembly Chairman Tran Thanh Man respectfully thanked the National Assembly deputies for upholding their sense of responsibility, enthusiastically discussing and resolving difficult issues with a wide scope of influence; under special conditions, under time pressure but with the requirement of ensuring synchronization, tightness and immediate implementation in practice, the National Assembly deputies all expressed their support and determination, with many frank and valuable opinions in both theory and practice.

Many delegates noted that the draft laws submitted to the National Assembly this session have many new issues, are correct and accurate, concise, easy to understand, in line with the spirit of innovation in thinking on law-making of the 8th Session of the 15th National Assembly; affirming timely, inevitable, objective, correct, far-sighted, and convincing decisions of the Party and State; have caught the right pulse, without hesitation or delay, to urgently overcome existing problems and bottlenecks that slow down the country's development. At this important historical moment of the nation, there must be historic, breakthrough decisions for the country's development.

However, National Assembly Chairman Tran Thanh Man also said that there are many specific issues of very different practices that need to continue to be researched and implemented in accordance with the Constitution, in accordance with practice, ensuring consistency, feasibility, effectiveness, and achieving the set goals.

The concerns and worries of the National Assembly deputies are well-founded and need to be paid close attention to in the process of directing, guiding, organizing implementation and monitoring work after the laws and resolutions come into effect, ensuring strict implementation of the Party's guidelines and policies and the State's laws and policies.

The National Assembly and the National Assembly Standing Committee respectfully thank the close leadership of the Party Central Committee, directly the Politburo, the Secretariat and General Secretary To Lam.

The National Assembly highly appreciated the close, timely and effective coordination of the Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the Central Organizing Committee, the Central Inspection Committee, the Central Offices, the National Assembly agencies and relevant agencies and organizations; thanked the central ministries, branches, Hanoi city and localities for proactively coordinating to serve attentively, ensuring absolute safety for the Session.

Affirming that the 9th Extraordinary Session was a great success, National Assembly Chairman Tran Thanh Man requested agencies, units and localities to urgently organize and implement it with a proactive, creative, determined and drastic spirit, matching words with actions.

At the same time, the Government is requested to make the greatest effort to develop plans and documents detailing the contents assigned in the laws and resolutions of the National Assembly; agencies urgently review to amend and supplement specific contents in legal documents related to the arrangement of the apparatus that need to be handled immediately, are of a special nature, and cannot be handled according to general principles for promulgation under authority; relevant agencies and National Assembly deputies are requested to continue to research and proactively prepare the best contents to be submitted to the National Assembly at the upcoming 9th Session of the 15th National Assembly.
